Leading Competencies: Knowledge in Urban Planning, Project Management, GIS, Research and Public Administration. In-depth knowledge of function principles, techniques & tools and how they can be practically applied. Knowledge on Corporate Governance. Knowledge of principles and practices of municipal organization, administration and personnel management. Knowledge of analysis processes and illustration thereof.

Appointment Requirements: 
• Degree at NQF level 7 in any of the following: relevant Law degree, BCom Law, Certified Fraud Examiner (CFE), Forensic Investigation, Policing or Criminal Justice; 
• At least 5 years’ supervisory/managerial experience but 10 or more years’ experience in the field of law, prosecutions, forensic investigations, either public or private sector; 
• Working experience in Forensic investigations, Legal environment, relevant Chapter nine institutions, specializing in Constitutional, Administrative & Procedure Law, including experience in Contract management/Commercial Law or Civil recoveries. Parliamentary/Legislative work background will be an added advantage. 
 
Primary Function: Implement and monitor all recommendations derived from all forensic investigations conducted City wide, which includes criminal action, disciplinary cases and civil recoveries as well and internal control weaknesses. Furthermore, the position provides legal and procedural assistance and advice to the department on reported cases to ensure success in prosecutions.

• Degree at NQF level 7 in any of the following qualifications: Forensic Investigations, Policing, Criminal Justice, Certified Fraud Examiner (CFE), BCom Law, BCom Accounting, Forensic Accounting and Auditing, BCom Auditing, BCom Forensic Accounting; 
• 10 years’ experience within the Forensic Investigations, or Forensic Accounting environment, Policing, Legal or Criminal Justice System within public service or private sector;

Primary Function; The Director: Operations reports to the Commissioner and he/she is responsible for prevention, detection, investigation and resolution of all cases related to fraud & corruption, theft of CoJ Assets, Local Government Statutes (including Unauthorized, Irregular, Fruitless and Wasteful: UIFW) and Maladministration and Special Projects. 
 
Key Performance Areas: Lead and facilitate the units strategic planning process and input into the unit’s functional strategy. Organising both human and non-human resources for effective and efficient implementation of unit’s functions, processes, and procedures. Case load management: Prevent, Detect, Investigate and Resolve cases of fraud and corruption, local government statutes, special projects and theft of CoJ assets investigations matters. • Degree/Post graduate degree in Forensic Investigations, Policing, Criminal Justice, Certified Fraud Examiner (CFE), LLB or BCom Law at NQF level 7; 
• At least 10 years’ experience in Forensic Investigations in a large organization with at least 5 years’ experience as a senior investigation manager, or senior audit frisk manager, or equivalent in the public or private sector; 
• Knowledge of any of the following: Criminal Procedure Act 51 of 1977, Constitution of the Republic of South Africa No. 108 of 1996, Prevention of Illegal Evictions from and Unlawful Occupation of Land Act (PIE) 19 of 1998, National Building Regulations and Building Standards Act 103 of 1977, Planning By-Laws, Emergency By-Laws of 2003, Water By-Laws, Electricity By-Laws, Public Health By-Law 830 0f 2004, Problem Properties By-Law of 2014 and Land Use Scheme, Fire Brigade Services Act 99 of 1987 and Spatial Planning and Land Use Management Act of 2013. 
 
Primary Function: The primary function of this position is to prevent, detect, investigate and resolve all case related to hijacked properties and compliance with CoJ Property By-Laws. 
 
Key Performance Areas: Strategic Leadership, Planning. Organize both human and non-human resources for effective and efficient implementation of the unit functions, processes, and procedures. Prevent crimes and offences committed against CoJ properties and illegal occupation on the CoJ land. Detect crimes relating problem properties and non-compliance with CoJ problem property By-Law. Investigate all CoJ property related cases (reported and detected) on hijacked properties and non-compliance with CoJ problem property By-Law. Conduct joint operations with law enforcement agencies on problem properties and compliance with problem property By-Law. Monitor adherence to CoJ property By-Law. Enforce recommendations emanating from the problem property investigations and/or compliance with CoJ problem property By-Law. Conduct awareness sessions. Stakeholder Management of Inter-and-intra-Governmental Relations (IGR).
