SENIOR MANAGER: WATER SERVICES PROVISION
(KOMANI HEAD OFFICE)
[Task Grade 18 - Salary Scale R1, 036, 596.00 – R1, 345, 599.00 per annum plus benefits]
Total remuneration package R2, 096, 208.06 Per annum
(Subject to certain conditions)
Minimum Requirements:
- Grade 12
- BSc. in Civil Engineering / BSc in Water Quality Management or relevant qualification majoring with water at NQF level 6/7
- Class five (5) as a Process Controller
- At least 5-7 years relevant experience in Water Services environment of which 3 years must at a supervisory or managerial level
- Valid registration with relevant Professional body
- Code EB driving license
Key Responsibilities: (include but are not limited to)
- Identifies immediate, short- and medium-term objectives/ plans in respect of maintaining synergy between the outputs and outcome of the Water Services Provision Section and associated organizational functions
- Aligning systems and procedures to support administrative reporting and monitoring or developing guidelines to clarify operational and maintenance functional requirements
- Managing the process of developing water services sector plans, policies and procedures in consultation with management and in line with the institutional strategic objectives
- Formulates and manages the evaluation and review of the Water Services Provision's Operations and Maintenance Development Plan against critical deliverables as identified in the municipality’s Integrated Development Plan
- Plan and manage the refurbishment of existing water and sanitation schemes through the collection of relevant data and evaluation and managing duly appointed service providers
- Manages the professional, technical and operational outcomes associated with Water & Sanitation projects and contracts
- Managing the operational dimensions and resources and cost effectiveness of activities against operational plans and budgets.
WSP: AREA MANAGER
INTSIKA YETHU SATELLITE OFFICE
[Task Grade 15: Salary Scale R660, 546.00 – R857, 444.00 per annum]
Total remuneration package – R 1, 144, 685.88 per annum subject to certain conditions
MINIMUM REQUIREMENTS:
- Grade 12
- ND in Civil Engineering, ND in Chemistry, Built Environment, or an equivalent qualification at NQF level 6/7
- Valid Professional Registration with ECSA, WISA and Natural Scientists
- 5-7 years relevant technical experience of which 3 years must be at a supervisory or Managerial level.
- Valid Driver’s Licence
KEY RESPONSIBILITIES (INCLUDE BUT ARE NOT LIMITED TO):
- Identifies with the immediate, short and long-term objectives or plans in respect of maintaining synergy between output of water services provision section and associated organizational functions.
- Prepares capital and operations estimates and control expenditure against approved allocated budget.
- Formulate and manages the evaluation and reviews of water Services Development plan against critical deliverables as identified in the Municipal IDP.
- Analyses and evaluate scoping, awards and deliverable phases or project associated of water and sanitation services to local communities.
LEGAL SERVICES OFFICER
(KOMANI HEAD OFFICE)
[Task Grade 13 - Salary Scale R508, 878.00 – R660, 546.00 per annum plus benefits]
Minimum Requirements:
- Matric
- B. Proc or Bachelor of Laws at NQF level 7
- Certification of admission as an attorney or an advocate of High Court
- At least 3-5 years relevant experience in legal services
- Valid driver’s license
Key Responsibilities: (include but are not limited to)
- Co-ordinates and facilitates all sequences associated with legal services governance
- Gives inputs into strategies and policies associated with litigation management and plans in line with the objectives of the institution
- Analyses, plans and advises in the development of policies and by-laws that mitigate the risks of the municipality and submit to the immediate superior
- Analyses and advise council structures on governance, and guides functionaries in the implementation of the decisions taken to ensure that they are implemented in compliance with the Law
- Certifies contracts and other documents, and provide advice on the legality thereof
- Considers constitutional, commercial and common law rights of customers and third parties while considering the implications of protected disclosures
- Advises in the process relating to the implementation of the risk mitigation measures
- Provide legal advice to all committees including those that relate to governance and procurement.

PROJECT MANAGEMENT TECHNICIAN: PMU X2

MINIMUM REQUIREMENTS:
- Grade 12,
- National Diploma in Civil Engineering or Bachelor of Technology in Civil Engineering or an equivalent qualification at NQF Level 6/7
- Valid Professional Registration with ECSA, WISA and Natural Scientist
- 3-5 years’ relevant experience in project Management
- Valid Driver’s License
- Valid registration with professional engineering council of SA (ECSA)
KEY RESPONSIBILITIES (INCLUDE BUT ARE NOT LIMITED TO):
- Interacting with the communities and identifying the needs for project planning.
- Monitor inspections to establish projects statues and inspect work progress against agreed standards.
- Report on completed projects and facilitate the hand-over.
- Coordinates and controls activities associated with controlling personnel performance, productivity and discipline.
- Monitor contract performance standards and execute specific corrective measures to address deviations.

WATER QUALITY TECHNICIAN X2

[Task Grade 12: Salary Scale: R451, 968.00 – R586, 680.00 per annum plus benefits]
MINIMUM REQUIREMENTS:
- Matric
- National Diploma / BSc Analytical Chemistry/ Microbiology/ Biotechnology/ Chemical Engineering /Environmental Management majoring in Chemistry or relevant qualification equivalent to NQF level 6/7
- 3-5 years’ relevant experience in Water Quality Management
- Valid Driver’s Licence
- Computer literacy
- Class 3 process controller certificate issued by the Department of Water Affairs or laboratory experience processes will be an added advantage.
MINIMUM REQUIREMENTS:
- Understanding of operations quality control systems and the nature of water and wastewater treatment works
- Knowledge of legislation pertaining to local government and water services sector Understands the Blue and Green Drop requirement for the management of drinking water quality and final effluent standards
- Good interpersonal, verbal and written communication skills
KEY RESPONSIBILITIES: (INCLUDE BUT ARE NOT LIMITED TO)
- Manage the drinking water quality of the entire municipality from source to end user (tap)
- Advise on the optimization of treatment plants and water treatment chemicals
- Ensure compliance with the specific water and wastewater treatment works minimum standards as issued by DWA.
- Ensure that the quality of drinking water quality meets the minimum SANS 241 requirements
- Ensure that the wastewater discharge effluent meets the SANS 241 requirements
- Ensure water quality reports are submitted to the relevant units and DWA on monthly basis
- Liaise with all CHDM internal and external stakeholders in the event of water quality failures
- Responsible for compiling and implementing Water Safety Plan
- Responsible for compiling and the implementation of the Wastewater Risk Abatement Plans.
- Interact with community members on water and sanitation issues and take measures to address problem.
- Coordinates and controls activities associated with controlling personnel performance, productivity and discipline.
- Performs administrative and reporting requirements.
ADVERTISEMENT FOR PERFORMANCE AND AUDIT COMMITTEE MEMBERS
Council is required to constitute an audit committee in order to comply with the provisions of section 166 of the Municipal Finance Management Act, 2003.
Applications are hereby invited from suitably qualified candidates to apply to be appointed as members of the Chris Hani District Municipality Performance and Audit Committee.
Term of Office and Remuneration
The term of office of appointed candidates will be three (3) years. Persons appointed to the Audit Committee / Performance Audit Committee will be remunerated at Council approved rate in compliance with any statutory regulations governing such payment for services rendered.
Requirements
- Grade 12
- Degree or Postgraduate degree in Accounting, Auditing, Risk Management, Legal, Engineering, Information Technology and other related at NQF level 7/8
- Proven experience in the field of Accounting, Auditing, Risk Management, Legal, Engineering, Information Technology or any other related discipline.
- Proven affiliation to a relevant professional body, i.e. Accounting, Auditing, Legal, Engineering, Risk Management, etc.
Key Competencies and Functions
The members of the Audit Committee / Performance Audit Committee should at least meet the following competency requirements: -
- Have the necessary leadership and personal qualities with the ability to lead and participate in the discussions. Possess the following qualities – Independency, Integrity, willingness to dedicate time and energy, good communication skills, analytical reasoning abilities, objectivity.
- Have a good understanding of the Committee position in the governance structure.
- Have the ability to conduct the Audit Committee affairs efficiently and effectively.
- Have a sound knowledge of issues affecting Local Government, expertise/skills and experience in the following fields as an added advantage:
- Financial and Management Accounting
- Performance Management
- Human Resource Management and Labour Relations
- Auditing
- Legal
- Project Management
- Corporate Governance
- Risk Management
- Internal controls, and
- Knowledge of municipal legislations
Be able to advise the Council, Municipal Manager and Management staff on the following matters:
▪ Internal financial control and internal audits.
▪ Risk management.
▪ Accounting policies.
▪ Adequacy, reliability and accuracy of financial reporting and information.
▪ Performance management and evaluation.
▪ Effective governance.
▪ Statutory compliance
▪ Any other issues referred to it by the Municipality.
▪ Review the Annual Financial Statements
▪ Performance evaluation
▪ Respond to the Council on any issues raised by the Auditor General
▪ Carry out any investigations into the financial affairs of the Municipality as the council may request.
