1 X GENERAL MANAGER WATER AND SANITATION
DURATION:This is a 5 year fixed term performance based contract, subject to signing of a performance agreement and employment contract.
SALARY: The total remuneration package will be in accordance with the Government Gazette No. 41173 of 10 October 2017 on the determination of Upper limits The total remuneration package will be in accordance with the Government Gazette No 41173 of 10 October 2017 on the determination of Upper limits Total Remuneration Package: Minimum: R1 249 824, Midpoint: R1 514 940, Maximum: R1 780 053.
MINIMUM REQUIREMENTS: Bachelor of Science Degree in Engineering/ BTech: Engineering; or equivalent.
EXPERIENCE: 5 Years Management experience at Middle management level and 3-4 years Professional/management level engineering experience. The registration with professional bodies will be an added advantage.
KNOWLEDGE:Good knowledge and understanding of relevant policy and legislation; understanding of institutional governance systems and performance systems and performance management; must have extensive knowledge of the public office environment; and must be able to formulate engineering master planning, project management and implementation.
CORE FUNCTIONS: To plan for the development of water services and infrastructure for the whole Municipality; develop technical specification for tenders regarding provision of water and network development. To manage long term contracts for water services; monitor and control quality of water provisioning; provide water services audits; to provide quality assurance; provide technical support to water services operations.
RESPONSIBILITIES:Develop, implement and manage strategic goals, policies and procedures in alignment to the strategic objectives of the municipality. Liaise and interact with individuals, role players and agencies at senior level in all spheres of government and private sector. Perform roles and responsibilities as assigned to him/her and as delegated.
1 X GENERAL MANAGER STRATEGIC MANAGEMENT SERVICES
DURATION:This is a 5 year fixed term performance based contract, subject to signing of a performance agreement and employment contract.

MINIMUM REQUIREMENTS: A relevant Bachelor Degree or equivalent.
EXPERIENCE: 5 Years’ experience at middle management level coupled with proven successful management experience in Strategic management services.
KNOWLEDGE:Good knowledge and interpretation of policy and legislation; good knowledge of performance management system; good governance and knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
CORE FUNCTIONS: To lead and facilitate strategic planning and IDP co – ordination and policy formulation processes; monitor the implementation of the strategic plan and IDP; support sector planning exercise’s leaded by sector department; to render policy and research services; render internal and external communication services; render marketing services; provide administrative support to the Mayoral Committee; to facilitate cluster coordination; provide secretariat support to management committees; render Mayoral support services; promote and facilitate intergovernmental and international relations within the municipality; develop and manage support programs at local level addressing stigmatization and discrimination and to communicate municipal efforts to address the needs people living with HIV/AIDS; support regional offices in addressing the needs of people living with HIV/AIDS
RESPONSIBILITIES:Manage and administer all functional areas within directorate. Strategically develop and/or implement policies, systems and procedures. Ensure correct application of relevant policies and procedures. Take responsibility for internal and external customer relations. Ensure that Council policies and relevant provincial legislation are implemented. Ensure that the vision and strategies are achieved through co-operation and teamwork.
Shortlisted candidates will be subjected to suitability checks including qualifications, employment records, criminal records, and company ownership/directorship and reference checks and must be prepared to undergo a psychometric test.

NOTE:1. 2.The successful candidate will be required to enter into an employment contract and a performance agreement as well as disclosure of financial interests and will be subjected to security vetting.
3. Candidates must comply with the minimum competency levels as prescribed by National Treasury, Government Gazette no 29967 dated 15 June 2007 or Candidates must commit to comply with the Competency requirements within 18 months from date of appointment.
