MANAGER: SPORT AND RECREATION 
PERMANENT POSITION

MINIMUM REQUIREMENTS 
• Degree/NQF level 7 in Sport & Recreation and Management related field or equivalent. 
• 5 - 7 years’ experience within the Management of Sport and Recreation field. 
• Computer literacy (Word, Excel, PowerPoint, Internet and Outlook); 
• Must have a valid driver’s license. 
 
PRIMARY FUNCTIIONManagerial duties related to sport and recreation facilities and programmes. To manage the sport and recreation section within a region. 
 
KEY PERFOMANNCE AREAS: 
• Manage and control the operational functional functions of the Sport & Recreation Section in the Region. 
• Manage and control the implementation of specific procedures, systems and controls associated with key functional areas of Sport & Recreation. 
• Manage and control key performance and outcomes of staff within the sport and recreation section. 
• Assist in the administrative support of sport and recreation so that the strategies, policies and procedures of Council are adhered to and ensure optimum utilization of resources in terms of administrative laws. 
• Follow processes and procedures to ensure operational risk compliance. 
• Manage Public Programmes and Stakeholders.

MINIMUM REQUIREMENTS: 
• Degree in one of the following: Environmental Management, Environmental Sciences, Conservation Management and Environmental Law (NQF level 7). 
• 5 – 7 years previous experience in the field of environmental management. 
• Training in compliance and enforcement would be an additional benefit. 
• Basic knowledge of environmental legislation (NEMA, NEMWA and NEMAQA). 
 
PRIMARY FUNCTIONEstablish processes and systems for compliance monitoring of City operations. To monitor compliance of city operations in terms of various environmental legislation and requirements. 
 
KEY PERFOMANCE AREAS: 
• Promote environmental compliance during planning of City projects implemented by entities and departments. 
• Compliance monitoring of projects implemented by City Departments and MEs.

MINIMUM REQUIREMENT: 
• Matric / Grade 12 plus 
• National Diploma / NQF Level 6 in Law/Audit/Commerce/Risk/Compliance or equivalent 
• 3 - 5 years’ experience in a Compliance, Audit, Risk, Process Monitoring and Business Management 
• SAP; Valuation System, Land Information System, Corporate Geo-informatics and Microsoft Office. 
• Knowledge of the Policy Framework of government and the regulations and legislation that drive it. 
• Sound knowledge of adaptive management learning principles and practices. 
• Principles and practices of project management. 
 
PRIMARY FUNCTION: To monitor compliance with legislation and policies within the Group Finance, Property Branch. The monitoring of compliance standard and control measures, procedures, and systems. 
 
KEY PERFORMANCE AREAS: 
• Develop and Monitor yearly Compliance and Process Monitoring plans. 
• Develop and Monitor the Compliance to the Legislation, Policies and Procedures with Property Branch. 
• Representing the Property Branch in various Compliance and Risk Management Forums. 
• Participating in stakeholder management internally and externally, this includes the City’s Municipal owned entities. 
• Monitoring of the Departmental Strategic Risk and Operational Risk Registers. 
• Monitoring assets and resource within Property Branch. 
• To ensure that reporting requirements are complied with an accurate information is disseminated to support specific decisions or actions.
