COMMUNITY & STAKEHOLDER OFFICER 
CEF SOC 
 
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter. 
 
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
• 5 – 6 years relevant experience of in corporate communications, corporate social investment and/or stakeholder management of which 3 years should be in a similar function with proven experience in report-writing and high-level presentations. 
• Bachelor’s degree at NQF Level 7 or National Diploma at NQF level 6 and/or equivalent qualification in Corporate Communications Management or related. 
• Honours / BTech Degree (NQF Level 8) or post graduate diploma (NQF Level 8) as an added advantage. 
 
DESIRED ADDITIONAL SKILLS/ COMPETENCIES 
• Computer literacy and experience using MS Office Suite / Project 
• Sound knowledge of contractual risk management (identification, management and mitigation will also be beneficial 
• Knowledge of legislation, regulations, policies, processes and processes impacting on organisation (e.g. PFMA) 
• Excellent communication – problem-solving, decision-making and report-writing skills 
• Determined and resilient

KEY PERFORMANCE INDICATORS 
Financial Perspective 
• Provide input into and manage budget allocated for the specific expenditure on stakeholder coordination activities and initiatives. 
• Adopt an efficient, cost-effective, approach in stakeholder coordination and development processes using practical skills and past experience and drawing on appropriate stakeholder and communication guidelines. 
• Develop budgets and schedules to conform with stakeholder project requirements.
• Report on budget though meaningful variance reporting 
• Initiate cost control through monitoring expenditure vs actual purchase orders 
• Prevent unauthorized irregular and wasteful expenditure relating to project activities. 
 
Stakeholder Management Perspective 
• Contribute to the development and implementation of meaningful strategies to engage and communicate with key stakeholders and constituencies for CEF projects. 
• Provide value-added inputs into stakeholder management and engagement skills practices and methodologies by incorporating stakeholder engagement best practice into internal stakeholder policy frameworks and manuals. 
• Coordinate related events and assist with negotiations with venue and logistics providers, ensuring event venues, catering, equipment, signage, and decor meet quality and brand expectations. 
• Influence effective community engagement programme design and delivery by researching and identifying the specific issues, needs and interests of target audiences through timely and relevant consultation mechanisms. 
• Monitor, evaluate and review stakeholder and constituency engagement projects providing ideas and compelling proposals for continuous improvement and effectiveness. 
• Assist with the implementation and delivery of stakeholder engagement, including meetings programmes, responding to relevant consultations, stakeholder mapping, and support for senior business managers in engaging communities / constituencies within the region. 
• Support project teams to mitigate any risks associated with the implementation of projects and community engagement initiatives across the energy value chain.
• Ensure community and stakeholder engagement initiatives are effectively targeted, engaging, and foster community engagement, while working within tight decision time frames, where tasks may involve politically, commercially, and culturally sensitive issues to meet broader organisational objectives. 
• Maintain and build relationships with key stakeholders across a range of constituencies and interest groups to build sustainable relationships to ensure a consistent and sustainable approach to stakeholder engagement. 
• Develop and regularly update the CEF Group stakeholder data base so that it can be used as a resource for stakeholder mapping, positioning and tactics. 
 
Internal Business Process Perspective – Corporate Social Investment (CSI) 
• Position CSI as a vehicle to make a positive, sustainable, and measurable impact in targeted disadvantaged communities through development project investments to improve the quality of life in these settings. 
• Assist in positioning CEF as a contributor to the development of disadvantaged communities in the social, economic, and environmental spheres for the sustainability and long-term growth of the country. 
• Build and improve relationships with the company’s existing and potential stakeholders through mutually beneficial partnerships. 
• Enhance the company’s reputation as a caring and compassionate corporate citizen through needs-driven community development projects in support of the organisation’s CSI philosophy. 
• Deploy CSI programmes to attract and retain qualified, socially responsible staff to the company through, for example, active career marketing in the energy sector. 
• Measure the success or progress of CSI projects by undertaking systematic reviews of project activities and outcomes, and associated budget allocations to determine the benefit to both CEF and the beneficiaries. 
• Ensure that project evaluations are carried out as required (quarterly), and evaluation methods include project beneficiary reporting, on-site visits, collection of relevant statistics and formal research. 
• Compile quarterly CSI reports and submit the same as appropriate (Audit Committee, Board) for culmination in annual CSI report. 
• Assist in project audit processes at the completion of each project to gauge the success of the project, its impact and long-term sustainability by making critical, value-added, inputs drawing on professional and organisational knowledge and skills.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
• Minimum 15 years’ relevant experience in the field of which 5 years must be at Senior Managerial Level
• Matric (NQF Level 4) and Bachelor of Laws (LLB)
• Admitted Attorney
• Masters (LLM)/ MBA/ MBL/ PhD in the relevant field as an added advantage
• CIS registered and Executive Development Programme as an added advantage

KEY PERFORMANCE INDICATORS
Manage Board and Sub Committee Administration
• Oversee the timeous distribution of Board and Sub Committee Packs prior to the scheduled meeting
• Review committee minutes and monitor the timeous distribution to committee members.
• Liaise with management to source information and / or action items to ensure sound information flow within the Board and Sub Committees
• Follow up on matters arising from committees and guide Sub Committees on protocols required prior to submissions sent through to the Board
• Ensure minutes of meetings and resolutions are permanently affixed in the Company’s Minute Book and duly signed and dated by the Chairpersons of the respective meetings
• Ensure all attendance registers and declaration of interests are signed by participants at all Board and Sub Committee meetings
• Distribute the Annual Financial Statement to Directors
• Submit annual returns to the authorities
• Oversee the coordination of logistical arrangements for members to attend committee meetings i.e. travel arrangements and catering
• Ensure that records are up to date and readily available at all times
• Lodge the Company and Directors’ registration information with the Registrar of
Companies and keep updated within the prescribed timeframes
• Maintain an up-to-date Register of Board Resolutions
 
Facilitate Board and Sub Committee Governance
• Coordinate the induction of committee members in the understanding of the scope of performance within the prescribed mandate to ensure a well-balanced and fully functional committee
• Guide Board and Sub Committee members with regards to duties, responsibilities and powers
• Facilitate the Directors’ professional development to ensure the Board and Sub Committee members have the right balance of skills and expertise
• Review Board and Sub Committee structures and Charters on an annual basis
• Prepare the Annual Plan and discuss with Chairperson to be approved by the Board
• Draft and review the Board Charter and review terms of reference for Board and Sub Committees
• Facilitate the Board Evaluations with the external service provider and conduct quarterly reviews of meetings procedures
 
Manage Corporate Governance
• Communicate legislative and corporate governance developments to the Board and Sub Committees and provide guidance on legal and governance matters:
  • Advise the committees on legislation which impacts the Company.
  • Monitor committee adherence to the Company’s Act and King 111
• Advise Board Chairperson on protocols to be followed
• Participate in negotiations with the Department of Public Enterprise on the setting of targets for the year and compile the Shareholder Compact for approval by Board, Chairperson and Minister
• Ensure 100% Board compliance with statutory requirements.
• Bring irregularities / non-compliance to the attention of the Chairperson and Board accompanied by recommendations for corrective measures.
• Report to the Board on any failure of the Company to comply with such legislation or corporate governance frameworks
 
Manage Budget
• Analyse and forecast current and future procurement and facilities expenditure
• Prepare an annual departmental budget and submit to the CFO for approval
• Monitor price fluctuations in key commodities, services and products
• Minimise excessive expenditure through effectively managing the Procurement Department budget whilst consistently identifying and initiating cost saving initiatives
• Prepare monthly reports on budget versus actual expenses
• Manage budget in accordance with company policies, procedures and applicable legislation
 
Manage Staff
• Manage the administration of staff i.e. leave approval and travel expense approval
• Conduct quarterly performance reviews of subordinates and attend to areas of non-performance.
• Identify training and development opportunities for subordinates.
• Provide coaching and mentorship to subordinates on financial management issues.
• Participate in the recruitment of staff members.
• Supervise outputs to ensure the deliverables of the Department are met.
