MANAGER: BUSINESS AND RESEARCH DEVELOPMENT 
Department: Social Development 
Branch: Integrated Policy Planning & Research 
Designation: Manager: Business and Research Development 
Remuneration: R42 403.58 pm (basic salary excluding benefits) 
Location: Traduna Building, 118 Jorissen Street, Braamfontein 
 
Minimum Requirements: 
• Bachelor’s Degree in Social Science or relevant NQF Level 7 qualification 
• A post graduate qualification would be an added advantage; 
• 5 - 7 years’ experience in the local government environment (preferred) of which 3 years should be on management level; 
• Have management experience in the social environment. 
• Have proven track record on research, policy development and review processes. 
• Basic Knowledge of Social Development and programmes mainstreaming; 
• Comprehensive knowledge of policy development, research and modelling. 
 
Primary Function:
Lead, manage and redefine the scope and reach of the department of Social Development by developing and reviewing policies that contribute to the pro-poor strategy for growth, impact and sustainability whilst creating and maintaining relationships with internal and external stakeholders at the highest level. Deliver on the pro poor strategy, through research and policy agendas, by using professional or expert knowledge and expertise, manage and guide staff within the subunit performance. 
 
Key Performance Areas: 
• Manage, plan, direct and facilitate policy development capability and programs to ensure that / key responsibilities are identified, objectives aligned ad appropriate procedures developed and implemented for effective and efficient implementation and monitoring. 
• In consultation with (and under guidance from) the Subunit Head Policy Planning, manage, coordinate and facilitate research. 
• In consultation with (and under guidance from) the Subunit Head Policy Planning, manage, coordinate and facilitate projects. 
• Develop and facilitate planning and coordination processes within the context of specific being managed. 
• Manage and evaluate the productivity and performance of the Business and Research Development Section staff operating within a project context. 
• Ensure that projects under management meet all necessary standards for legal and regulatory compliance. 
• Manage and direct operational activities within projects under Management. 
• Manage the implementation of procedures and systems associated with controlling flow and quality systems / statutory and audit requirements regulating recordkeeping on projects under management. 
• Coordination and development of relationships with existing and potential projects partners.

Minimum Requirements: 
• Grade 12 / NQF level 4 plus Diploma in Business Administration relevant NQF level 6 qualification. 
• 1 – 3 years administrative experience; 
• Knowledge of payroll office administration; Data capturing; management and filing; facility and asset management and stakeholder management 
 
Primary Function:
Perform general administrative duties within Social Development departments regarding asset purchase, asset control maintenance and repairs of office machines and equipment and customer services. 
 
Key Performance Areas: 
• Conduct specific administrative and reporting requirements associated with key performance areas and results indicators. 
• Monitor and control the Operations of the Regional Units within department of Social Development. 
• Provide administrative support to Operational Managers who are working in the Region with inspections of facilities. 
• Maintain and control Assets inventory list within the Region.
