The City of Johannesburg seeks to fill an executive level position. Appointment in this position will be subject to the signing of an employment contract and performance agreement, as well as disclosure of financial interests.
1. Department: Office of the City Manager (OCM)
Branch: Chief Operations Office
Designation: Group Head: Strategic Programme Management Office (SPMO)
Salary Range: R83 692.27 pm (basic salary excluding benefits)
Appointment Requirements:
• A Bachelor’s degree at NQF Level 7 with a STEM (science, technology, engineering, math), PPPM (portfolio, programme, project management) or Built Environment focus;
• 10+ years of related work experience in PPPM, engineering or Built Environment , of which 5 years in senior management;
• Good knowledge and handling of PPPM methodology and techniques;
• Exceptional knowledge in Infrastructure Planning, preparation, financing and implementation across the value chain;
• Proven experience in PPPM, preferably in public sector;
• Proven experience in leading organisational-wide initiative that translate in improved value for the organisation;
• Excellent facilitation/communication skills across stakeholder groups from Executive Management to Business Area representatives;
• Strong analytical ability coupled with good documentation and communication skills;
• No criminal record (excluding previous conviction/s relating to political activities in the previous dispensation);
• Will undergo security vetting;
• Regularly required to work after hours and spending time away from home; and
• Computer literate.
Primary Function: Lead and direct all SPMO functions in order to strengthen alignment of the City’s portfolio with strategic objectives/long term outcomes and well defined benefits at portfolio, programme and project, as well as to ensure the realization of strategic outcomes and long tern value creation through tactical programme and project delivery.
Key Performance Areas: Provide strategic direction in terms of the implementation of the City’s capital portfolio, assisting to balance, cluster and sequence the programmes and projects within the portfolio. Provide assurance over the Portfolio by undertaking assurance related tasks to ensure alignment of the Departments/Entities with the City’s governance structures and review performance against strategy and objectives. Provide the capability for the SPMO to support and intervene in the delivery of specific, strategic programmes and projects. Lead database development and data acquisition, data modelling and statistical analysis and reporting in support of evidence-based planning and strategy formulation. Carry the responsibility for the collection, development and dissemination of engineering knowledge through the promotion of a learning, collaborative and knowledge-driven performance culture. Lead and direct staff within the section so that they are able to achieve objectives of the section. Promote and facilitate sound governance practices in terms of structure, systems, processes, policies, procedures and controls for the SPMO to ensure delivery on strategic and operational objectives. Identify, assess and manage risk while striving to attain objectives. Ensure adequate stakeholder management that provides feedback and accounts for business unit operations in terms of accomplishments and future plans. Ensure that the management of SPMO budget is in compliance with the MFMA and Treasury regulations.

Appointment Requirements
• B Degree in Built Environment (degrees in Engineering, Construction Management, Town Planning, Programme and Project Management) plus post-graduate studies (at least NQF level 7);
• Registered professional accreditation e.g. Professional Engineer with ECSA, Professional Construction Project manager (Pr. CPM), Project Management Professional (PMP) and/or Town Planning equivalent;
• A minimum of 10 years’ of increasingly responsible experience in civil engineering;
• At least 7 years in middle/senior municipal management and at least 2 years’ at senior management as per MFMA Regulations;
• Ideally, a combination of experience in the private sector and the public sector. Experience in the private sector is critical for this post, preferably with exposure to public sector service delivery projects;
• Good knowledge and handling of engineering and project management methodology and techniques;
• Exceptional knowledge in Infrastructure Planning, preparation, financing and implementation across the value chain;

Primary Function: provide engineering and project management best practice advice and innovative technologies and systems suitable for the City. Head the EcoE as a custodian of the professional development of engineers and project managers and needs to ensure the effective utilization of the scarce engineering and project management resources and the retention of engineering and project management resources and the retention of engineering and project management talent in the City.
Key Performance Areas: Provide strategic and technical leadership and integration of infrastructure development and maintenance and implementation. Establish engineering and project management best practice across the City. Establish and manage the professional development and oversight of engineers and project managers across the City. Establish and manage project and contract monitoring and evaluation across the City. Ensure that the management of EcoE budget is in compliance with the Municipal Finance management Act (MFMA) and Treasury Regulations. Ensure adequate stakeholder management that provides feedback and accounts for business unit operations in terms of accomplishments and future plans. Create an environment and build capacities within and around Group Governance to realise CoJ strategies. Lead and direct staff within the section so that they are able to achieve the objectives of the section.

Salary Range: R83 692.27 pm (basic salary excluding benefits)
Appointment Requirements:
• NQF level 7, University degree with specialised experience in Business Administration, Finance, Economics, Public-Private Policy in Local Government or similar organisations;
• At least 10 years of relevant professional experience in structured finance, including hands-on experience in originating, structuring and executing loans and structured finance transactions for infrastructure projects and/or hands-on experience developing and financing PPPs, including structuring and delivering infrastructure projects with PPP components;
• Demonstrate ability to negotiate with project sponsors, financing parties, institutional investors and governments;
• Proven strong analytical capabilities, particularly in credit assessment and risk mitigation;
• Excellent oral and verbal written communication skills in English;
• Sound knowledge of government policies and applicable legislation including MFMA, Municipal Systems Act;
• Good knowledge and handling in Infrastructure Planning, preparation, financing and implementation across the value chain;
• Good understanding of local government processes such as the IDP, SDBIP, budgeting cycle and procurement;
• Understanding of the functioning of different spheres of government;
• Proven experience in PPP Programmes, preferably in public sector.
Primary Function: Lead, direct and coordinate all the Public-Private Partnership programmes of the City of Johannesburg with the aim of ensuring that the needs of the City are met and deliver projects that are sustainable, financed and delivered by the private sector.
Key Performance Areas: Provide strategic direction to the City in order to coordinate and drive the Public-Private Partnership Programmes of the organization. Interact with all Departments and Entities of the City to understand their state of Public-Private Partnership Programmes. Provide direction to the City Departments and Entities as per the office of the City Manager’s mandate in order to have a uniform approach on Public-Private Partnership Programme Citywide. Develop standard methodologies for PPP project preparation, competitive bidding, negotiation and contract management of PPP contracts and ensure these are applied. Provide expert input into all PPP projects on the financial structuring and explicit and implicit financial costs to government. Coordinate an integrated approach on the financial structuring and implementation of PPP Programmes of the City. Provide assistance to all stakeholders at all stages of a project lifecycle. In the preparation of initial project investment proposals for projects that could be suitable for PPP.
