OPERATIONAL MANAGER: CHILDREN CARE

LOCATION: Region F
 
Minimum Requirements: 
• Bachelor’s Degree in education (BED) or a Tertiary qualification in a Social Science field related to Childcare, Education or Community Development (NQF level 7); 
• 3 – 4 years relevant experience in working within a child care / child development environment. 
• Coordinating the development, implementation and evaluation of programmes to meet the changing needs in the communities. Programmes are aimed and children from 0-18 years old 
• Must have a valid driver’s license (Code EB or C1). 
 
Primary Function:
To design and coordinate the Children’s Services programmes and strategies aimed at translating the Human development strategy into regional programmes and projects, ensuring interdepartmental and multi-disciplinary collaboration in the implementation process. These services will be aimed at children from 0-18 years old. 
 
Key Performance Areas: 
• To participate in the development of policies and strategies relating to children and their well-being. 
• To assist in the development of programmes that will contribute towards the development of all children including vulnerable children. 
• Participating in processes that co-ordinate, monitor and promotes Children’s Services in the City. 
• To identify appropriate programmes and projects that are in line with Council’s strategic priorities and objectives.

Minimum Requirements: 
• Grade 10/NQF level 2 is required; 
• Tractor operating certificate will an added advantage; 
• 6 - 12 months’ relevant driving experience; 
• Experience in tractor driving will be an added advantage; 
• Knowledge of food security and small-scale production will be added advantage; 
• Knowledge and experience ion adjusting different types of ploughs. 
• Must have a valid driver’s license, code 8; 
• Public Drivers Permit is required (PDP); and 
• Ability to operate tractor and attachments according to standard procedures and specialized instructions. 
 
Primary Function:
Performs tasks associated with the urban farming through tractor and specialized farming machinery operations. Ploughing and levelling areas that need to be planted, clearing up where necessary, applying for herbicides to clear the area before ploughing, using a planter to plant seeds and applying fertilizer on new and existing areas needed. 
 
Key Performance Areas: 
• Performs specific tasks at the regions and food empowerment zones of work sites prior to and on completion of allocated maintenance assignments. 
• Completes internal transactional documentation (eg. Log sheets, documentation in the delivery book/register). 
• Performs tasks associated with the operation of tractor and attached machinery during operational and maintenance activities. 
• To forge partnerships, create opportunities and leverage support internally and externally

Primary Function:
Provide a comprehensive procurement of assets to various Regions by ensuring that there is transparent system of procuring goods and services in line with Councils procurement procedures.

• To assist in ensuring the effective management of accounts and expenditure processes of the department 
• To forge cordial and professional relationship with both internally and externally stakeholder. 
• Reduce the risk that the department may be exposed to through in effective internal controls.

• Review and monitor that the COJ controls policies and procedures are adhered to.
