1. Department: Private Office of the Executive Mayor (POEM) 
Branch: Chief of Staff 
Designation: Director: Operations 
Annual total remuneration package: R1 103 301.83 all-inclusive cost to company 
 
Appointment Requirements: 
• Bachelor’s Degree in public administration / NQF level 7, 
• Suitably qualified candidate as defined by section 20(3) of the Employment Equity Act will be considered; 
• Ten (10) years’ experience in the discipline, of which five (5) years’ experience is a middle management level. 
• Knowledge on the local government environment; 
• Knowledge of City’s Strategy (IDP), prescribed Methodologies, Legislative, Policy and Regulatory Framework; 
• In depth knowledge of function principles, techniques & tools and how they can be practically applied; 
• Knowledge of principle and practices of Municipal organization, administration and Personnel Management. 
• Must have a valid drivers license. 
 
 
Primary Function: Responsible for directing, leading, managing, coordinating and comprehensive array of services and programs; to safeguard and augment the efficiency and effectiveness of the function. To facilitate the accelerating development and long-term success of Operations in the Office of Chief of Staff. 
 
Key Performance Areas: Development of the Directorates Strategic Planning. Leading the development of the directorate’s Operational Planning process. Lead, oversee and facilitate the development and monitoring of organizational and individual performance management systems in the directorate; to ensure achievement of performance targets within prescribed timelines. Lead and manage the development of the directorate Individual Learning Plans (ILPs) process. Organize other resources for the effective implementation of the directorates’ organizational structure. Direct and lead the human resources within the directorate to enable the achievements of objectives of the Operations and the Private Office of the Executive Mayor. Provide sound leadership for the achievements of the directorate objectives. Lead and direct Operational functions in the Office of the Chief of Staff. Provide quality reports and performance of the directorate which are factual, accurate and complete, timely and contributes to/and supports the overall reporting of the Private Office of the Executive Mayor. Build and maintain strong relations with internal business units, entities, key stakeholders and peers to ensure the correct focus and support around Credit Management. Ensure effective Asset Management and control of the Directorate. Implement good governance and effective risk management systems. Manage and control all aspects of the finance in the control of the Directorate including but not limited to, revenue, expenditure, assets and liabilities in accordance with the legislative framework and the City’s Policies and procedures. Manage specific administrative and reporting requirements associated with the directorate and individual performance.

Appointment Requirements: 
• Bachelor’s Degree in Public Administration / Management or related field at NQF level 7, 
• Suitably qualified candidate as defined by section 20(3) of the Employment Equity Act will be considered; 
• Seven (7) – nine (9) years’ experience in the discipline, of which 4 years’ experience is a middle management level. 
• Knowledge on the local government environment;

Primary Function: Manage provision of Query Resolution & Raping Response services to ensure that the City is responsive to the needs of the community, through regional coordination, integration and monitoring of the service delivery at grass root level; through implementation of sound leadership, effective and efficient service delivery excellence and quality assurance procedures and processes. 
 
Key Performance Areas: Contribute to the development of the directorate functional strategic planning. Lead the development of the sub-directorate operational planning process. Lead and facilitate the sub directorate Performance Management planning process. Lead and manage the development of the sub directorate Individual Learning Plans (ILP’s) process. Organise both human and non-human resources for effective implementation of the sub directorate organizational structure. Lead the Recruitment, Selection and Placement process for sourcing of suitably qualified staff for the Sub Directorate. Provide sound leadership for the achievements of the sub- directorates objectives. Manage the implementation of Core Query Resolution & Rapid Response processes, procedures and policies. Manage the monitoring and evaluation process in the regions. Ensure effective control of the sub- directorate human resource. Ensure effective control of Financial Resources of the Sub -directorates. Appointment Requirements: 
• Bachelor’s Degree in Law and Admitted Attorney of High Court/ NQF level 7, 
• Suitably qualified candidate as defined by section 20(3) of the Employment Equity Act will be considered; 
• Six (6) – eight (8) years’ experience in Legislature, Parliamentary, Legal Public Sector or related environment. 
• Experience and knowledge of relevant branches of the Law, such as Constitutional Law (including Parliamentary Law), Administrative Law, Labour Law, law of Contract, Public International Law. 
• Knowledge of South Africa’s Electoral System, Parliamentary and House procedures as well as the political climate and environment. 
• Knowledge on the local, provincial and national political and legislative framework and dynamics. 
• Knowledge of public policy. 
• Knowledge of ideology and manifestos of the political parties represented I the City of Johannesburg Council. 
• Knowledge of committee procedures.

Primary Function: Direct, lead and render strategic and specialist legal support to the Director: Operations (Office of the Chief Of Staff), Director: Mayoral Committee Members, representing the Office of the Executive Mayor at meetings, providing guidance on legal processes and consulting on legal matters arising. 
 
Key Performance Areas: Render legal assistance support and services to the department. Oversee the development and monitoring of assets, processes, rules, tools and systems used by corporate legal departments to adopt, Implement and monitor an integrated approach to organizational problems. Develop tighter uniformity and synergy between legal process and management. Lead stakeholder engagement and management. Manage all aspects of the finance in the control of the Legal Advisory Services including but not limited to, revenue, expenditure, assets and liabilities, in accordance with the legislative framework as well as the City’s policies and procedures. Manage and coach staff in the Legal Advisory Unit to ensure that all staff meets the departments objectives in line with broader organizational requirements. Manage and monitor assets and resources of the Directorate. Control, consolidate, analyze and submit various reliable reports. Practice good governance and management.

• Grade 12 / NQF level 4 plus National Diploma or relevant NQF level 6 qualification.

• Three (3) – four (4) years’ experience in Community Work. 
• Experience in Leadership. 
• Experience in mediation roles.

Primary Function: Attend to all Rapid Response related cases reported through various channels of communication including marches, Walks-ins, community workers, Social Media, Emails and Hotlines. Identification of all hotspot areas in a particular corridor and developing appropriate mechanisms of addressing them. 
 
Key Performance Areas: List major activities and contribution to the organization for which this post is held accountable. Provide appropriate interventions for Hotspot Areas. Avert Services Delivery Protests and Marches. Engage Stakeholders on Services Delivery Queries and Concerns. Consolidate reports on all Rapid Response Cases. To ensure that Executive Mayor communicates with stakeholders at all times or give feedback to communities regularly.
