Minimum Requirements: 
  • Grade 12 plus a 3 – 4-year Degree in a related field such as Organisational Development/Organisational Phycology/Business Administration/Management Services at NQF level 7; 
  • 5 - 7 years' relevant experience in the Organisational Development discipline; 
  • Must have a valid Code 8 driver’s license. 
 
Primary Function:
Provide guidance and advice to City departments and Municipal Entities to help improve efficiency, enhance operations, and drive profitability/productivity in an optimal manner. This role involves examining both big-picture aspects of businesses and similar components of their structure and operation to identify areas of improvement and introduce and present new strategies with the ultimate aim of enabling the delivery of excellent sustainable services.

Minimum Requirements: 
  • Grade 12 with LLB (NQF level 7); 
  • 10 years overall experience, of which 5 years must have been at middle management in a legal environment, preferably within a large local authority. 
 
Primary Function:
Lead, develop key performance areas and result indicators associated with Regulations and Compliance services within the Transport Department of the City of Johannesburg, through the strategic leadership and management of all internal regulatory and compliance processes and tasks to accomplish immediate, short, medium and long term service delivery objectives of the Transport Department with the operational and performance criteria determined by Council and as informed by the legislation, policies and regulations. 
 
Key Performance Areas: 
  • Ensure that appropriate procedures are followed, quality assured and compiled in decision making processes and in line with legislation, policies and regulation; 
  • Ensure that appropriate strategies, plans and procedures are developed, approved, and communicated to the relevant stakeholders and implemented so that the legislative, policy and regulatory objectives in line with the City’s strategic goals and objectives are met;

  • Financial management to ensure that the financial budget is managed effectively and implemented in line with the MFMA; 
  • Risk management strategy to ensure proper guidance on risk management strategies to Transport Department; 
  • Risk assessment (identification, evaluation and monitoring of risks); 
  • Identify and mitigate risk factors and management compliance within the unit.

Primary Function:
Perform the full spectrum of financial accounting duties in accordance with CoJ’s Policies and Regulations. Assist the Manager: Finance, in supporting Unit Heads in achieving their goals, and ensure that all Income and Expenditure is reflected in the books of accounts in terms of the Financial Regulations and Procurement Policies. 
Key Performance Areas: 
  • Assist and monitor the accounting function within the Office of the Ombudsman; 
  • Assist with the preparation on monthly budget statements and variance reports; 
  • Assist with the asset management and procurement processes; 
  • Assist Finance manager with all aspects of capital and operational capex management and reporting.
