IT SYSTEMS SPECIALIST (INFRASTRUCTURE)

The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
 Bachelor’s Degree or National Diploma in information technology 
 A+ or N+ or CCNA or MCSE or MCSA International Certificates a must have 
 ITIL and Cibecs Continuity Administrator a must have 
 Cobit, Mimecast Gateway Technical Specialist will serve as an added advantage. 
 6-8 years’ experience in an Information Technology infrastructure environment 
 Experience with Backups or DR Solutions 
 Experience with managing VMWare environment 
 Experience with managing messaging environments / exchange

KEY PERFORMANCE INDICATORS 
Infrastructure Management 
 Work with IT service providers to identify changes needed in the infrastructure / technology configuration 
 Assess impact of proposed changes to the infrastructure on the business 
 Work with business to understand infrastructure technology demand 
 Participate in technology / project planning sessions 
 Set up and manage issue reporting and resolution process 
 Ensure communication of any applicable procedure changes to key stakeholders impacted by the change within the business 
 Participate in technology infrastructure transformation initiatives, as applicable 
 Define processes and select tools necessary to manage and support infrastructure 
 Select and manage tools to monitor and measure system performance 
 Develop processes for ongoing maintenance of infrastructure 
 
Microsoft Active Directory and Exchange/Messaging Management 
 Install, secure, maintain, troubleshoot, administer and manage Active Directory and Exchange environment 
 Apply updates to the environment 
 Implement routine management processes. 
 Manage domain name registration and DNS systems 
 Backup the Active Directory and Exchange Systems 
 Implement continuous Business Continuity and DR solutions for the AD and Exchange 
 Define and plan upgrade roadmap for the solutions 
 
Manage Backup and DR Solution 
 Provide input to the Backup Procedure. 
 Implement the Backup Procedure 
 Provide technical documentation on the backup solution 
 Assist with designing the Disaster Recovery Solution 
 Implement and administer the Disaster Recovery environment in line with the DR Plan. 
 Provide input to the DR Plan and Procedure 
 
Helpdesk Support 
 Analyse and identify desktop fault by talking to the client 
 Assist with the analysis of the problem and explaining these to the user 
 Solve identified challenges in respect of the equipment, including printers and scanners 
 Set up new equipment and upgrading existing systems 
 Record problems and their solutions for future reference on the help desk 
 Provide support on site or remotely by phone, email or by using web-based applications 
 Provide desktop support by installing new software and hardware 
 Set up user-accounts, permissions and passwords for new employees 
 Maintain user support by putting in place preventative maintenance schedules 
 Provide technical support to end-users 
 Support conferencing facilities 
 Maintain the server room environmental requirements including but not limited to; UPS, Air-conditioning, Fire Suppression System and Server Room Monitoring System. 
 
Information Security Management 
 Implement all information security policies and procedures 
 Provide information security training for all employees, contractors and other key stakeholders 
 Ensure the compliance to all information security policies and procedures and refer areas of non-compliance to the IT Manager 
 
Manage the Telephony System 
 Setup and maintain telephones for the users 
 Maintain, administer and upgrade the PBX/telephony solution 
 Manage the voice-recording system 
 Resolve all requests for the PBX /telephony system and telephones

HUMAN RESOURCES OFFICER

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
 B Degree in Human Resource Management or Related field at NQF level 7 and/ or equivalent qualification 
 Honours (NQF Level 8) or post graduate diploma (NQF Level 8) as an added advantage. 
 5 – 6 years of which 3 years must have/be performing similar function with emphasis on recruitment, performance management and HR Administration

KEY PERFORMANCE INDICATORS 
Recruitment & Selection/HR Planning 
 Provide advice to line functions/departments in terms of staff planning and resourcing. 
 Assist Line Managers in ensuring that their department’s human resource plans are developed. 
 Responsible for the end to end recruitment process for vacant positions, including source candidates, interview and placement of suitable candidates. 
 Ensure that the filling of vacancies is in compliance with Employment Equity Act and CEF SOC EE targets and goals 
 Build relationship with counter parts in subsidiaries 
 Manage all on boarding and off boarding processes 
 Update a recruitment tracker 
 
Performance Management and Development of Staff 
 Coordinate and conduct job analysis, profiling and job evaluation. 
 Ensure that positions are properly graded. 
 Provide guidance to line managers in developing job descriptions and ensure that the relevant jobs have been updated in the Board approved organograms. 
 Conduct organisational and climate survey. 
 
Organisational Development

Staff Training and Development. 
 Assist the OD& Training and Development Manager with conducting skills audit and ensure that training needs/gaps are identified and appropriate intervention provided. 
 Source and coordinate CEF’s training. 
 In conjunction with line managers and HODs ensure that training of staff is aligned to the departmental objectives and has been captured in the IDP’s 
 Prepare WSP and Annual Training reports for submission to SETA. 
 Perform Induction for new staff and exit interviews for staff leaving the organisation 
 Responsible for all arrangements for personnel attending courses 
 Arrange booking of courses at training venues 
 Update course attendance register 
 Update training expenditure monthly reports 
 Check that training venues are booked and ensure catering is arranged where required. 
 Coordinate with Training Provider and the OD & Training Manager to facilitate the issuance of training certificates. 
 Administration of Employee Financial Study Assistance and ensure that 
 Track and process the external bursary process 
 
Policies and Procedures. 
 Ensure compliance with the policies. 
 Provide guidance and clarity on the interpretation of HR policies to line managers and employees 
 Assist HRBP with conducting training of new policies 
 
Employee Relations/Wellness 
 Assist Senior HR Manager in promoting sound work relationship within the organisation. 
 Handle disciplinary and grievance sessions in liaison with the HRBP or ER Manager 
 Keep records of all Disciplinary and grievance processes including issuing of notices and appointment of chairpersons and investigators 
 Arrange annual employee wellness day and invite the service providers 
 Advice and assist staff on IR matters. 
 Facilitate the relationship between employees and the appointed EAP service provider. 
 Provide counselling to staff and where necessary refer them for professional advice. 
 Advice staff and management on HR related matters. 
 
HC Administration 
 Prepare, monthly quarterly and Annual HR reports as well as statistics. 
 Participate in the automation process of HR department 
 Administration of Employee Engagements sessions 
 Ensure that personnel files are up to date and properly filed 
 Ensure that all documents in HR are properly filled 
 Assist the Internal and AGSA Auditors by tracking and providing requested information. 
 Process E-Workflow order requests.

EMPLOYEE RELATIONS OFFICER

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
 Bachelor’s degree in Labour Law at NQF level 7 and/or equivalent NQF level qualification 
 Post Graduate Diploma in Labour Law will be an added advantage 
 5 - 6 years’ relevant experience in Employee/ Labour Relations. 
 Experience in a unionized environment will serve as an added advantage 
 
DESIRED ADDITIONAL SKILLS/ COMPETENCIES 
 Sound understanding and Knowledge of Labour Laws, policies and procedures 
 Thorough and sound knowledge of the Labour Relations Act, No 66 of 1995 as amended and Case Law 
 Thorough and sound knowledge of Bargaining Councils, CCMA operations/ processes
 Critical skills: Conflict Management, Report Writing, Attention to detail, Negotiations, Analytical 
 
KEY PERFORMANCE INDICATORS 
Employee Relations Management 
 Provide input, execute and report on the Employee Relations strategy, policies and procedures to ensure that CEF complies with current legislation and labour relations best practices. 
 Conduct an analysis of employee relations data to identify trends and determine levels of staff satisfaction in order to create and develop programs and initiatives that will support strategic efforts to create an ideal work environment. 
 Facilitate the communications and relations with labour unions, management and employees to ensure a healthy relation between CEF and labour unions are maintained. 
 Provide counselling and training of managers, supervisors and employees on Employee Relations and ensure they are equipped to deal with Employee Relations issues 
 
Business Relationship Management and Networking 
 Network with internal and external HC stakeholders to gain an understanding of HR best practices. 
 Network and build strategic partnerships with internal and external customers to achieve Company's objectives (e.g. unions, government departments, CCMA) 
 Provide documentation and support to contracted labour lawyers when processing a dispute and legal case to ensure the best outcome for the organisation 
 Facilitate/ Co-ordinate the processing of disciplinary and employee disputes and provide the documentation for evidential proof to ensure the correct procedures have been followed and that documentation is available. 
 Represent the Company in wage or dispute negotiations to ensure a positive outcome for the organisation 
 Represent the Company in labour disputes in both internal/ external structures 
 
Solution Generation 
 Ensure that the employee relations solutions provided fall within a legislative framework and are best practices that enable the creation and sustaining of a highly motivating and harmonious working environment. 
 Investigate and respond to complaints involving complex employment matters with union and non-union employees and prepare comprehensive investigation reports which include recommendations for complaint resolutions. 
 Conduct and implement employee relations best practice benchmarking, to ensure continuous improvement initiatives are actively pursued as well as promoting internal awareness of evolving industry standards 
 Facilitate the administration/ management of grievances and labour disputes 
 
Policies and Procedures. 
 Ensure compliance with the policies. 
 Provide advice, guidance and clarity on the interpretation on labour relations matters line management and employees
