SUB UNIT HEAD: PEOPLE WITH DISABILITIES
Department: Social Development
Branch: Targeted Beneficiaries Unit
Designation: Sub Unit Head: People with Disabilities (PWD) (DD level)
Remuneration: R54 544.98 pm (basic salary excluding benefits)
Location: 118 Jorissen Street, Braamfontein
Minimum Requirements:
• Degree in Social Sciences/Developmental/Disability Studies (NQF level 7);
• 7 - 9 years’ relevant experience of which four (4) years must be on a management level; A proven track record and 3 years working experience in the development and provision of disability educative and awareness programmes is required;
• Knowledge of legislation and policies related to PWD sector is crucial;
• Valid code 8 driver’s license; and
• Skills required: report writing, ability to work independently, presentation and interpersonal skills.
Primary Function:
Directs and manages key performance and results indicators associated with the provision of Persons with Disabilities Empowerment services in the Targeted Beneficiaries Unit through the development, coordination and implementation of business planning processes, performance management, monitoring, and evaluation mechanism with regard to the implementation of the White Paper on the rights of PWDs and the City’s Growth and Development strategy.
Key Performance Areas:
• To plan, direct and facilitate and manage the development and implementation of Persons with Disabilities projects and programmes to ensure that key responsibilities are identified, objectives aligned, and appropriate procedures developed and implemented for effective and efficient implementation and monitoring.
• Evaluate and manage outcomes associated with the utilization, productivity, and performance of staff within the Persons with Disabilities Unit.
• Ensure effective governance and identification of risks.
• Ensure effective stakeholder management.
• Execute sound financial management and control and contribute information to support financial planning processes within the section.
• Manage Assets and Resources of the section. Monitoring and evaluating sectional performance.

Appointment Requirements:
• Grade 12/NQF level 4 plus BA degree in Development Studies/Social work;
• 1 - 3 years’ experience working with the community, specifically women and elderly; and
• Must have a valid driver’s license.
Primary Function:
To facilitate the implementation of Social Development programmes and projects for women and elderly.
Key Performance Areas:
• Implement development programmes for women/elderly.
• Provide administrative support in relation to the unit.
• Liaise with stakeholder in Region G.
Leading Competencies:
• Work after hours and weekends when the need arise.
• Knowledge of Council processes and policies.
• Social/Community development and project management processes.
Core Competencies:
• Computer literacy (Microsoft Word and Excel),

• Bachelor ‘s degree / NQF level 7 in Human & Social Sciences or related tertiary qualification in the Youth Development Discipline.
• 7 – 9 years’ experience of which four (4) years must be on a management level.
• Experience in managing the establishment of a new function within an organization and / or relevant experience in leading transformation within an organization.
• Basic knowledge of Community Development and Youth programme mainstreaming;
• Stakeholder relations management.
• Knowledge of policies and legislation related to Youth development Programmes.
Primary Function:
