NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. The Energy Regulator wishes to recruit personnel with appropriate competencies in the following area: 
 
Chief Information Officer 
Department: Information and Communication Technology (ICT) 
Salary package: R908 541.00– R1 402 317.00 per annum (CTC) (negotiable)

Requirements: * Master’s Degree in Information Technology or Computer Science or Information Systems * Minimum of ten (10) years’ in information and communication technology managerial experience of which five (5) years should be at senior management level. 
Experience gained in regulatory environment and or energy industry will be an added advantage * Practical knowledge of the DPSA CGICT framework and related legislative prescripts * In-depth knowledge and understanding of the ICT environment * Knowledge and understanding of applicable legislations, regulations and standards i.e. PFMA, POPI, PAIA, ECT Act, ISO and policy requirements that drives the ICT sphere * Understanding and knowledge of corporate governance principles and legislation including but not limited to Companies Act and the King IV Report * Knowledge and understanding of ICT Infrastructure management including disaster recovery planning.

Purpose: Reporting to the Chief Executive Officer, the Chief Information Officer role will provide vision and strategic leadership for developing and implementing information technology initiatives within NERSA and provide technical ICT Skills to the CEO, the Energy Regulator members and the organisation as a whole.

 
Key responsibilities: The successful incumbent will: * Manage and deliver a strategic direction to the Information Communication and Technology Department: Develop a clear understanding of the NERSA’s mandate and strategy and provide input based on a review of issues, trends and best practices in the market * Obtain strategic direction from the CEO, Executive Committee (EXCO), Information Technology and Governance Committee (ITGC) and Energy Regulator to support the formulation of the NERSA Information and Technology strategy, plan and budget * Provide strategic leadership, support and advice to the organisation regarding information and technology communication technology systems * Develop Information and Technology Strategy and oversee the development of Operational Plans aligned to the NERSA strategy * Lead the ICT Department and ensure that the ICT Strategy and Plans support NERSA’s business strategies * Oversee the development and implementation of an effective Risk Management Strategy for ICT * Identify opportunities for the appropriate and cost-effective investment in ICT systems and resources * Align the NERSA’s information technology (as enabler) strategy with the organisational strategic direction, management plans and the business processes * Develop information technology enabler policies, procedures and guidelines and strategies, in line with relevant acts, regulations, standards, norms, guidelines, best practices and procedures * Provide the required strategic leadership on compliance oversight * Study global and local trends in energy, economics, governance, technology and human resources practices to identify opportunities and risks to NERSA * Discuss with the CEO, Information Technology and Governance Committee members and the Energy Regulator opportunities and risks and provide advice with regard to future direction * Direct the activities of Information Management functions: Identify trends and available new products and services and engage in discussion about integrating and adopting these into NERSA Information and Communication Technology Department’s operational plans * Identify initiatives, processes, structures and technology that address the requirements of the operational plans * Obtain input from team members and relevant stakeholders to ensure all aspects are considered in the development of the plans and scorecards * Manage and monitor strategy implementation and adjust or amend as trends change or possible threats emerge * Develop set performance measurement mechanisms and ensure the implementation of these through the operational plans * Monitor progress to ensure successful implementation of plans and achievement of targets * Continuously investigate issues and recommend the best solutions within these Units -Institute relevant reporting processes and ensure compliance to these * Stay abreast and interpret relevant legislation, implement and communicate relevant changes timeously * Oversee the implementation of various initiatives and projects within these Units in the Division that are required to drive the broader organisational vision and strategy * Ensure that all NERSA database systems are maintained properly * Ensure the existence of relevant data security and recovery control processes and systems -Set up process to ensure adherence to the Protection of Information Act, Protection of Personal Information Act (POPI),Promotion of Access to Information Act (PAIA) and DPSA-Corporate Governance of Information Communication Technology Policy Framework (CGICTPF) * Management acquisition of information systems: Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations * Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems * Evaluate and approve procurement of new hardware and software to meet organisational needs * Ensure that a proper register for the organisational Hardware and software is maintained - Review and approve vendor proposals and contracts * Ensure continuous delivery of ICT services through oversight of service level agreements with end users and monitoring of ICT systems performance * Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale * Define and communicate corporate plans, policies, and standards for the organization for acquiring, implementing, and operating ICT systems * Manage information system security and risk: Oversee the performance of security audits * Ensure the implementation of security intrusions, detection systems and procedures * Oversee implementation of disaster recovery and support systems * Develop ICT security policy and systems access controls and procedures for firewalls and internet protocol * Keep up with web threats, viruses and hacker activity * Ensure compliance to ICT standard regulations and processes to mitigate risk * Build and maintain relevant stakeholder relationships: Lead Information Technology and Governance Committee and represent ICT on other Committees and Sub-committees * Engage in strategic relationships with relevant stakeholders to serve the interest of the business units * Facilitate and maintain effective stakeholder and business relationships through appropriate relationship building, networking and reporting activities * Identify stakeholders, collaborators and business partners, synergistic to projects and programmes, to support the execution of the Information and Communication Technology Operational Plan * Represent the organisation to stakeholders, associates and partners and maintain professional, effective and amicable relationships to ensure that NERSA’s interests are upheld * Continuously manage and position the Information and Communication Technology Department to ensure alignment with stakeholder needs and build its position and credibility in the organisation and the market * Manage stakeholder expectations by maintaining appropriate communication channels, providing best practice specialist input and ensuring satisfaction with service delivery * Conduct meetings with stakeholders and service providers when required * Liaise on a regular basis with all third parties and ensure that business relationships are maintained * Promote open communication between the different manufacturers, suppliers, service providers and employees to ensure that problems are addressed timeously and effectively * Maintain and ensure compliance with contracts entered into with external stakeholders for provision of ICT services * Develop a budget and manage compliance with the annual budget: Develop and implement revenue management initiatives contributing to the overall NERSA financial sustainability * Sound planning and forecasting of capital expenditure within area of responsibility * Provide leadership in respect of financial management as per the PFMA and any other relevant policy * Compile budget inputs in accordance with policies, procedures and legal requirements * Manage costs against approved budget * Constantly monitor the areas within NERSA Information and Manage and check that payments are made to suppliers within set requirements * Perform relevant people management functions within the allocated sections: Keep abreast of Human Capital policies and procedures and ensure that the Managers manage their teams in accordance with this * Create an ongoing awareness within the team to enhance Human Capital compliance * Ensure staff attendance is monitored in terms of overtime, punctuality and sick leave and take appropriate action where required * Champion the NERSA culture and values through empowered leadership and active culture custodianship * Select, develop and manage talent within the department to support the achievement of business objectives * Hold daily, weekly or monthly meetings with individuals and teams * Provide support or guidance and input to the Manager’s in order to deal with problems on a daily basis * Ensure ICT staff members enters into performance contracts and are assessed in line with performance assessment and manage non-compliance with NERSA Human Capital policies and procedures * Ensure that all change management issues are dealt with properly.
