ACCOUNTANT EXPENDITURE AND REVENUE MANAGEMENT
CEF SOC
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
• Minimum 5 – 6 years in expenditure and revenue management, reporting and bookkeeping.
• Matric (NQF Level 4) and National Diploma (NQF Level 6) or Bachelor’s degree (NQF Level 7) in Accounting as essential.
• Honours / BTech Degree (NQF Level 8) or post graduate diploma (NQF Level 8) as an added advantage.

KEY PERFORMANCE INDICATORS
Financial Reporting
• Perform monthly reconciliations.
• Prepare monthly management reports.
• Provide necessary documents required for preparation of Annual Financial Statements
• Report on CEF SOC loan accounts and any changes to the loan covenants
• Prepare expenditure and revenue reports for the purpose of preparation of financial reports.
Revenue Management
• Develop and maintain the SLAs between CEF SOC and entities receiving services from CEF SOC
• Identify changes in the SLAs, update and implement new changes.
• Prepare documents to recover the revenues due to CEF SOC, follow-up on overdue revenue, assist the Senior Accountant to facilitate discussions to make arrangements for overdue revenue and calculate interests on overdue revenue in terms of the SLA.
• Manage CEF SOC loan accounts and assist the Senior Accountant to facilitate reviews of repayment terms with relevant parties.
Audit Process Facilitation
• Provide administrative support to Senior Accountant in facilitating communication between internal and external audit; and management to ensure timeous submission of required information
• Review responses to audit findings and interact with management regarding proposed changes to the audit findings.
• Participate in regular meetings with the Internal Audit Manager and External Auditors and provide progress report on audit Provide administrative support on meetings between management and auditors on matters specific to units that require further intervention.
• Provide administrative support to the entire audit process.
Transactional Accounting Functions
• Perform day-to-day transactional functions encompassing the following:
• Ensure that supporting documentation is attached to the invoices.
• Manage loan accounts.
• Collaborate with SCM in managing timeous payment of creditors.
• Ensure payment of suppliers in accordance with Treasury Regulations
• Maintenance of the asset register

• Minimum 3 – 5 years relevant experience in general legal application of South African Law.
• Matric (NQF Level 4) and bachelor’s degree in law (preferably LLB qualification) (NQF Level 8) and LLM (NQF Level 9) to cover high understanding of legal administrative matters and issues that may arise with the legal and compliance space
• Strictly Admitted Attorney.
• Post graduate diploma in other legal areas will be an added advantage.

KEY PERFORMANCE INDICATORS
Compliance and Project Assessment
• Identify applicable legislation and regulations that influences compliance
• Periodic scan and review new and changing applicable legislation which has an impact on the business of the CEF and its business
• Participate in project management oversight management form legal administrative phase and support process form legal perspective.
• Provide legal support and advice to ensure compliance with applicable legislation by management in conducting the business of the Organisation
• Monitor compliance and propose appropriate action where needed
Contract Management and Legal Risks
• Provide legal support and advice to ensure proper legal management of ligated matters
• preview and suggest alternative dispute management in claims and litigation management in compliance with applicable legislation.
Contract Compliance Management and General Legal Administration
• Draft Opinion and advisory notes.
• Preliminary legal assessment of matters, litigation and labour related issues
• Legal impact and assessment of cyber, telecommunication and electronic document management laws and regulation.
• Draft and review contracts to meet the specific business requirements and safeguard the interest of the company and subsidiaries on legal issues
• Participate in contract negotiations
• Coordinate the signing off by the business units / subsidiaries of contracts negotiated, drafted and reviewed in the financial year
• Develop and conduct workshops on risk matters to ensure understanding of the risk profile and to set baseline rules of engagement
• Regulatory assessment and management overview on compliance matters affecting legal administration.
• Ensure that all contracts and legal documents are scanned, registered and catalogued on the system for easy retrieval and originals kept in the filing strong room for safety
• Monitor and manage contract compliance with applicable terms and conditions by all business units to ensure compliance with contractual requirements
Outsourced services
• Facilitate the outsourcing of services to external firms and consultants.
• Negotiate reduced fees on engagement and manage billings by consultants.
• Manage services of security investigations and reports.
• Compile progress reports on outsourced legal matters to EXCO and Board
External Stakeholder Relations
• Liaise with external stakeholders
• Communicate with key clients and other stakeholders on their needs and resolve and respond to their queries
• Interact with state departments and other bodies where required.
Internal Stakeholder Relations
• Engage with business units and subsidiaries to understand and agree on business requirements and expectations pertaining to the legal department
• Develop SLA’s with subsidiaries and business units
• Obtain feedback from business unit / subsidiary relating to the services rendered to ascertain levels of satisfaction
