Primary function

 Development and implementation of the Integrated Waste Management Strategy and Plan
 Development and implementation of policies, by-laws, standards and tariffs
 Management of waste management capital and operating budgets
 Operations leadership and management in respect of the following:
  • Bulk waste collection service
  • Kerbside waste collection service (daily for businesses and weekly for households)
  • Management of waste disposal facilities (landfill sites, garden waste sites, waste transfer stations and waste buyback centres)
  • Public cleansing (litter picking and illegal dumping)
  • Waste minimisation, recycling and reuse
  • Facilitating the development operations of alternative waste treatment infrastructure including a waste-to-energy plant and MRFs
  • Community liaison, education and awareness

Primary functions
To exercise control over the cluster operational support function with the aim of maintaining an impartial, accountable, transparent and efficient operational support service in the City of Tshwane, subject to legislated context responsibilities, national standards and the directives of the Governance and Support Officer (GSO).
The incumbent will be responsible and accountable for the following key performance areas:
 Ensuring that the GSO is able to perform her governance and oversight functions effectively
 Establishing controls and systems for tracking financial and non-financial performance from strategic to operational level
 Establishing and maintaining controls and systems for regulatory compliance and oversight in all service delivery areas that report to the GSO
 Establishing and maintaining controls and systems for City of Tshwane policy compliance matters that affect all functions and departments that report to the GSO
 Establishing and maintaining performance management controls
 Establishing and maintaining contract management and oversight functions
 Keeping oversight of the critical path of projects and programmes of all departments that report to the GSO, and proactively advising on risks and mitigation in consultation with future PMU
 Providing strategic content advice and direction for planning and scheduling processes
 Establishing and maintaining controls pertaining to all HR matters, including keeping a register of grievances and litigation matters
 Keeping oversight of all stakeholder matters, ranging from political to community-level service delivery complaints, assisting the GSO to respond to stakeholders, and putting in place tighter mechanisms to ensure that departments that report to the GSO are responsive to all stakeholder matters
 Establishing systems to address all internal audit and Auditor-General findings and to proactively engage with departments on audit matters
