1. Department: Housing
Branch: Public Housing Programme Support
Designation: Specialist: Urban Economics
Salary Range: R45 213.14 pm (basic salary excluding benefits)
Appointment Requirements:
• Degree in Economics/Development Economics/Urban Planning (NQF level 7);
• 6 – 7 years’ working experience in Urban Economic environment/Programme Management of which 4 years relate to middle management experience;
• Experience of managing teams of people that have delivered high quality outputs on time and according to set criteria and budgets;
• Extensive and proven experience in field of physical development;
• Experience in using digital design and geographic information systems statistical software;
• Experience of teamwork and team leadership in a developmental context;
• Experience in managing finances and planning work from both financial and human resource perspective;
• Interpretation of Developmental and Environmental legislation;
• Knowledge of housing legislation, local government and community development issues;
• Strong theoretical experience and exposure, experience in the field of Housing is essential;
• Strong command in the package of plans approach to development; and
• Computer literacy (MS Office).
Primary Function: Apply broad demographic and economic trends as they play out geographically, and as such, answer those critical “ why” “where” and “when” questions. Understand what influences spatial agglomeration, local competitive advantage and what current and future opportunities there are for local areas due to wider demographic and economic trends; and how macro-economic forces play out locally, the importance of integrated land use, urban infrastructure and transportation, housing delivery, urban challenges such as congestion, and local government’s important contribution to economic development.
Key Performance Areas: Provide leadership and management. Manage the administration of the Unit. Maximise the productivity of the Project Packaging Unit by optimising the effectiveness of its employees in order to enable achievement of objectives of the Section and manage the human resources thereof. Manage all aspects of the finance in the control of the Project Packaging Unit, including but not limited to revenue, expenditure, assets and liabilities, in accordance with the legislative framework as well as with the City’s policies and procedures. Provide quality reports on the functions and performance of the Programme and Projects Unit which are factual, accurate and complete, timely and contributes to and supports the overall reporting requirements. Comply with all relevant legislative framework including the City’s Code of Ethics, manage and mitigate risk effectively. Build and maintain strong relations with internal and external business units, entities, key stakeholders and peers to ensure the correct focus and support around Housing.
Leading Competencies: Ability to organise multiple high level tasks simultaneously. Facilitate stakeholder engagements. Coordination skills.
Core Competencies: Confidentiality. Ability to work under pressure. High degree of interpersonal skills to interact with all levels of staff and external stakeholders.
