HEAD: LICENSING 
DEPARTMENT: Public Safety 
BRANCH: Licensing 
DESIGNATION: Head: Licensing 
REMUNERATION: R47 428, 59 pm (basic salary, excluding benefits) 
LOCATION: Various 
 
Minimum Requirements: 
• Grade 12 or equivalent plus a Degree in Transport Management/Social Sciences at NQF level 7; 
• 6 – 8 years’ general supervisory experience, of which 4 years managerial experience within the licensing environment 
• Valid driver’s license; 
• No criminal record. 
 
Primary Function:
Manage the implementation, monitoring, evaluation and reporting sequences of outcomes associated with plans and procedural application designed to accomplish key service delivery objectives with respect to the provision of a vehicle and licensing service through the coordination of operations and quality systems and approval/certificates process in accordance with statutory legislation of NRTA 93 of 1996. Ensure that the Department achieves the SDBIPs as mandated by the City fo Johannesburg. 
 
Key Performance Areas: 
• Plan, organize, lead, control and direct Key Performance Indicators and Outcomes of personnel in line with allocated resources within the Motor Vehicle Registering Authority, Driver Licensing and Vehicle Testing Centres; 
• Implement and mage procedures, systems and controls to regulate specific work sequences associated with the functionality; 
• Manage the assets of the unit; 
• Manage and execute all administrative functions within Licensing, including assets and financial management; 
• Intergovernmental relations and stakeholder management; 
• Human Resources related matters including, but not limited to performance management, staffing, training and development and labour relations. 
 
Leading Competencies: 
• Project management and good negotiation skills; 
• Finance for non-financial manager qualification; 
• Computer literacy including MS Office Applications; 
• Accountability; 
• High level of confidentiality and organizational skills; 
• Time Management, working independently, under pressure and ability to prioritize. 
 
Core Competencies: 
• Knowledge of legislative prescripts, policies and procedures in a local government sphere; 
• Collaborative/Teamwork, Values and Integrity, Attention to detail and quality focused; 
• Customer and Service Delivery Management (Batho Pele) Ethics, Professionalism; 
• Impact and Influence according to City’s protocols, Legislation, and standards.
