UNIT HEAD: CITY TRANSFORMATION & SPATIAL PLANNING
DEPARTMENT: Development Planning

DESIGNATION: Unit Head: City Transformation & Spatial Planning
REMUNERATION: R79 386,55 pm (basic salary, excluding benefits)
LOCATION: Newtown Junction, 100 Carr Street, Newtown
Minimum Requirements:
- Grade 12/NQF level 4;
- Degree in Town and Regional Planning or Urban Development Studies
- Registration as a Professional Planner.
- At least 8 years’ experience in spatial planning, strategy formulation and policy development. Minimum of 5 Years in a managerial position at the middle management level in the strategic planning field.
- Computer literacy: MS Office
Primary Function:
Provide strategic planning and development services. Formulate and implement frameworks, policies, precinct plans, and development strategies of high complexity and the initiation of development projects and programmes. Provide development direction, integration with IDP and associated strategies and plans. Management and input into development processes, projects and programmes. Direct interface and recommendations to Political level, Senior Officials and the Public. Coordinate the planning, development and management of the City’s infrastructure investment within the City of Joburg and ensure alignment with IDP and associated strategies. Facilitation of development processes and projects for implementation.
Key Performance Areas:
- Ensure legal compliance in all the Directorate's functions and duties;
- Perform general management duties for the Directorate
- Direct and provide strategic direction/ guidance for spatial planning and City development
- Formulation of spatial plans, frameworks and development strategies
- Ensure that capital •interventions emanating from plans are integrated into JSIP and budget planning process
- Financial management in terms of the MFMA
- Facilitation of community and stakeholder participation
- Coordination of development and implementation efforts with internal and external, local and international development agencies
- Provide strategic advice and support on development to all stakeholders and interested parties
- Management of multidisciplinary project teams/tasks/ Consultant teams in the formulation and implementation of plans and policies
- Policy research on urban or development issues.
Leading Competencies:
- Strategic thinking and visioning, particularly in urban planning and spatial transformation
- Proven ability to formulate and implement complex spatial development frameworks, precinct plans, and sector-specific strategies
- Deep understanding of the Integrated Development Plan (IDP) and alignment of spatial planning with broader municipal strategies
- Strong knowledge of town and regional planning legislation, policies, and practices
- Advanced spatial analysis and urban design capabilities
- Experience in infrastructure planning and coordinating city-wide capital investment
- Understanding of development economics and its application in urban planning
- Demonstrated ability to conceptualise, initiate, manage, and monitor large-scale development projects and programmes
- Budgeting and resource management skills, particularly within the public sector
- Excellent written and verbal communication skills, including report writing and policy briefs
- Ability to interface effectively with political leadership, senior municipal officials, developers, consultants, and community stakeholders
- Skilled in leading multi-disciplinary teams and facilitating public participation processes
- Strong leadership and team management abilities.
