DEPUTY DIRECTOR: CHILD HEALTH, EPI, EPR & COMMUNICABLE DISEASES 
Department: Health 
Branch: Public Health 
Designation: Deputy Director: Child Health, EPI, EPR & Communicable Disease 
Remuneration: R54 544.98 pm (basic salary excluding benefits) 
Location: Various Work Stations 
 
Minimum Requirements: 
• Grade 12 plus Basic Professional qualification in Nursing, Health and/or Social Sciences (NQF level 7); 
• Post Basic Diploma/Degree in Public Health/Community Nursing Science/Social Sciences or equivalent at NQF level 7/8; 
• 7 - 9 years’ experience in a specialist/managerial position within a Public Health / /PHC setting of which 5 years relate to Child Health, Expanded Programme of Immunisation (EPI) and/or Epidemic Preparedness Response (EPR). 
• Basic knowledge of Primary Health Care, Public Health and Human Resources (HR) concepts and functions. 
• Knowledge of Training processes. 
• Knowledge or understanding of District Health Information and Surveillance Systems. 
 
Primary Function:
Leading, developing, directing, managing and overseeing the implementation, monitoring and evaluation of the National Epidemic Preparedness Response (EPR), Child Health, Expanded Programme of Immunization (EPI), Integrated Management of Childhood Illness (IMCI), Growth Monitoring and Promotion (GMP), Paediatric HIV, Youth Friendly Services and Communicable Diseases Control, citywide to ensure the prevention, control and monitoring of infectious diseases. Providing the technical and specialized support; initiating and providing guidance and advice regarding the management of communicable diseases to ensure that outbreaks are contained, patients are effectively treated and children and others are adequately vaccinated. 
 
Key Performance Areas: 
• Formulate and facilitate implementation of standard operating procedures and protocols 
• Identify and define the immediate, short- and long-term objectives and plans associated with communicable disease programmes; 
• Lead and support and control the financial management, budget and forecasting; 
• Lead, support, control and participate in the implementation of specific procedures, systems and controls associated with a supportive and motivating climate for the incumbents in the sub unit to develop and perform optimally; 
• Lead and supports training and strengthen the capacity of managers and operational staff in relation to Child Health, EPI, EPR & Communicable Diseases Programmes. 
• Direct the implementation, monitoring and evaluation of Child Health, EPI, EPR & Communicable Diseases Programmes in the City. 
• Coordinate and control Child Health, EPI, EPR & Communicable Diseases control Programmes tasks and activities associated with personnel performance.

Minimum Requirements: 
• Grade 12/NQF level 4 plus BA Degree or equivalent qualification in Social Science or international studies, political science or public administration (NQF Level 7) 
• 8 years’ experience in development of strategic partnerships and IGR of which at least 4 years should be on managerial level; 
• Comprehensive knowledge of partnership development and procedures, National Legislation governing partnerships and IGR development; 
• Knowledge of Health and environmental policies and legislation and council policies and procedure; 
• Knowledge and experience must be extensive in strategic partnership and IGR development, and standards methodologies 
• Excellent understanding of international relations and specifically the challenges comforting developing countries and small state, operating in global environment 
• Have proven track record on strategic partnership and IGR development and standards on latest projects and involvement; 
• Qualification /skills in Project Management. 
• Must have a valid driver’s license. 
 
Primary Function: 
To direct and manage the team within the subunit regarding the key performance and results indicators associated with the provision of intergovernmental Relations and strategic partnerships support services in the Health Department. These functions take into account relevant legislation, policies and official strategies through development coordination advising, implementation and monitoring and evaluation mechanisms. This is to ensure that requirements identified by operational units or initiated by the IGR and strategic partnerships sub-unit in relation to programme and projects in the department are giving priority. These are realized though working arrangements (SLA) and memorandum of agreement (MoU) with private sector entities municipality and other state entities, NGOs, other departments in the city and other spheres of government. 
 
Key Performance Areas: 
• Lead, identifies and defines the short - and - long - term objectives plans associated with the prevision of strategic partnership and inter-Governmental relationships (IGR) services to the department; 
• Manage and monitor outcomes associated with management and performance of personnel within the IGR and Strategic Partnerships sub-unit; 
• Manage the implementation of procedures and systems associated with controlling document flow and quality systems /statutory and audit requirements regulating record keeping in the subunit; 
• Financial and Risk Management; 
• Direct, define and develop strategies, objectives and plans to coordinate IGR; 
• Direct, plan and develop objectives to ensure the identification and engagement of strategic partners to enhance the programmes and objectives of the department; 
• Establish, direct, lead, organize and control research activity in the field of strategic partnerships and IGR in order to determine treads and best practices within the various disciplines, Locally, Nationally and Internationally and develop objectives to coordinate the development of research strategies in the partnerships and IGR sub-unit;
