Salary Range: R83 692.27– R104 613.95 – R130 764.68 pm (basic salary excluding benefits)
Appointment Requirements:
• Bachelor’s Degree in Information Technology, Computer Science, Information Systems or related field (NQF level 7);
• 10 to 15 years’ experience of IT and business/industry work experience, with at least 5 years of leadership experience in managing multiple, large, cross-functional teams or projects and influencing senior level management and key stakeholders;
• Sound knowledge of relevant legislation that govern employment practices, i.e. MFMA, EEA, SDA, BCEA and LRA, including Corporate Governance;
• In-depth understanding of Government strategic thinking and policies in relation to Customer Information and Network Technology Operations and how they can practically be applied;
• Mentoring and coaching, project management, report writing, good communication, presentation and analytical skills; and
• Must have a valid driver’s license and own transport.
Primary Function: Define a full systems development life cycle management of programs. Provide direction for technical and business resources. Define the long-range strategy planning and manage policy development to address complex business issues, provide leadership to cross-functional teams. Operate as a link between business and technology development and support. Serve as the primary point of contact from project/program inception to delivery. Participate in budgeting and capital equipment processes and quality improvement activities for the development of the organization.
Key Performance Areas: Define a full system development life cycle management of programs; Provide direction for technical and business resources; Define the long-range strategy planning and manage policy development; Provide leadership to cross-functional teams; Lead the full systems life cycle process and be responsible for designing, coding, testing, implementing, maintaining and supporting application software; Prepare, monitor and control the annual departmental budget and interpret the financial requirements to suggest the most appropriate means of achieving its objectives; Manage and control budgeting, expenditure and revenue, including procurement and stores; Produce required financial reports; Manage relationships with internal and external business/customers and coordinate systems analysis and application development activities; Direct development teams in scheduling, technical direction, future planning and standard development practices and meet scheduled milestones.

Primary Function: Providing strategic direction for the infrastructure function on an enterprise level. Assess the relative impact of IT industry trends to current and future enterprise infrastructure needs and projects. Oversee and coordinate activities of the operations center. Analyse and predict trends and develop long-range plans designed to maintain cost effectiveness and competitiveness of the enterprise’s IT infrastructure.
Key Performance Areas: Lead the creation and/or evolution of the enterprise architecture function/program including coordination of an appropriately balanced pursuit of enterprise business, information, technical and solution architecture; Lead the identification and analysis of enterprise drivers; Analyse technology industry and market trends to determine potential impact; Oversee systems administration, ensuring streamlined and efficient unit operations; Lead the development of enterprise architecture governance structure based on business and IT strategies; Oversee enterprise architecture implementation and ongoing refinement activities; Direct development and execution of a communication (incl. Education) plan for enterprise architecture standards; Lead the development of infrastructure strategy, architecture, service delivery standards and procedures for enterprise; Lead the migration to new technologies, evaluate processing performance relating to machine utilization and reliability and forecast financial, physical and human resource needs; Assist in developing and compiling the annual unit budget by reviewing and preparing budget estimates; Prepare and present comprehensive performance reports to the Group Executive Director, City Manager, Council and City departments and assist with resolution of questions and issues; Perform research and analysis of collated data in preparation of reports; Ensure accuracy of reports; responsible for the overall enterprise wide effectiveness and efficiency of data center technology systems and networks and ensure high levels of customer satisfaction maintenance; oversee and coordinate network/data operations, business continuance and restoration plans that isolate problems and implement pre-planned alternative routes or systems to restore service; Ensure development of competent staff.

Primary Function: Responsible for the planning and development of an enterprise information security strategy and best practices in support of the enterprise’s information security architecture. Collaborate with key business and IT leaders to develop security and business continuance standards and action plans. Direct all security audits and tasks to ensure that the integrity, confidentiality and availability of information to end-users are not compromised. Ensure that IT complies with existing laws and regulations and that the enterprise’s IT environment is secure. Ensure that tools or technologies are implemented to reduce the risk of “denial of service” attacks against system. Act as a corporate advocate for information security and business continuance best practices. Consult with senior IT and business leaders regarding their information security risks and responsibility in minimizing them. Maintain reliable, up-to-date information from the government and across the industry regarding identification of new threats and vulnerabilities.
