INVITATION FOR APPLICATIONS AS NON-EXECUTIVE DIRECTORS AND INDEPENDENT AUDIT COMMITTEE MEMBERS FOR THE MUNICIPAL ENTITIES AND GROUP ADVISORY COMMITTEE MEMBERS FOR THE CITY OF JOHANNESBURG METROPOLITAN MUNICIPALITY GROUP.
 
 
The City of Johannesburg Metropolitan Municipality was established as a local authority in terms of Provincial Government Notice No: 6766 of 2000 (Gauteng). The City has, in terms of section 76 of the Local Government: Municipal Systems Act No. 32 of 2000, been providing municipal services through both internal and external mechanisms. The external mechanisms referred to herein are Municipal Entities which provide services through their respective service delivery agreements with the City of Johannesburg Metropolitan Municipality.
 
The City of Johannesburg is inviting applications for the positions of:
  • Non-Executive Director and Independent Audit Committee member to the Boards of Directors for its (13) thirteen Municipal entities (MEs); and
  • members of the Group Advisory Committees of the City of Johannesburg (Group Audit Committee, Group Performance Audit, Group Risk Governance Committee, Group Smart City Committee and Group Economic Recovery Committee).
 

The City has adopted a Group Shareholder Policy on Governance of the Group Advisory Committees, Municipal Entities' Boards of Directors, and Independent Audit Committees. In terms of this policy, the “Shareholder shall at least once every two years, invite interested individuals to apply to be included as eligible candidates on the database of candidates for appointment as Non-Executive Directors (NEDs) and/or Independent Audit Committee (IAC) members and/or Group Advisory Committees for the CoJ Group and any of its MEs”. All applications received shall be subjected to, inter alia, background and reference checks on prospective candidates.
 
Skills Required: Interested persons must have the relevant qualifications and experience related to the various sectors and disciplines required by the relevant CoJ Municipal Entity and the Group. 
Persons with the following skills are encouraged to apply: Information and Communication Technology (ICT) Governance & Telecommunications, Scientists, Smart City/4IR, Legal, Finance, Audit, Accounting, Engineering, Performance Management, Change Management, Human Resources, Economics, Agribusiness, Real Estate, Property, Building Technologies, Tourism, Environmental Management, Transport Logistics, Urban Development, Spatial Planning, Risk Management and Compliance.
 
In terms of Section 93F (1) and (2) of the Municipal Systems Act, the following persons shall not be eligible for consideration as a Director of a Municipal Entity:
a) A person holding office as a Councillor of any Municipality.
b) A person who is a member of the National Assembly or a Provincial Legislature.
c) A person who is a permanent delegate to the National Council of Provinces.
d) A person who is an official of the parent Municipality of that Municipal Entity.
e) A person who was convicted of any offence and sentenced to imprisonment without the option of a fine, and a period of five years since completion of the sentence has not lapsed.
f) A person who has been declared by a court to be of unsound mind; or
g) A person who is an un-rehabilitated insolvent.
