MANDATE

The Forensic Auditor is to assist with the responsibilities of the forensic audit function of the CDC. The purpose of the CDC’s Forensic Audit function is to assist the organization in investigating matters in relation to fraud, corruption, and other acts of dishonesty and to provide post investigation support where it is required. The Forensic Audit Unit is also entrusted with formulating and implementing fraud prevention and detection strategies for the organization, and to ensure that the CDC governance structures, and ethical culture are strengthened.
DESCRIPTION
RESPONSIBILITIES AND OBLIGATIONS
The primary objectives of the Forensic Auditor role are to investigate all alleged and reported incidences of fraud and corruption in the CDC, and to ensure that strategies aimed at preventing and detecting such incidents from happening are in place and functioning optimally, in line with international best practices. In pursuance of these primary objectives, the Forensic Auditor is required to:
- Assist with development of Fraud Prevention and Detection Strategies;
- Assist with developing the Annual Fraud Prevention Plan and Fraud Response Plan;
- Coordinate with the Risk Management Unit to ensure that Fraud Risk Assessments are conducted annually;
- Plan and conduct forensic investigations into alleged and reported incidents of fraud, corruption and/or acts of misconduct within the CDC and its subsidiaries;
- Compile, analyze, review and report all findings and evidence gathered in conducted forensic investigations;
- Safeguard documentary evidence relating to the investigations conducted;
- Provide management with detailed and concise forensic investigation reports with recommendations on the best course of action;
- Keep abreast of the latest fraud prevention, detection and investigation techniques;
- Coordinate and perform fraud detection audits as per the annual Fraud Prevention Plan;
- Conduct quarterly Fraud Awareness Workshops;
- Liaise with role players in Law Enforcement and Intelligence Agencies;
- Support and participate in all post investigation activities such as disciplinary hearings, CCMA, civil and criminal proceedings; and
- Prepare and present forensic reports to senior/executive management and other relevant CDC governance structures.
Furthermore, you are to ensure that:
- You are aware of and have access to the CDC’s SHEMS;
- You are aware of your responsibilities and duties as laid out in the CDC’s SHEMS;
- You are aware that you work in a safe and environmentally friendly manner;
- You ensure that the company’s housekeeping standards are maintained throughout your area of responsibility;
- You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible;
- You report all SHE incidents which occur within your area of responsibility promptly and in the correct format;
- You are totally familiar with your responsibilities in terms of the CDC’s emergency plan;
- You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes;
- You timeously complete and correctly record any corrective action which needs to be taken in order to rectify a SHE matter;
- You give full co-operation to, and participate in (as required), the CDC’s internal and external SHEMS audits.
- Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission;
- Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.
- During your period of employment and subsequent thereto, you shall keep confidential and shall not make use of, directly or indirectly, and shall not disclose any of the CDC’s trade secrets or confidential information or those of its subsidiary or associate companies or those of other persons who have made disclosures to the CDC under conditions of confidentiality, other than to persons authorised by the CDC or those employed by the CDC who are required to know such secrets or to have such information for the purpose of their employment with the CDC.
- You shall not, without the written permission of the CEO, be directly or indirectly employed for gain in any business or pursuit other than that of the CDC. Such permission will be granted only if the CEO is satisfied that the activity is not in conflict with the CDC’s interests, and that the Employee’s ability to fulfil his/her duties to the CEO satisfaction will not be impaired.
- It is conditional that you and/or no immediate relative or member of my household be employed by an organisation in direct competition with the CDC, without the CDC’s written approval. The CDC reserves the right to enquire as to the place of employment of my spouse or any member of my household.
- You will abide by the CDC Code of Conduct and Ethics Policy which seeks to codify the expected ethical behavior from me, to meet the ideal of good corporate governance.
4. REQUIREMENTS
- Relevant tertiary qualification (NQF Level 7) in Auditing, Accounting, Legal or equivalent;
- Postgraduate qualification in Forensic Auditing / Investigations;
- Certification: Certified Fraud Examiner (CFE) or Certified Commercial Forensic Practitioner (FP) SA is advantageous;
- Full membership with Association of Certified Fraud Examiners (ACFE) or Institute of Commercial Forensic Practitioners (ICFP);
- 5+ years forensic audit/investigative experience;
- Excellent technical knowledge and experience in forensic auditing;
- Knowledge in the following legislative framework; inter alia, Public Finance Management Act (PFMA), National Treasury Regulations including Supply Chain Management and Procurement, The Constitution of the Republic of South Africa, Criminal Procedure Act (CPA), Prevention and
- Combating of Corrupt Activities Act (PRECCA), Protection Disclosure Act (PDA), Protection of Personal Information Act (POPI);
- Knowledge of SA legal framework;
- An ability to absorb volumes of documents and identify the crux of the issues, and summaries the succinctly;
- Excellent analytical skills and attention to detail;
- Ability to work under pressure without compromising quality work;
- People and audit project management experience;
- Business acumen;
- Excellent interpersonal and communication skills.
5. PERFORMANCE INDICATORS
Performance is monitored regularly as per CDC Performance Management System (PMS) by Chief Audit Executive by making reference to key responsibilities in Section 3 above.
