Minimum Requirements:
- N6 Qualified Electrician with trade test.
- Valid Code C1 Divers licence.
- 3 years' experience in the operation, maintenance and refurbishment of municipal electrical distribution network or a similar environment
Core Responsibilities:
- Supervise the street and area light section functions
- Effectively utilise resources allocated to the job to perform contracted work outputs and reporting on and escalating any shortfalls.
- Supervise and execute projects for the section
- Execute and implement operational governance and risk management processes in the context of organisational policy.
- Ensure effective implementation of Council Resolutions with regards to risk
- Give input to the preparation of relevant budgets for the section
- Ensure team adhere to specified standards, policies and SOPs to prevent and reduce wastage on financial resources and escalating associated risk
- Investigate and resolve Customer queries efficiently and effectively
- Maintain professional interaction and always ensure ethical dealings with stakeholders
- Coach and mentor employees to improve performance.

- Supervise and control technical, administrative and construction operation activities.
- Allocate work to subordinates and monitor the execution of tasks

- Supervise and execute projects for the section
- Provide material for works to be executed to the contractors or personnel
- Enforce Council policies on time keeping, safety and general conduct
- Execute and supervise standby duties to ensure NRS are adhered to
- Attend middle management and related meetings to ensure proper feedback
- Undertake ant other duties as appropriate within competence as required by senior engineer or any other authorised person
- Ensure effective implementation of Council resolutions with regard to risks and minimise issues of non-compliance.
- Provide professional advice and consulting services to relevant parties and deliver efficient and effective service delivery.

Purpose
The key purpose for this position is to ensure that resources are used effectively, efficiently and economically through effective strategic planning, directing and alignment of financial management framework and operational delivery
Key performance areas:
• Translate organisational strategy into operational objectives whilst ensuring delivery of functional strategies sport creation, arts and culture delivery and health and social development plans
• Effectively lead and management the Community Services
• Provide preventative and curative healthcare services in the City, e.g. primary healthcare, child and maternal healthcare as well as HIV/AIDS programmes
• Provide City social and development services throughout the City, including early childhood development and indigenous programmes
• Provide City and implement environment health services and programmes City-wide
• Ensure the integrity and effective administration of SRAC Management delivery processes
• Establish and maintain strategic internal and external relationships inclusive of customers, service providers and relevant legislative agencies and structure
• Provide overall direction in terms of programme management and implementation

Core Requirements:

• Registration with the Health Professions Council of South Africa is preferred or professional body for librarians (Library & Information Association of South Africa (LIASA)
• 10+ years' management experience in a service delivery environment, of which at least 5 years should have been at Senior Management level
• Strong management and understanding of healthcare management and clinical services
• Strong leadership, strategic planning and management skills
• Extensive experience in stakeholder relation management
• Advanced project and programme management skills
• Proven strategic, visionary acumen and drive
