PRINCIPAL SPECIALIST: CATCHMENT & WATER QUALITY
PERMANENT POSITION
DEPARTMENT: Environmental & Infrastructure Services Department
BRANCH: Water Management and Biodiversity
DESIGNATION: Principal Specialist: Catchment Management and Water Quality
REMUNERATION: R45 213,14 – R61 504,93 – R77 801,00pm (basic salary, excluding benefits)
LOCATION: 118 Jorissen Street, Traduna House, Braamfontein
Minimum Requirements:
• Degree in Hydrology or Environmental Engineering or Environmental Sciences or Water Utilisation or BTech in Water Care or related field (NQF level 7);
• 6 – 8 years’ experience in water environment, hydrology, environmental engineering, water chemistry, or related field;
• Knowledge of local government policies and environmental compliance.
Primary Function:
Lead the activities and responsibilities of the City of Johannesburg in respect of the sustainable management of water catchments, the protection of water bodies, and integrated urban water resources management.
Key Performance Areas:
• Formulate policies, strategies, and plans relating to catchment management, integrated urban water resource management, and the protection of water bodies, wetlands, and associated hydrological processes and aquatic ecosystems in order to give effect to national policies and regulations in respect of water resource management and best management practices;
• Develop regulatory tools for the protection and sustainable management of water catchments, water resources, water bodies, and associated hydrological processes and the application of sustainable urban drainage and best management practices;
• Conduct relevant research and investigations and stay abreast of technological, legislative, and professional developments in the field of catchment management, integrated urban water resource management, sustainable urban drainage, and the protection of water bodies and associated hydrological processes;
• Provide specialist professional input into planning processes in respect of catchment, integrated urban water resource management, water quality, sustainable urban drainage, and water safety issues;
• Provide specialist input into the review of Environmental Impact Assessment reviews and development applications and proposals in order to ensure the protection of water catchments, water resources, water bodies, and associated hydrological processes and ecosystems;
• Design, manage and implement monitoring programmes for surface water, as a tool to promote improved river health and ensure early warning of waterborne diseases;
• Monitor compliance to license conditions in respect of final effluents being discharged into downstream catchments, as negotiated with the Department of Water and Sanitation, and report and escalate issues of non-compliance to relevant stakeholders;
• Investigate complaints in respect of water pollution, disruption to hydrological systems, degradation of water bodies, and unauthorized transformation of floodplains and wetlands, and ensure appropriate follow-up action, response, and remedial action by relevant parties;
• Coordinate special investigations into water quality hotspots to determine drivers of poor water quality and to inform interventions to improve river health;
• Manage the River Health Programme for CoJ rivers;
• Promote integrated catchment management and urban water resource management, protection of hydrological processes, and sustainable management of urban drainage within the City planning and service delivery processes;
• Participate in relevant Forums (Gauteng Wetland Forum, Klip River Forum, Rietspruit Forum, Jukskei River Forum, and Hennops River Forum) on behalf of the City and ensure appropriate liaison, coordination, and feedback;
• Contribute to the development and implementation of awareness and capacity-building programmes in relation to catchment management, integrated urban water resources management, and sustainable urban drainage;
• Facilitate the implementation of projects and programmes for catchment rehabilitation, wetland protection, flood mitigation, and improved river health.

• Good analytical, conceptual, verbal, and written communication skills.

• Ability to work under stress and occasionally outside normal working hours.
