CHIEF EXECUTIVE OFFICER, PETROSA (5 YEAR CONTRACT) 
 
The Petroleum Oil and Gas Corporation of South Africa (SOC) Limited (PetroSA) is the national oil company of South Africa and is registered as a commercial entity under South African law. PetroSA is a subsidiary of the Central Energy Fund (CEF), which is wholly owned by the State and reports to the Department of Mineral Resources and Energy. The company holds a portfolio of assets that spans the petroleum value chain, with all operations run according to world-class safety and environmental standards. 
 
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
• Bachelor’s degree in Commerce/ Engineering and/ or Law at NQF level 7. 
• Experience in turning around entities/ institutions 
• A Masters will be an added advantage 
• 15 years’ relevant experience of which 5 years must be at senior/ executive management level 
• Experience in the energy/ oil & gas sectors will serve as an added advantage.
 
KEY PERFORMANCE AREAS 
• Provide Strategic direction and leadership to the PetroSA 
• Develop and implement Strategic interventions aimed at ensuring that PetroSA is sustainable as per its Vision outlined in various documents 
• Promote the Company’s Vision, Mission and Values founded on the desire to be a High Performance Organisation that relies on its dynamic Employee Value Proposition that attracts, develops and retains highly skilled employees 
• Develop Frameworks and strategies for the development of the next generation of leaders for the whole Company 
• Transform PetroSA into a strategically aligned Company that is innovative, commercially viable, self-funding and yet delivers on its legislative mandate 
• Develop PetroSA into the Number one oil Company in Africa that is commercially viable and profitable 
• Support the Shareholder in preparation for and aligning with the long term objectives of the Merger 
• Support the Shareholder in delivering on the optimum Oil mix that will ensure energy security of supply for South Africa, SADC and the African Sub Saharan Region 
• Develop and implement frameworks, structures and Processes that ensure Good Governance, Effective Risk Management and Compliance with government’s policy, regulatory guidelines, directives and applicable legislation 
• Ensure effective Stakeholder Management at all levels including with the Shareholder, the PetroSA Board, Subsidiary Boards and EXCOs, the Portfolio Committee, Employees, Communities and all social partners 
• Develop a strong Company structure that ensures effective Oversight, Control, Collaboration and Accountability 
• Perform other duties as the Board may direct from time to time

DEPARTMENTAL ADMINISTRATOR 
CEF SOC 
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter. 
 
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
• Minimum 5 – 6 years of which 3 years must have/be performing similar function 
• Matric (NQF Level 4) and National Diploma (NQF Level 6) or Bachelor’s degree (NQF Level 7) as essential. 
• Honours / BTech Degree (NQF Level 8) or post graduate diploma (NQF Level 8) as an added advantage.

KEY PERFORMANCE INDICATORS 
Executive & Team Support 
• Act as primary gatekeeper of the executive offices by screening and prioritising mail and phone calls, researching and writing memos managing key appointments with other stakeholders. 
• Provide daily administrative activities support to the business units by managing multiple requests and offering administrative advice when needed. 
• Act as a support liaison, and facilitator in managing administrative support responsibilities for the business units 
• Facilitating and coordination of communications and administrative procedures across the team in relation to projects 
• Maintain team calendars and meeting agendas, prepare materials used in presentations and make travel arrangements where required. 
• Facilitating and coordination of communications and administrative procedures across the team. 
• Coordinating conference/meeting room set-up, ordering catering, and making logistical arrangements. 
• Providing back up assistance to other administrative support team members as needed. 
• Provide support to the Project Administrator on various projects and coordination when requested 
 
Provide Liaison function between the Executive and external stakeholders 
• Act as a liaison, creative problem solver, and facilitator in managing support responsibilities. 
• Facilitating and coordination of communications and administrative procedures across the team. 
• Coordinating conference/meeting room set-up, ordering catering, and making logistical arrangements. 
• Providing back up assistance to other administrative support team members as needed. 
 
Events Coordination and Logistical support 
• Co-ordinate travel and accommodation requirements 
• Provide administrative support to all events run by the supported business units 
• Complete a wide range of activities requiring clear communication, excellent organisational skills and attention to detail with regards to events 
• Capture requisitions on e-work flow 
 
Ensure that all administrative functions are efficiently carried out 
• Type letters, memoranda, reports and presentations on behalf of the Executives and various team members. These will include compiling Excel spreadsheet, PowerPoint presentation and Project Plans 
• Develop and maintain an accurate record of papers and electronic correspondence on behalf of the executives 
• Keep record room filing orderly and retrieve files as when required & ensure that stationery is available at all times 
 
Financial Reporting 
• Track and submit time and expense reports and perform support project-oriented activities. 
• Process various documents on behalf of the Executives as part of the procurement process 
 
Research
• Utilize the Internet to gather information to make informed decisions, support initiatives and find solutions on behalf of the Executives and other departmental initiatives. This may include keeping abreast of departmental related portals

NEW MARKETS / TECHNOLOGY PROJECTS MANAGER

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
• Minimum 10 years relevant experience of which 3 years must be at Managerial experience. 
• Matric (NQF Level 4) 
• Bachelor’s degree /BTech Degree/Honours Degree (NQF Level 8) 
• Master’s Degree (NQF Level 9) in the relevant field as an added advantage.

KEY PERFORMANCE INDICATORS 
Policy and Regulation Development 
• Analyse the policy framework of the country in the shaping of the energy industry in the long term (5 to 10 years) 
• Continuously monitor the policy environment through the analysis of documentation and engagement with key stakeholders at the Department of Minerals Resources and Energy (DMRE) and in the Energy Industry 
• Liaise with key stakeholders at CEF to obtain input into the development of new policies and regulations. 
• Report on the identification of market failures or new sub sectors that are ready for development to the GM: Energy Projects Division 
• Projects and the DMRE and make recommendations on how to rectify market failures or capture new sub sectors in respect of new policies and regulation development. 
• Provide support to the DMRE in the development of policies and regulations and provide the necessary input. 
 
Policy and Regulation Implementation 
• Identify and recommend the role of the CEF in enabling the policies and regulations developed. 
• Indicate the policy direction to key CEF stakeholders for the preparation of opportunities aligned to the policies and regulations developed. 
• Provide input into the departmental strategy on the possible market disruptions and the new markets emerging and prepare a planning documentation to identify new technologies for investment and new projects. 
 
Project Management 
✓ Determine the budget allocation and manage throughout the project to ensure expenses do not exceed budget. 
✓ Identify resources or skills that are required to implement the project and outsource where necessary. 
✓ Prepare a project implementation plan / framework incorporating project scope, time frames, deliverables, budget, and resources and submit to the GM for approval. 
✓ Coordinate educational programmes, such as workshops or training sessions. 
✓ Attend to project overruns to ensure that project delivery is met at all times.
✓ Monitor the outsourced resources to ensure project delivery is not impacted negatively. 
✓ Monitor the progress of the project and attend to any project deviations to manage scope changes. 
✓ Manage the sign-off and closure of the project and conduct post project reviews. 
✓ Prepare project report and submit to the key stakeholders. 
 
Manage projects in accordance with generally accepted project planning methodology and within the allocated time frame 
 
Stakeholder Relationship Management 
• Maintain relationships with the DMRE in the development of policies and regulations and the implementation of directives. 
• Maintain relationships across the Energy Industry, inclusive of but not limited to: 
✓ liquid fuel sector 
✓ electricity supply sector (including independent power suppliers) 
✓ project developers 
✓ big energy users 
✓ communities and the public (during projects) 
• Source information through internal stakeholders for policy development and implementation of directives and obtain initial buy-in and understanding at the relevant subsidiaries. 
• Liaise with project managers in the implementation of approved projects
