MANAGER: CHILD HEALTH, EPI, EPR AND COMMUNICABLE DISEASE CONTROL
PERMANENT POSITION

REMUNERATION: R54 012,19 pm (basic salary, excluding benefits)
LOCATION: Health Department
Minimum Requirements:
• Matric certificate/Grade 12;
• Basic Nursing Diploma/Degree or equivalent at NQF level 6/7, accredited with South African Nursing Council (SANC);
• Diploma in Clinical Nursing Science, Health Assessment, Treatment and Care (NQF 7);
• Proof of current registration with SANC as a Professional Nurse;
• Post Basic Degree/Advanced Diploma in Health Service Management (Nursing Administration); with Community Nursing Science and/or Nursing Education (NQF level 8);
• 5 years or more experience in in the Primary Health Care setting and 3 years’ experience as Operational Manager: EPI, EPR, Child Health and Communicable Disease Programmes or Operational Manager Programmes;
• Extensive knowledge and experience in Research, Monitoring and Evaluation of Health Programmes, District Health Information System, Training & Development.
Primary Function:
Direct planning, organizing, implementing, monitoring, control and evaluation of Public Health Services at the Public Health Unit, Central Health Department. Develop strategies, programmes and action plans in accordance with the principles of Health that are in line with the City target, SDP and legislation.
Key Performance Areas:
• Formulation of standard operating procedures and protocols and facilitation of implementation;
• Effective and efficient management of Public Health Services;
• Implement financial process according to Supply Chain Management Policy and Municipal Finance Management Act of 2003, Act 56 of 2003;
• Implement effective stock and financial control processes;
• Monitor and evaluate the Expanded Programme on Immunisation (EPI), Epidemic Preparedness Response (EPR), Child Health and Youth Programmes undertaken by the region so that they are always in line with strategic imperatives of the Council and contribute to improved health service delivery;
• Coordinate Education & Training Programme on EPI, EPR, Child Health and Youth Programmes to Health facility personnel and the local communities;
• Coordinate and control EPI, EPR, Child Health and Youth Programmes tasks and activities associated with personnel performance.

• Computer literacy MS Office, especially Word and Excel, including DHIS program skills;
• Good communication skills;
• Good coordination skills.

Minimum Requirements:
• Matric certificate/Grade 12;
• B Degree at NQF level 7;
• Qualified Professional Nurse with Midwifery and/or Environmental Health Certified Health Certified Practitioner;
• Additional qualifications recommended: Diploma in Clinical Nursing Science, Health Assessment, Treatment and Care; Certificate in IMCI; Diploma/Degree in Community Health, Nursing Education and Nursing Administration; Diploma in Information Systems and Certified in Application Development;
• 5 years’ experience of which 3 years were managerial and 2 years were in PHC Clinical/Environmental Health.
Primary Function:
Support and monitor the implementation of IT systems (applications) in Health that encompass delivery of innovative eHealth Technologies. Manage the day to day running of the IT systems in Health as it relates to implementation and monitoring of approved departmental policies, procedures, norms and standards, training and change management (specifically in the achievement of systems benefits). Maintain effective working relationships with other staff members, spheres of government and service providers including the City’s Departments.
Key Performance Areas:
• Support and monitor the implementation of appropriate IT related strategies, business plans, Health strategic imperatives of the Municipality;
• Utilise in-depth health knowledge and business knowledge to support, manage, monitor and assist with the implementation of IT systems in Health, including innovative eHealth Technologies that encompass electronic information record system(s);
• Manage, monitor and assist with the ongoing operational running of IT and other systems in Health, including innovative eHealth Technologies that encompass electronic information record system(s);
• Support research activities in the field of eHealth Development in order to determine trends and best practices within the discipline Nationally and Internationally;
• Manage and support the system development life cycle by performing specific tasks;
• Promote accountability of employees and organisations in using resources and ensuring that implementation objectives are met;
• Contribute to planning, monitoring and controlling the annual operating and capital budget so that spending is in line with the Municipal requirements and/or Municipal Finance Management Act;
• Perform general duties and render support to management.
