1. Department: Group Corporate and Shared Services
Branch: Group SHELA and FCM
Designation: Operational Manager: Printing
Salary Range: R27 494.16 pm (basic salary excluding benefits)
Appointment Requirements:
• Grade 12/NQF level 4 plus Diploma in Public Administration/Management/Finance or equivalent NQF level 6;
• Printing Trade Qualification;
• 4 - 6 years’ experience in a printing section;
• Computer literacy; and
• Interpersonal and communication skills required.
Primary Function: Manage and lead staff to an efficient printing service to the City of Johannesburg in line with policies.
Key Performance Areas: Direct and control outcomes associated with utilization, productivity and staff performance within the Printing Department. Monitor the control over maintenance, repairs and replacement of machinery and assets. Leadership, guidance and counselling of staff. Manage and maintain daily administration in respect of all SAP activities and scrutinize Dolphin Estimating quotes and reports. Attend to queries associated with printing related issues concerning pricing, product and procedures. Manage the implementation of financial procedures and provide information to support financial reports.

Designation: Sub Unit Head: People with Disabilities (PWD) (DD level)
Salary Range: R50 238.79 pm (basic salary excluding benefits)
Appointment Requirements:
• Degree in Social Sciences/Developmental/Disability Studies (NQF level 7);
• 7 - 9 years’ management experience;
• A proven track record and 3 years working experience in the development and provision of disability educative and awareness programmes is required;
• Knowledge of legislation and policies related to PWD sector is crucial;
• Valid code 8 driver’s license; and
• Skills required: report writing, ability to work independently, presentation and interpersonal skills.
Primary Function: Direct and manage key performance and result indicators associated with the provision of Persons with Disabilities Empowerment services in the Targeted Beneficiaries Unit through the development, coordination and implementation of business planning processes, performance management, monitoring and evaluation mechanism with regards to the implementation of White Paper on the rights of PWDs and the City’s Growth and Development Strategy.
Key Performance Areas: Plan, direct and facilitate and manage the development and implementation of Persons with Disabilities projects and programmes. Evaluate and manage outcomes associated with the utilization, productivity and performance of staff within the Persons with Disabilities. Ensure effective governance and identification of risks. Ensure effective stakeholder management. Execute sound financial management and control and contribute information to support financial planning processes within the section. Manage assets and resources of the section. Monitor and evaluate sectional performance.

3. Department: Group Finance
Branch: Property: Valuations
Designation: Valuer X 7
Salary Range: R27 494.16 pm (basic salary excluding benefits)
Appointment Requirements:
• National Diploma/NQF level 6 in Real Estate: Property Valuation or qualification recognized by the SA Council for the Property Valuers Profession (SACPVP);
• 3 - 4 years’ in Property Valuation experience;
• Computer literacy preferably with spreadsheet and word processing;
• Valid registration with SACPVP as a Candidate Valuer/Professional Associated Valuer; and
• Valid driver’s license and access to vehicle.
Primary Function: Undertake specific tasks associated with all aspects of property valuations, including property market research and the physical attributes of property as well as fieldwork to be able to operate as a technical expert on property valuation matters for the compilation and maintenance of the City of Johannesburg’s General and Supplementary Valuations Roll in order to comply with all responsibilities as delegated by the Municipal Valuer in terms of the MPRA 6 of 2004 as amended.
Key Performance Areas: Undertake research and field work for the valuation of all the types of properties and collecting information in preparation for property valuation including identifying and inspecting both the subject and comparable properties. Correct application of market value principles. Partake in the preparation and maintenance of the general and supplementary valuation rolls in a manner that meets all legal requirements and councils policy perform administration function. Perform administrative functions in line with the provisions of the MPRA. Perform ad hoc tasks as parks contributions as and when required. Develop and execute day to day operational plan. Maintain and monitor the assets and resources allocated to the valuer. Engage relevant stakeholder and represent the valuations Division on property valuation matters. Practice good governance and management of risk. Compile and submit various reports. Provide enhanced process optimisation efficiency and continuous improvements property valuation.

Appointment Requirements:
• Bachelor’s Degree in Communication / Strategic Communication / Journalism / Public Relation or related field (NQF level 7);
• 10 years’ relevant experience at senior management level in communication and or Public Relations in either the public or private sector
• Experience with all types of social media (e.g. Facebook, Twitter. Instagram, etc.) and web content management systems (CRM software) and digital marketing tools and techniques.
• Knowledge of government legislation, policies and procedures applicable to South Africa.

Primary Function: Lead the strategic communication of the City’s messages, programs and projects by defining and interfacing with appropriate target audiences using all possible models of communication and media platforms; resulting in greater stakeholder and citizen mobilization and partnership with government in the delivery of services.
Key Performance Areas: Provide strategic leadership, direction and oversight on all communication and content related issues as well as communication strategy, policies, standards, protocols and guidelines. Oversee strategic communication research and the development of content and direct its creative execution (collation, packaging and /or distribution. Manage communication and media relations. Manage the online communication or digital environment. Build and maintain solid partnerships with internal and external stakeholders. Direct the City’s employee communications. Oversee and direct the creation and supply of relevant content for target audiences and delivery of photographic, technical and functional audio-visual production support, in the most appropriate way. Coordinate all strategic communication activities and public relations that impact overall reputation. Execute sound financial management and control and contribute information to support financial planning processes with the department. Direct and control outcomes associated with utilization, productivity and performance of personnel within the directorate. Comply with all municipal regulations, policies and procedures. Evaluate and comment on the applicability of specific operational key performance indicators and measures against outcomes detailed in the department’s strategic plans for the directorate. Identify, assess and notify direct reports of internal and external status, progress or matters that affect the directorate. Assess the adequacy of control procedures with respect to maintaining all assets and resources within the directorate. Take overall responsibility for reports generated within the directorate.
