Primary Function:
To lead, direct and control the Finance Directorate of GICT so that:
Its financial position is reported accurately; the finance section runs efficiently and effectively and conforms to the requirements of the municipal Finance Management Act and the City’s financial strategies and policies.
Its key performance areas and results indicators associated with the provision of effective administrative services to GICT Directorates are managed by aligning the administrative aspect of strategy, policies and procedures and document management to ensure the optimum utilization of resources in terms of administrative practices.
Establish strategic leadership, direction and control over the Finance Directorate in GICT.
Advise and evaluate the Finance Directorate and transfer of knowledge at Directorate level to six directors to enhance their ability to effectively manage the units under their control and be able to lead accountability in respect of core functions to the lowest level of the organization based on competency limitations.

Key Performance Areas: Senior level management in systems analysis and application development; Overall responsibility for department decisions and management; Provide strategic direction, coaches and mentors more junior management staff and/or senior technical staff; Accountable for IT functional/departmental results; Frequently reports to a Group Chief Technology Officer; lead project/program managers with business case development; Ensure all projects within IT portfolios/programs are delivered on time, within budget and to an agreed quality level; Extensive knowledge and expertise in project/program management, portfolio management methodologies and tools; Provide oversight regarding audit, regulatory and risk management; Lead, direct and control the identification and defining of the short to medium term objectives and priorities of the department; Prepare, monitor and control the annual departmental budget and interpret the financial requirements to suggest the most appropriate means of achieving its objectives; Manage and control budgeting, and financial planning; manage and control expenditure and revenue, including procurement and stores; Produce required financial reports; Lead more highly complex or enterprise wide IT program(s) consisting of multiple projects; Ensure integration of projects and adjust project scope, timing and budgets as needed; Communicate with IT leadership, business leadership and IT Business Consultants to communicate program strategy, direction and changes; Partner with senior leadership to identify and prioritise opportunities for utilizing IT.
