DESCRIPTION
RESPONSIBILITIES AND OBLIGATIONS
The primary objective of this role is to ensure security technical management whereby current and future CCTVs technical impact assessment issues are dealt with efficiency and effectiveness thereby ensuring adherence to our local bylaws and ensuring a security coverage is always on acceptable standard for all within the SEZ and surroundings. Below are some requirements for the Security Technical Manager (STM) operational and functionalities however not limited to and as determined by the Security Manager:
- Perform basic technical implementation tasks, such as customer configuration updates and reviewing the quality of customer integrations.
- Conducting TSCM surveys and inspections to monitor for evasive radio frequency signals and perform a wide variety of physical and technical security related functions at Abbott facilities inspecting for technical penetrations, hazards, and physical security weaknesses that could result in the unauthorized access to sensitive material and proprietary Intellectual Property belonging to CDC.
- Lead assessment and communication of top security risks
- Manage information security portfolio of initiatives and roadmap, including long term strategic initiatives short term projects.
- Manage high visibility cross-functional projects and ensure on-time execution and delivery.
- Build in transparency and efficiency in project execution, while leading prioritization, conflict resolution and continuous forward movement
- Ensure clear and periodic communication throughout project / program lifecycle to various internal and external stakeholders, including senior executives.
- Identify and generate metrics to measure value delivery and drive improvements.
- Manage vulnerability governance process across various Engineering and IT teams.
- Drive process improvements across the various security and external teams
- Implements and oversees processes, programs, and tools to support information assurance, regulatory compliance with the 3rd party/vendor risk management team, and executes internal control, governance, and risk management activities to ensure secure delivery of internal initiatives.
- Monitors and analyzes technology risk trends and advises IT and business management regarding appropriate IT policies, procedures, and practices with the goal of safeguarding information assets, strengthening internal operations, and achieving strategic objectives.
- Leads, develops, and maintains the Physical Security IT risk management strategy.
- Ensure all software propriety systems procurement for CDC Physical security operations.
- Liaison with local emergency authorities and propose technical solutions on crime related matters affecting the SEZ.
- To update management and resolve any technical systems failure within the relevant priority fix and repairs guidelines.
- Update and maintain new and current system software to commission new and existing project.
- Use technical engineering concepts including software to trouble shoot complex faults with aim of ensuring systems down time is minimum.
- Responsible for several components of project or a complex component of a larger project.
- Fully developed professional able to work without direct guidance or daily direction from others.
- Works independently applying in-depth knowledge of multiple Information Security technologies (IDS/Firewalls/Anomaly Detection), as appropriate.
- Performs sophisticated analysis of Information Security related logs and log data to surface potential Information Security risk and concerns for resolution.
- Have the ability to identify business problems and work across organisational boundaries and develop program/product technology strategies.
- Have a technical consulting background and experience, driving programs via communicating and influencing internal stakeholders, external customers, partners, system owners, and/or technology partners.
- Be comfortable working within a fast pace, fast changing dynamic environment to complete objectives/ goals.
- Have a strong understanding of security/cyber principles and associated technology risk management.
- Experience in designing and implementing an overall security architecture (e.g., logical, physical, system integration)
- Strong experience in solutions design, defining and/or implementing security technologies, and solutions to deliver information security & other IT capabilities across multiple layers of the IT architecture.
- Threat Intelligence and Modelling
- Security technologies (e.g., firewalls, security event monitoring, intrusion detection and prevention, malware detection)
- Application security System Development Life Cycle (SDLC)
- Software programming, new product design and development
- Compilation of detailed product specifications documents and recommendation for acquisitions of security systems both software and hardware
- Prepare monthly reports on technical issues, damages, and redundant security systems.
- Monitor all installations, maintenance, repairs and provide timeous report.
- Digitisation of all security working documents.
STANDARD COMPLIANCE DUTIES
Furthermore, the incumbent has to be aware that:
- You are aware of and have access to the CDC’s SHEMS.
- You are aware of your responsibilities and duties as laid out in the CDC’s SHEMS.
- You are aware that you work in a safe and environmentally friendly manner.
- You ensure that the company’s housekeeping standards are maintained throughout your area of responsibility.
- You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible.
- You report all SHE incidents which occur within your area of responsibility promptly and in the correct format.
- You are totally familiar with your responsibilities in terms of the CDC’s emergency plan.
- You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes.
- You timeously complete and correctly record any corrective action which needs to be taken to rectify a SHE matters.
- You give full co-operation to, and participate in (as required), the CDC’s internal and external SHEMS audits.
You have the authority to:
- Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission.
- Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

COMPETENCIES AND REQUIREMENTS
- National Diploma in Computer Science, Information Systems Management, Engineering, any related technical field of study or equivalent;
- Minimum of 5 years’ experience in a similar environment;
- A minimum of code 08 Driver’s Licence;
- PSIRA registered;
- Knowledge of Physical Security Information Management Systems (PSIMS) - (Access/IDS/CCTV/AI);
- Computer Literacy and Administration skills;
- Excellent problem-solving skills;
- Good communication and interpersonal skills;
- Strong attention to detail and well organized.

ACCOUNTABILITY
The Programme Manager: Tshwane Programme is accountable to the Programme Director (PrgD) of the Coega Development Corporation (CDC).
MANDATE
The Prog M: Tshwane Programme is mandated by the Board of Directors of the CDC to take responsibility for the project management excellence of designated infrastructure works required for the implementation of the Coega Project under the overall direction of the PrgD
DESCRIPTION
RESPONSIBILITIES AND OBLIGATIONS
The primary objective of the Prog M is to deliver functional world-class purpose-built infrastructure, assisting various Clientele entities that the CDC assists in developing infrastructure projects and related services through the CDC Programme/s. In pursuance of this primary objective, the Prog M is required to:
- Provide the CDC with Programme Management skills;
- Management of Project Managers and other assigned staff;
- Provide Team Leadership, guidance, and Mentoring;
- Co-ordinate day-to-day Programme related activities;
- Ensure Projects within the Programme are planned, executed and completed on time within budget and meeting clients’ needs;
- To provide Architectural design expertise on special projects and liaison with other professionals;
- Design co-ordination and Value Engineering (within Engineering, Cross Discipline and Clients);
- Custodian of the Programmes Value Proposition and accountable for its implementation;
- Responsible for relationship and stakeholder management and attends all Programme related meetings;
- Ensure collation, packaging and timeous submission of quality information that might be required from time to time on Programme related matters for reporting to internal and external customers;
- Responsible for collation and packaging of monthly progress reports for the Programme;
- Responsible for implementation, following up and reporting on project controls (EVM, RMP, SMP, QMP, IPIP Cashflows, S-curves and Programme schedule);
- Responsible for producing Infrastructure Programme Implementation Plan (IPIP) and ensuring its final signature by all the relevant parties;
- Ensure that projects implemented by the CDC are budgeted for by the Client
- Reviews document and designs produced and submitted by the Service Providers before being used or distributed to other parties;
- Collates Programme performance information for reporting;
- Responsible for the timeous submission of IA Fees claims to the Clients;
- Responsible for responding to all Audit queries;
- Responsible for professional development of Junior PMs assigned to the Programme.
REQUIREMENTS AND EXPERIENCE
- Bachelor’s Degree in Architecture or equivalent;
- Masters of Architecture will be an added advantage;
- Professionally registered as PrArch with 15 years +;
- 15+ Years post graduate experience in the Built Environment fields inclusive of active project management experience;
- A Project Management Professional Registration (Prince 2 Practitioner Certification/PMP), SACPCMP Registration;
- Office design experience using Architectural software (AutoCAD/ ArchiCAD. © Software, etc.);
- Proficiency in Revit software and BIM Model packages will be an added advantage;
- Expertise in infrastructure solutions including the Office Asset Class and Industrial factories & Warehouses;
- Oversee complex projects and provide insights across other Clusters and Business Units;
- Managerial and leadership skills;
- Good communication and report writing skills;
- Guiding and management of team & junior staff, client engagement, team leadership and mentoring;
- Manage customer relations effectively;
- Liaison and management of multiple stakeholders (political, technical, labour unions, community representatives) at senior level;
- Develop Business Plans.

TRAINING FACILITATOR: CARPENTER TRADE - COEGA SKILLS DEVELOPMENT CENTRE
ACCOUNTABILITY
The Facilitator is accountable to the Head of the Coega Skills Development Centre.
MANDATE
The Facilitator is mandated by the Head of Coega Skills Development Centre to take responsibility for the facilitation of training courses as directed by the employer.
DESCRIPTION
RESPONSIBILITIES AND OBLIGATIONS
The primary objective of the Carpenter Trade Training Facilitator/ Assessor role is to deliver applicable learning programmes that includes: -
- Selection of candidates for training interventions;
- Development of learning materials;
- Facilitation of training (instruction, assessment etc) on and offsite;
- Production of training reports;
- Provision of input for certification;
- Facilitation of placement of learners with host employers (evaluation of the workplace for placement suitability, orientate workplace mentors etc);
- Provision of mentorship to learners and support to workplace (host employer) mentors;
- Upkeep of the training workspace (lecturer room and workshop);
- Ensuring adherence to training schedules;
- Conducting sites (host employers) visits frequently and regularly for support and monitoring of quality of provision;
- Maintain learner discipline;
- Overseeing and observe health and safety during institutional and workplace;
- Making input into training process, systems and processes;
- Planning and procurement of training consumables/inputs;
- Compiling and maintain inventory of tool and training equipment;
- Collection and timeous submission of attendance registers for processing of stipends.
Furthermore, all facilitators have to ensure that:
- They are aware that they work in a safe and environmentally friendly manner;
- They ensure that the company’s housekeeping standards are maintained throughout their area of responsibility;

The Training Facilitator has the authority to:

SPECIFIC RESPONSIBILITIES
Overall facilitation of training programmes
- Ensuring that training interventions are aligned to the CDC’s socio-economic objectives and quality assurance bodies;
- Decide on and implement best training strategies;
- Participate in SDC relevant meetings and forums;
- Oversee smooth running of training activities during institutional and workplace training;
- Ensure high retention of learners.
- To monitor progress of all training programmes in terms of budget, implementation and quality outcomes;
- To monitor learner attendance during both institutional and workplace training.
- To interact with different role-players, interested and affected parties, stakeholders and implementing agents impacted by or impacting on the training programmes.
- To prepare reports as required and directed by the Head of the Coega Skills Development Centre.
REQUIREMENTS AND COMPETENCIES
- NQF L4 in Woodwork, Joinery or equivalent trade;
- Trade test in carpentry or joinery;
- More than 5 years industry experience with 3 years in a similar role;
- Knowledge of QMS (Training), new Occupational Qualifications; the role of QCTO and NAMB;
- Knowledge and understanding of learning alignment matrix on OC qualifications;
- Knowledge and understanding of assessment and moderation practices;
- Knowledge of training legislation in relation to DHET;
- Planning and organizing training activities;
- Knowledge of general administrative processes;
- Ability to work independently, multitask and work to deadlines;
- Good interpersonal skills - the ability to communicate clearly and effectively;
- Above average skills in writing and presenting information to different audiences
