The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
JOB PURPOSE:
To manage, implement and provide governance oversight of CEF’s Corporate Social Investment (CSI) programme, ensuring that CSI initiatives are strategically aligned, ethically managed, and compliant with public-sector governance requirements, while delivering measurable socio-economic impact in line with CEF’s mandate and stakeholder commitments.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- A bachelor’s degree (NQF 7) in Communications/ Public Relations with Brand Management, Marketing, Corporate Governance, Project Management, Administration and Social Sciences or equivalent qualification.
- A minimum of 5 years of management experience in a similar environment is required.
- An Honours degree (NQF 8) in Communications/ Public Relations with Brand Management, Marketing, Corporate Governance, Project Management, Administration and Social Sciences or equivalent will serve as an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Sound knowledge of public-sector governance frameworks, including PFMA principles, King IV, and audit requirements.
- Understanding of Corporate Social Investment (CSI), community development principles, and national socio-economic development priorities.
- Knowledge of ESG, sustainability reporting principles (including CSI contribution levels), and the application of BBBEE principles.
- Proven ability to develop and implement CSI strategies, frameworks, and annual implementation plans.
- Experience in evaluating and prioritising CSI funding proposals against defined criteria
- Strong budget management capability, including tracking and ensuring financial accountability of CSI expenditure.
- Experience in stakeholder engagement, facilitation, and community relations within sensitive or complex environments.
- Ability to monitor, evaluate, and report on CSI impact and social investment outcomes.
- Risk identification and mitigation related to community and social investment initiatives.
- Ability to prepare high-quality reports and submissions for governance and oversight structures.

KEY PERFORMANCE INDICATORS:
CSI Strategy & Framework Management
- Develop, review and maintain the CSI strategy, policy and funding framework aligned to corporate strategy, stakeholder priorities, and national development objectives.
- Conduct periodic reviews of CSI focus areas to ensure relevance, impact and alignment to organisational mandate.
- Translate strategic priorities into annual CSI plans, funding allocations and implementation guidelines.
- Benchmark CSI practices against public-sector, SOE and industry standards to inform continuous improvement
- Establish and apply objective assessment criteria for evaluating CSI funding proposals and requests.
- Conduct due diligence on beneficiary organisations, including governance, capacity, financial controls and sustainability.
- Facilitate internal approval processes through relevant governance structures, ensuring compliance with delegations of authority.
- Maintain accurate documentation and decision records to ensure transparency and auditability of CSI funding decisions.
- Engage proactively with communities, beneficiaries, NGOs, government stakeholders and internal business units to identify priority social investment needs.
- Facilitate consultations and engagements to manage expectations and address community concerns related to CSI initiatives.
- Coordinate with internal stakeholders (Legal, Compliance, Communications, Finance) to ensure consistent messaging and risk management.
- Support the Head of Stakeholder Management in managing sensitive community issues linked to CSI interventions.
- Develop and implement monitoring and evaluation frameworks, indicators and reporting tools for CSI initiatives.
- Conduct site visits, progress reviews and performance assessments of funded projects.
- Analyse qualitative and quantitative data to assess social impact, effectiveness and value for money.
- Identify underperforming initiatives and recommend corrective actions, continuation or exit strategies
- Develop and manage the CSI budget in line with approved plans and PFMA principles of economy, efficiency and effectiveness.
- Track CSI commitments, expenditure and forecasts, and reconcile spend against approved allocations.
- Ensure financial controls, reporting and record-keeping meet internal and external audit requirements.
- Coordinate with Finance and SCM to ensure compliant contracting, payments and supplier management.
- Prepare structured reports, dashboards and submissions for management, governance committees and EXCO-level forums.
- Contribute CSI inputs to ESG, sustainability and integrated reporting processes.
- Provide accurate, evidence-based information to support decision-making, oversight and assurance.
- Respond to audit queries, information requests and governance reviews related to CSI activities.

To provide routine administrative and office coordination support to the Office of the GCEO through the execution of defined administrative processes, record-keeping, scheduling and logistical support activities, ensuring efficient office operations, confidentiality of information, and compliance with organizational procedures.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- National Certificate (NQF 5) in Office Administration, Business Administration or equivalent is required.

Administrative Office Support
- Prepare, format and file routine correspondence, documents and records.
- Capture and update administrative information accurately in approved systems.
- Maintain orderly electronic and physical filing systems in line with procedures.

- Coordinate calendars, meetings and appointments as instructed.

To lead and manage high-impact, strategic energy projects within the portfolio of the CEF SOC. The role ensures the coordination of strategic projects and timeous delivery within timelines and budget.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Honours degree (NQF 8) in Project Management/Engineering/Business Administration/Project Finance or equivalent qualification.
- A minimum of 5 years’ experience in infrastructure or energy project management and 3-5 years in senior project management leadership.
- Experience managing public sector projects or working in a state-owned entity will serve as an added advantage.
- Master’s Degree (NQF 9) in Project Management/Engineering/Business Administration/Project Finance will serve as an added advantage.

- Proactively manage risks and enforce quality assurance measures across all project phases
- Coach, mentor and manage internal project resources and contracted service providers
