ASSISTANT DIRECTOR: BENEFITS & ALLOWANCES

Remuneration: R47 428.59 pm (basic salary, excluding benefits) 
Location: Metropolitan Centre, 158 Civic Boulevard, Braamfontein 
 
Minimum Requirements: 
• Matric/Grade 12 plus a Degree or any tertiary qualification related to Human Resources, Business Administration, Public Administration, or related qualification at NQF level 7; 
• 6 - 8 years' experience of which 3 – 4 years should be at a Managerial level within benefits and Allowances environment; 
• Must have a valid Code 8 driver’s license. 
 
Primary Function:
To implement, lead, and control the benefits and allowance function in the City of Johannesburg by ensuring the adherence to policies, and procedures with a specific focus on benefits and allowances to enable the Municipality to successfully, achieve its mandate in relation to benefits and allowance activities in a complex and changing environment. Draw lessons from benefits and allowance studies and their implications for improving the development effectiveness of human resources operations and disseminate findings and lessons to increase awareness and use of knowledge in the City. 
 
Key Performance Areas: 
• Manage and coordinate the implementation of programs that provide for the protection of active and former employees and comply with the regulated provision;
• Manage, implement, and maintain a compensation and benefits system for Council employees who are covered by Bargaining Council agreements; 
• Develop and timeous reporting of Policy and Procedure Management; 
• Provide a professional advisory and facilitation service to stakeholders; 
• Manage and coach staff in the Sub-Unit to ensure that all staff meet the department’s objectives in line with broader organizational objectives and requirements; 
• Manage and monitor assets and resources of the Directorate; 
• Control, consolidate and submit various reliable reports; 
• Practice good governance and management of risk; 
• Involved with various special multi-disciplinary projects. 
 
Leading Competencies: 
• Computer literacy on SAP; 
• Computer literacy (MS Office applications – Word, Excel, PowerPoint).

Primary Function: 
Provide advice to the City Manager and the Chief Operations Officer on strategic areas in order to ensure institutional stability and administrative efficiencies. Furthermore, to conclude those matters on behalf of the City Manager and/or Chief Operations Officer.
