SPECIALIST: INTERNAL AUDIT (SENIOR INTERNAL AUDITOR)
PERMANENT POSITION
DEPARTMENT: Group Risk and Assurance Services (GRAS)
BRANCH: Office of the City Manager
DESIGNATION: Specialist: Internal Audit (Senior Internal Auditor)
REMUNERATION: R593 250,39 (Annual Package)
LOCATION: SAPPI Building
MINIMUM REQUIREMENTS:
• Bachelor’s Degree/B Tech in Accounting or Internal Audit or related field (NQF level 7);
• 5 years’ extensive experience in internal auditing;
• Driver’s license and access to a vehicle (expected to visit council sites, often at short notice);
• Member of Institute of Internal Auditors South Africa (IIASA).
PRIMARY FUNCTION:
Implement multi-internal audits (process and financial audit) engagements, which run parallel within a certain portfolio reviewing management measures within multiple projects to ensure effectiveness, value for money and/or efficiency within the municipality.
KEY PERFORMANCE AREAS:
• Lead, conduct and control audit activities on assigned projects;
• Assist in the development of the three-year rolling plan;
• Assist in the development of the identification of areas of focus for process audits;
• Assist in determining the budgeted hours to be allocated to projects;
• Assist in planning of process audits;
• Review the work of Internal Audit and develop the audit scope and objectives;
• Interview Senior Officials of the City to establish audit needs to be included in the coverage plan and/or objectives;
• Develop, execute and review work programme with each project;
• Draft the Internal Audit report and present for management comments;
• Quality assurance and audit projects and schedule follow up to agreed actions with management;
• Conduct client assessments to determine effectiveness of audits conducted;
• Review management measures within multiple projects;
• Assist in developing recommendations fir improvement and preparing components for the final report to various municipal oversight committees.
LEADING COMPETENCIES:
• Extensive knowledge and experience of local government;
• Experience assessing adequacy and effective risk management;
• Experience with project management;
• Knowledge of Group Integrated Assurance Framework and combined assurance model;
• Knowledge of Integrated Internal Control Framework;
• Sophisticated understanding of governance, policy, budget management and operations of state local government;
• Knowledge of Human Resources and Finance Management.

• Proficiency in Data Analytics;
• Outstanding analytical, writing and presentation skills;
• Exceptional oral and written communication skills;
• Proficiency with various computer applications;
• Effectiveness in planning, managing and conducting integrated audits and vast knowledge in different types of audits;
• Excellent interpersonal skills and the ability to work professionally and effectively with co-workers, elected officials, audit clients and the public;
• Ability to supervise others including goal setting, mentoring, conflict resolution and continuously improving team performance.
