FIVE (5) YEAR FIXED-TERM PERFORMANCE-BASED CONTRACT POSITIONS
The City of Johannesburg seeks to fill these executive level positions.
Note the following in terms of all of the below mentioned position:
These responsibilities are not exhaustive. Appointment in these positions will be subject to the signing of an employment contract and performance agreement, as well as disclosure of financial interests.
The applicant needs to comply with the MFMA unit standards as prescribed by Regulation 493 of 15 June 2007 as published in Government Gazette 29967 of 15 June 2007. The applicant shall undergo a competency assessment in terms of Annexure A (competency framework for Senior Managers) Notice 21 published in Government Gazette of 17 January 2014. Applicant shall undergo security vetting. The Relevant MFMA Unit Standards for the above positions are preferred, however a grace period of eighteen (18) months will be provided to obtain the Unit Standards as per Publication in the Government Gazette No 40593, Government Notice 91 of 03 February 2017 by The Minister of Finance.

Designation: Chief of Police
Salary range: R 1 349 165.46 - R 2 020 806.38 (all-inclusive package pa)
Appointment requirements:
• Standard 10 / senior certificate / matric / grade 12 plus a bachelor’s degree from an accredited institution/university with a major course work in: criminal justice/police science or related field/advanced metropolitan police qualification;
• Minimum of 10 years relevant experience in operations of which 5 years must have been in management level (Deputy Director level within Metro Police Department);
• Experience and exposure in the public administration and service delivery environment in a comparable context is an advantage;
• Council policies and procedures. Budgeting, intermediate computer literacy, report writing, be familiar with metropolitan police services and safety prescripts, municipality by-laws, Municipality Finance Management Act, Public Finance Management Act and must have undergone relevant leadership programs;
• The incumbent must also have knowledge of policy analysis, monitoring, evaluation and reporting, IDP and business planning;
• Knowledge of legislation governing local government and the other spheres in relation to crime prevention, traffic management, security laws and its management, by-law enforcement, the SAPS Act and other relevant legislation including labour legislation;
• Knowledge of principles and practices of good governance, administration and personnel management;
• Analysis and interpretation of legislation and policies;
• Stakeholder relations and influencing;
• Uses tact, diplomacy, and a positive attitude in all internal and external communications, whether verbal or non-verbal, and other interactions with the public or other city officials;
• Meticulous attention to detail;
• Flexible and practical approach to work;
• Good written and verbal communication (report writing, PowerPoint presentation, and public speaking);

Primary function: Plans and directs police operations in an effort to; protect lives and property. Drives the development and implementation of a crime prevention strategy for the city, develop the delivery mechanisms and systems for crime prevention and detection, enforce laws and ordinances, and maintain public order throughout the city, to guide, operate and maintain an efficient, effective and sustainable metropolitan police department, including traffic policing, subject to any legislation relating to road traffic; the policing of municipal by laws and regulations which are the responsibility of the municipality in question; and the prevention of crime.
Key Performance Areas: Planning and development. Provide strategic direction in the section that enhance the brand, credibility, reputation and positive image of the section and the city. Includes leading, planning, managing decisions within JMPD and empowering staff in the section to ensure that staff meet the departmental objectives and requirements, as well as resource constraints. To develop and design procedures, systems and controls guiding critical crime interventions, strategies. Traffic management. Provide and lead the by-law awareness and enforcement initiatives lead the provision of the security services for the city’s assets, property and its human resources. Develop, communicate and maintain a healthy working relationship with all stakeholders. To maximize the productivity of logistics by optimizing the effectiveness of its employees in order to enable achievement of objectives of the sub-directorate. To manage all aspects of the finance, including but not limited to, expenditure in accordance to the legislative framework as well as the city’s policies and procedures. Safeguarding and maintaining the proper use of all assets. Provide quality reports on the functions and performance of logistics which are factual, accurate and complete; timely; and contributes to and supports the overall requirements of credit management.

Appointment requirements:
• Matric plus Bachelor of Degree in Emergency Management Service or Disaster Management Services at NQF level 7;
• 10 years’ experience in the discipline, of which 5 years’ experience is a middle management level;
• Knowledge on the local government environment;
• Knowledge of principles and practices of municipal organization;
• In-depth knowledge of function principles, techniques & tools and how they can be practically applied;
• Knowledge on Corporate Governance;
• Knowledge of City’s strategy (IDP), prescribed Methodologies, Legislative, Policy and Regulatory Frameworks administration and personnel management;
• Minimum of Code 8 Driver’s license;
• Computer Literacy (Microsoft Word and Excel);
• Good facilitation and influencing skills;
• Good listening and communications skills;
• Coordinating skills;
• Customer Care Skills;
• Problem solving Skills;
• Critical thinking Skills;
• Good management skills; and

Primary function: To lead and manage the provision of Emergency Management Services (EMS) and Disaster Management Services, through ensuring an emergency response maintained at 100% state of readiness, communities that aware of dangers and empowered to assist in the prevention of emergencies, efficient and effective response to emergency incidents and a vigilant Custodianship of Safety Prescripts for fulfilment of the Public Safety strategic objectives.
Key performance areas: Lead the development of the Branch strategy in contribution to the department strategic development process. Organize both human and non-resources for effective implementation and deployment of the branch organizational structure and resources. Manage the recruitment, Selection & Placement process for sourcing suitably qualified staff for the branch. Provide sound leadership for the achievement of the branch s objectives. Manage the implementation of Emergency Management Services functions in line with applicable policy and legislative framework. Implement good governance and effective risk management systems. Ensure effective control of the Branch’s Human Resources. Ensure effective of financial Resource of the Branch. Ensure effective assets management and control of the Branch. Manage specific administrative and reporting requirements associated with the Branch and individual performance.
