GROUP OD MANAGER 
CEF SOC 
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter. 
 
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
  • At least 10 years’ experience in organizational design/ development environment, including 3-5 years at a managerial level. 
  • Matric (NQF Level 4) and bachelor’s degree/BTech Degree (NQF level 7) 
  • Honours / BTech Degree (NQF Level 8) or post graduate diploma (NQF Level 8) as an added advantage. 
 
DESIRED ADDITIONAL SKILLS/ COMPETENCIES 
  • Knowledge of OD processes 
  • Understanding of relevant legislation, policies and procedures 
  • Good exposure to OD 
  • Critical skills: Presentation skills, report writing, attention to detail, interpersonal skills. 
 
KEY PERFORMANCE INDICATORS 
Policies and Procedures 
  • Develop, obtain approval for and implement OD related policies and procedures to ensure that the objectives (in line with relevant legislation) are achieved. 
  • Develop and review policies against best practices and legislative requirements and amend where necessary. 
  • Communicate applicable policies and procedures to the relevant stakeholders. 
  • Provide guidance and clarity on the interpretation of OD policies, procedures and processes. 
  • Monitor the adherence to policies and recommend corrective action where needed. 
  • Contribute to the development of an HR strategy, compile an implementation plan and monitor the implementation of the strategy. 
 
Organisational Design and Development 
  • Collaborate with business to establish and maintain organisational structures. 
  • Continually evaluate structure in terms of effectiveness and functionality and propose relevant changes for further approval. 
  • Initiate organisational change interventions to address challenges. 
  • Investigate organisational performance challenges and make recommendations for improvement.
  • Amend structures as per Board/Exco resolutions. 
  • Conduct job analysis to ascertain functions performed. 
  • Propose a job profiling format, train and guide staff and line managers on job description writing and review written job descriptions. 
  • Keep a repository of job descriptions. 
  • Coordinate the job evaluation process and manage service provider (where needed). 
 
OD Interventions 
  • Identify training needs and gaps and investigate or develop appropriate interventions. 
  • Identify and recommend relevant programmes for employees to improve their competency levels. 
 
Change Management 
  • Apply a structured methodology and lead change management activities. 
  • Conduct impact analyses, assess change readiness, and identify key stakeholders. 
  • Provide input, document requirements, and support the design and delivery of training programs. 
  • Define and measure success metrics and monitor change progress. 
  • Enable the design, development, delivery and management of key communications. 
  • Support change management at the organizational level. 
  • Manage the change portfolio 
 
Integrated Talent Management 
  • Manage and coordinate the development and design of career-paths of employees in order to assist them to reach their career goals. 
  • Provide communication vehicles to advise employees on career-paths. 
  • Ensure that courses relevant to their careers are identified. 
  • Manage the allocation of bursaries in line with career needs. 
 
Performance Management 
  • Manage the provision and co-ordination of education, training and development programmes to ensure that CEF Group of Companies’ employees are provided with relevant, accredited and effective programmes/courses. 
  • Provide relevant and up-to-date Induction and Orientation programmes for newly appointed employees. 
  • Coordinate relevant programmes provided by external training providers. 
  • Update competencies required and plan training/developmental interventions appropriately. 
  • Manage the quality assurance system of the interventions as per the appropriate SETA’s quality assurance requirements. 
  • Provide relevant and accredited courses/programmes. 
  • Oversee the compilation and maintenance of an external training providers database. 
  • Source and coordinate all CEF GROUP OF COMPANIES’s external training and manage the agreements with service providers. 
  • Maintain statistics regarding to training and update report accordingly. 
 
People Management 
  • Establish and clearly define a structured departmental structure with emphasis on key functions required for the department to deliver on its mandate effectively. 
  • Manage the timeous recruitment of relevant staff members. 
  • Delegate to and effectively manage the departmental team. 
  • Ensure that all diversity targets of the department are met. 
  • Develop a culture of learning to deliver on the CEF mandate. 
  • Ensure a safe and healthy working environment for all staff members. 
 
Stakeholder Relations 
  • Communicate with all departments and other stakeholders on their needs and resolve and respond to their queries. 
  • Attend meetings and project manage relevant projects. 
  • Interact with relevant service providers and other bodies where required.
