BUILDING INSPECTOR 
Department: Development Planning 
Branch: Building Development Management 
Designation: Building Inspector 
Remuneration: R24 119.71 pm (basic salary excluding benefits) 
Location: Metropolitan Centre, 158 Civic Boulevard, Braamfontein 
 
Minimum Requirements: 
• Grade 12/NQF level 4 with a National Diploma (NQF level 6) in building discipline i.e. Civil Engineering, Structural Engineering, Architecture, Building Management, Building Science, Building surveying and Quantity Surveying; 
• 1 - 3 years’ relevant work experience; 
• Knowledge and understanding of the National Building Regulations and Building Standards Act, No 1977, other applicable legislation and Council By-Laws; 
• Computer literacy (functional knowledge of MS Office packages and operating systems); and 
• Must have a valid driver’s license. 
 
Job Description:
Inspect building operations in developed and undeveloped areas in order to control the quality and safety of structures and ensures compliance to the National Building Regulations and Building Standards Act, No 103 of 1977 and other relevant regulations and By-Laws. Enforcement of contraventions of the NBR and illegal building activities. 
 
Key Performance Areas: 
• Make and forward inputs on work improvements to the Chief Building Inspector. 
• Carry out mandatory inspections, i.e. foundation, drainage, roof, interim and final inspection required in terms of the National Building Regulations. 
• Carry out various inspections and spot checks in response to requests, queries and complaints from councillor, management, other departments, and members of the public. 
• Facilitate the enforcement of contraventions of the National Building Regulations and illegal building activities. 
• Maintain records of building inspection activities in the allocated region. 
• Refer complicated and difficult queries and plan inspections to the Chief Building Inspector. Liaise with internal and external stakeholders including the General Public, Professionals (e.g. Engineers, Architects and Developers), Council Department, Regional Offices, Municipal Owned Entities and Agencies and Provincial and Local Government. 
• Perform various ad-hoc duties delegated by the Chief Building Inspector from time to time. Compile and submit building statistics as and when required.

• Excellent verbal, written and communication skills.

Minimum Requirements: 
• Grade 12 plus a National Diploma in Civil Engineering, Structural Engineering; Architecture, Building Management, Building Science, Building Survey; Quantity Surveying or related Field is required at NQF level 6; 
• 3 – 4 years’ experience in the building environment with at least 2 years at supervisory level; 
• Knowledge of the local provincial and national political and legislative framework and dynamic; 
• Knowledge of public policy. 
• Knowledge of the City of Johannesburg Council rules and procedures; 
• Knowledge of Batho Pele philosophy, principal and intent (culture of Citizenship); 
• Planning Legislation; 
• Must have valid driver’s license. 
 
Primary Function:
Supervise and lead the examination and administration team in examining, scrutinizing, assessing, filling, registration and take decision on building plans in compliance with the Council service delivery commitments, the National Building Regulation as stipulated in the SABS 0400 Code of Practice, Council By-Laws, and other applicable legislation. 
 
Key Performance Areas: 
• Lead the planning and development of a comprehensive Building Development Management Strategy, Plan and System for the City; 
• Oversee the development and monitoring of Organisational and employee performance management systems to ensure achievement of performance targets within prescribed timelines; 
• Develop tighter uniformity and synergy between strategy and M&E reporting and support informed decision-making by the executive; 
• Lead stakeholder engagement and management. 
• Supervise the building plans examination, assessment and approval process; 
• Manage and coach staff in the performance Management unit to ensure that all staff meet the departments objectives in line with broader organisational objectives and requirements. 
• Manage and monitor assets and resource of the directorate. 
• Practice good governance and management of risk.

• 5 years experience in the field of town and regional planning of which 2 years should be at management level (management environment and supervision responsibility of staff.

Job Description:
The Manager of Land Use Management is responsible for the effective and efficient management of the allocation and assessment of town planning [development] applications submitted to land use Management and the provision of sound planning and land development advice in accordance with the approved council policies and guidelines and relevant Town planning legislation in operation [City of Johannesburg Municipal By-law and Land use Scheme], to ensure efficient management of the planning area responsibility for and related functions
