Chris Hani District Municipality is a Category C Municipality comprising of six (6) local municipalities, Vuyisile Mini LM, Inxuba Yethemba LM, Emalahleni LM, Enoch Mgijima LM, DR AB Xuma LM and Sakhisizwe LM, situated in the Northern Eastern Part of the Eastern Cape Province. The Municipality is looking for the services of a committed, suitably qualified, experienced and highly motivated individual to fill the following position. 

 

DIRECTOR: HEALTH & COMMUNITY SERVICES 

Duration: Permanent Basis 

(In Line with the Municipal Systems Act as amended) 

Remuneration: All Inclusive Remuneration Package in line with the provisions of government gazette number 54505 dated the 14th April 2026, on the upper limits of total remuneration packages payable to the Municipal Manager and Managers Directly Accountable to the Municipal Manager. 

 

Minimum Requirements: 

·       Matric

·       A relevant Bachelor’s or BTech Degree in Environmental Health or relevant qualification at NQF Level 7 

·       A post graduate qualification in the above fields will be an added advantage. 

·       A minimum of Five (5) to seven (7) years relevant experience of which five (5) years to be at senior management level. 

·       Valid driver’s licence 

·       Valid registration with the Health Professional Council of South Africa (HPCSA) or registration in a relevant Professional body (Proof of paid registration) 

·       Attainment of required minimum competencies for Chief Financial Officers in terms of Government Gazette No. 29967 on Minimum Competencies will be added advantage.

Key Responsibilities: (include but are not limited to) 

·       Direct the overall development and implementation of key strategies to ensure effective functionality of the Directorate 

·       Plans and directs the key performance areas and results indicators associated with the provisions of an efficient Municipal Health Services and Environmental Management Service in the District (Including Air Quality Monitoring and Renewable Energy) 

·       Provide Strategic direction on institutional Disaster Management and Fire Services Functionality within the District. 

·       Provide Support to local municipalities in areas of the Directorate 

·       Manages and ensure co-ordination and implementation of departmental programmes in line with the IDP and budget 

·       Leading and directing the implementation of Council Resolutions of the Directorate 

·       Execute any function delegated by the Municipal Manager.

WSP: AREA MANAGER X2 

(INKWANCA & EMALAHLENI SATELLITE OFFICE) 

[Task Grade 15: Salary Scale R660, 546.00 – R857, 444.00 per annum] 

Total remuneration package – R 1, 144, 685.88 per annum subject to certain conditions

 

MINIMUM REQUIREMENTS: 

·       Matric / Grade 12 

·       ND in Civil Engineering, ND in Chemistry, Built Environment, or an equivalent qualification at NQF level 6/7 

·       Valid Professional Registration with ECSA, WISA and Natural Scientists 

·       5-7 years relevant technical experience of which 3 years must be at a supervisory or Managerial level. 

·       Valid Driver’s Licence 

 

KEY RESPONSIBILITIES (INCLUDE BUT ARE NOT LIMITED TO): 

·       Identifies with the immediate, short and long-term objectives or plans in respect of maintaining synergy between output of water services provision section and associated organizational functions. 

·       Prepares capital and operations estimates and control expenditure against approved allocated budget. 

·       Formulate and manages the evaluation and reviews of water Services Development plan against critical deliverables as identified in the Municipal IDP. 

·       Analyses and evaluate scoping, awards and deliverable phases or project associated of water and sanitation services to local communities. 

 

 

 

 

WATER QUALITY TECHNICIAN X2 

(KOMANI HEAD OFFICE & EMALAHLENI) 

[Task Grade 12: Salary Scale: R451, 968.00 – R586, 680.00 per annum plus benefits] 

 

MINIMUM REQUIREMENTS: 

Matric / Grade 12 

National Diploma / BSc Analytical Chemistry/ Microbiology/ Biotechnology/ Chemical Engineering /Environmental Management majoring in Chemistry or relevant qualification equivalent to NQF level 6/7 

3-5 years’ relevant experience in Water Quality Management 

Valid registration with professional engineering Council of SA (ECSA) (Proof of paid-up registration) 

Valid Driver’s Licence 

Class 3 process controller certificate issued by the Department of Water Affairs or laboratory experience processes will be an added advantage. 

 

MINIMUM REQUIREMENTS: 

Understanding of operations quality control systems and the nature of water and wastewater treatment works 

Knowledge of legislation pertaining to local government and water services sector Understands the Blue and Green Drop requirement for the management of drinking water quality and final effluent standards 

Good interpersonal, verbal and written communication skills 

 

KEY RESPONSIBILITIES: (INCLUDE BUT ARE NOT LIMITED TO) 

Manage the drinking water quality of the entire municipality from source to end user (tap) 

Advise on the optimization of treatment plants and water treatment chemicals 

Ensure compliance with the specific water and wastewater treatment works minimum standards as issued by DWA. 

Ensure that the quality of drinking water quality meets the minimum SANS 241 requirements 

Ensure that the wastewater discharge effluent meets the SANS 241 requirements 

Ensure water quality reports are submitted to the relevant units and DWA on monthly basis 

Liaise with all CHDM internal and external stakeholders in the event of water quality failures 

Responsible for compiling and implementing Water Safety Plan 

Responsible for compiling and the implementation of the Wastewater Risk Abatement Plans. 

Interact with community members on water and sanitation issues and take measures to address problem. 

Coordinates and controls activities associated with controlling personnel performance, productivity and discipline. 

Performs administrative and reporting requirements. 

 

CIVIL ENGINEERING TECHNICIAN X2 

(Komani & Inxuba Yethemba) 

[Task Grade 12: Salary Scale: R451, 968.00 – R586, 680.00] per annum plus benefits 

 

Minimum requirements: 

·       Matric / Grade 12 

·       National Diploma: Civil Engineering or Bsc. Degree in Civil Engineering at 

·       NQF level 6. 

·       At least 3 - 5 years’ relevant experience 

·       Valid registration with professional engineering Council of SA (ECSA) (Proof of paid-up registration) 

·       Valid Driver’s Licence 

 

Key Performance Areas (including but not limited to): 

·       Inspect main lines ascertain leaks/blockages and all plants and water sources. to monitor technical functionality. 

·       Compiling reports with respect to plant and system performance. 

·       Reporting and implementing guidelines on specific deviations in plant and system operations and implementing adjustments. 

·       Check bulk meters and maintain register. 

·       Trouble shooting and problem-solving water plant breakdowns, deviations and disruption in services. 

·       Controlling routine maintenance activities, monitoring application and progress against deadlines of internal/ external maintenance teams. 

·       Monitoring and correcting sequences pertaining to the identification, inspection, isolation and repair to water system and control components, pipelines, etc. 

·       Investigate causes of drop of water pressure and ensure remedial action is carried out. 

·       Interact with community members on water and sanitation issues and take measures to address problems. 

·       Coordinates and controls activities associated with controlling personnel performance, productivity and discipline. 

·       Performs administrative and reporting requirements.
