SPECIALIST RESEARCH
Department: Social Development
Branch: Integrated Social Development Policy and Research
Designation: Specialist Research
Remuneration: R42 403. 58 pm (basic salary excluding benefits)
Location: 118 Jorrissen Street, Traduna Building, Braamfontein
Minimum Requirements:
• Bachelor’s Degree in Human & Social Science National or related tertiary qualification (NQF Level 7)
• An Honours in Social Science will be an added advantage
• 5 - 7 years’ experience in research environment;
• Knowledge and experience must be extensively linked to the public sector research specifically on policy and development and programs;
• Experience must have a direct bearing on the position objectives of relevant internal and external stakeholder, non-governmental organizations, private sector and academic environment;
• Must have proven track record on partnership processes.
• Basic knowledge of Social Development and programmes mainstreaming
• Comprehensive knowledge of research and development and research modelling
Primary Function:
Manage key performance and result indicators associated with the provision of Research and Development in the Policy Planning and modelling Sub-unit through employing suitable research methodologies to obtain identified and requested data information. Identify relevant research methodologies required as dictated by project and programme information needs. Developing research proposal for research identified and implementing research activities, with findings, recommendations reporting all within strategic conscripts.
Key Performance Areas:
• To plan, direct and facilitate and manage the research capability of policies, project and programs to ensure that key responsibilities are identified, objective aligned, and appropriate procedures developed and implemented foe effective and efficient implementation and monitoring.
• To facilitate, evaluate and manage the outcome associated with identifying the relevant standards in which the unit ought to operate;
• To plan, facilitate and manage the information collected and researched;
• To develop, facilitate planning and coordination processes within the context of research;
• To implement performance management activities;
• Ensure that projects and activities undertaken meet all necessary standard for legal and regulatory compliance;
• Implementing effective and relevant monitoring and evaluation principles to develop monitoring systems;
• Implementation of procedures and systems associated with controlling flow and quality systems / statutory and audit requirements, regulating record keeping on projects under management;
• Conduct specific administrative and reporting requirements associated with key performance area and result indicators.

Remuneration: R54 544.98 pm (basic salary excluding benefits)

Minimum Requirements:
• BA Degree in Social Science, or equivalent (NQF level 7);
• A Master’s Degree in Social Science will be an added advantage;
• Project Management qualification /skills;
• Must be knowledge in all aspects pertaining to Research, Benchmarking and Standard;
• 7 - 9 years of experience in Research benchmarking and standard methodologies, policy review and development processes at the managerial level;
• Knowledge and experience must be extensive in Research, benchmarking and standard methodologies, policy review and policy development processes and standard methodologies;
• Must have proven track record in Research and Benchmarking and standards methodologies, policy review and policy development processes and involvement;
• Must have a valid driver’s license.
Primary Function:
Lead, direct and guide the Policy, Planning and Modelling subunit, to ensure that policies strategies, procedure and standards are developed and regularly reviewed for effective implementation by all units and region in the Department of Social development.
Key Performance Areas:
• Lead, identify and define the immediate, short- and long-term objective/plans associated with the development, and review of policies and strategic research projects for the department
• Manage and monitor outcome associated management and performance of personnel within the policy, planning and modelling sub-unit;
• Establish, direct, lead organize and control policy and planning activities in sub-unit. integrate and align with the mandate and the production of quality outcome across a complex, diverse and knowledge-driven environment. To determine strategies, treads and best practice within the various disciplines Nationally and internationally and develop relevant policies for the department.
• Establish, direct, lead organize and control Research activities in the field of policy development and review as well as departmental strategic objectives and programmes, in order to determine trends and best practice within the various disciplines, Locally Nationally, Internationally and develop the objectives to coordinate the development of research strategies in the policy sub-unit;
• Manage the implementation of financial controls/procedures and provides information to support financial planning processes in the sub-unit;
• Manage the implementation of procedures and systems associated with controlling document flow and quality systems/statutory and audit requirements regulation record keeping in the sub-unit;
• Strategically manage the budget and assets of the sub-unit.
