Minimum Requirements:
• Grade 12 plus a Bachelor’s Degree/NQF level 7 in Business Administration/Law or Public Management;
• 10 years’ experience in Leadership/Management, of which 5 years in a middle to senior management level;
• Must have a valid driver license;
• No criminal record;
• Ability to apply relevant directive skills.
Primary Function:
To plan, organize, lead and control the delivery of Licensing, Investigation and Prosecutions services in line with Public Safety Mandate and City of Johannesburg strategic priorities.
Key Performance Areas:
• Oversee effective management and control of the provision of administrative Licensing services;
• Provide strategic legal and statutory advice and support with respect to specific traffic and licensing functional areas to City of Johannesburg;
• Oversee the implementation of Legislations, guidelines and management of critical interventions and applications and maintenance of procedures, systems and controls to regulate the examination and weighing of vehicles;
• Ensure implementation and maintenance of applications/procedures, systems and controls associated with registration and licensing of motor vehicles;
• Oversee management and security of the licensing and registering authorities in the Municipality;
• Creating and managing traffic using various traffic management software;
• Oversee the implementation of Anti-Fraud and Corruption systems for effective management of reported cases;
• Direct the delivery of the Investigations functions;
• Ensure effective management of specific administrative and reporting requirements associated with the Directorate and individual performance;
• Ensure effective Financial Resource control;
• Ensure effective Directorate Assets Management and Control;
• Implement good governance and effective risk management systems;
• Contribute to the development of the Department’s strategic planning process;
• Lead the Directorate’s Service Delivery and Budget Implementation Planning (SDBIP) process;

• 10 years’ experience in a strategic senior management position, having achieve satisfactory level of technical and professional skills of knowledge in position-related areas;

Primary Function:
To improve multi-sectoral delivery to residents of the city. To reduce response time JMPD, EMS sand Disaster first responders to incidents. To support traffic management by law management and prevention plans and strategies for well-regulated city, using technology and innovation; and provide intelligent information and data to inform strategic and operational decision-making on safety issues. The IIOC is a local government facility using state of the technology to obtain real time data to proactively address various incidences ranging from crime, fire safety; management; by-law enforcement and service delivery issues. To drive the strategy and service as the principal advisor on IIOC and integrated operations in Public Safety. To produce intelligent intelligence analysis that should help the City to improve its stability in terms of emergency response. To ensure that there is fully integrated of Disaster Management and Call Centre technology systems to the IIOC.
Key Performance Areas:
• Maintain an action plan with assigned responsibilities to manage and monitor IIOC operation;
• Lead, direct and manage the coordination and integration of data platforms, operating systems and CCTV network infrastructure for a fully functional and integrated IIOC platform;
• Manage implementation of CCTV cameras and related infrastructure in strategic locations and hotspots for the monitoring, reporting of city assets and infrastructure;
• Establish and maintain disaster recovery facility and data back-ups for business continuity;
• Develop new and/or relevant review policies and regulations by-laws pertaining to surveillance tools and infrastructure utilized by the IIOC;
• Oversee and manage the assimilation, analysing and interpretation of statistical data generated by the IIOC system;
• Schedule work to be performed according to instruction or requirements and within quality standards for the management the IIOC platform, systems and associated CCTV an ICT infrastructure;
• Direct the management of service providers for the acquisition and maintenance of infrastructure and equipment for IIOC operations;
• Present and report on operational and technical IIOC issues and performance progress at various structure and manage and coach direct reports including:
➢ Provide inputs data and reports on strategic issues for departments and entities within the City;
➢ Develop Business plans with the relevant KPIs;
➢ Update relevant SOPs pertaining to IIOC operations;
➢ Completion of Audit report standards and process compliance;
➢ Direct training of staff;
➢ Manage reporting management systems for both internal and external clients in order to make the reporting of intra-organizational crime more accessible;
• Participate in senior management forums, committees, and working groups relating to smart city technological issues strategic planning issues dealing with data on safety and security within the city;
• Direct the development of scorecards, coaching and performance reviews for direct reports to ensure accountability for operations and effectiveness in terms of provision of information/data to improve IIOC service delivery, strategic plans and operations;
• Lead and guide the recruitment, selection training development and discipline to ensure that the directorate is positioned to provide an efficient service to the end users. Allocate resources between directorate components on an optimal basis and in line with budgetary constraints.

Primary Function:
To take overall charge of the proactive services that will be provided to the citizens of the City of Johannesburg, including, but not limited to Code Application. Code Enforcement, Events, PIER Administration in order to maximise the effects of proactive fire and life safety interventions throughout the City.

• Ensure Proactive service rendering according to the approved service level agreement with council;
• Implement plans developed to ensure that service delivery is understood and implemented in line with the service level agreement;
