CEF (SOC) Ltd participates in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. CEF controls entities with commercial and developmental roles, housed in eight operating subsidiaries.
Required minimum qualifications and experience:
B - Com Accounting/Finance
Chartered Accountant (CA/SA)
Minimum of 3 years’ experience in Finance.
Desired additional skills/ competencies
Extensive knowledge and understanding of IFRS and tax legislation
Demonstrated professionalism and discretion and experience in working with highly confidential information
Proficiency in Accounting Software
Ability to Prepare Consolidated Financial Statements
Must have the Ability to Analyse Data and do variance analysis
Must have excellent problem solving skills
Ability to work well under pressure and respond to tight deadlines.
Excellent verbal, presentation and business writing communication skills.
Must be a Critical thinker, self-starter and able to work with little or no supervision.
Ability to effectively communicate and collaborate with a diverse range of people
Excellent judgment in setting priorities and interacting with internal and external clients
Demonstrate ability to multi-task, respond to needs quickly and efficiently and prioritize work with a strong attention to detail and time management skills
KEY PERFORMANCE INDICATORS
Financial reporting
Prepare annual and monthly group management financial statements and reconciliations
Provide guidance to the subsidiaries on templates required in preparation of consolidated annual financial statements.
Assist with the preparation of the integrated report and presentations to stakeholders
Tax submissions
Review and submission of tax returns (vat and income tax), SARS requests, tax recons and provide guidelines to accountants to avoid penalties
Coordinate the timeous preparation of tax calculations and tax rulings
Audit process facilitation
Monitor that internal and external audit requests are communicated to the right people and that information has been provided timeously
Participate in regular meetings with the internal audit manager and external auditors to develop an action plan for pressing issues
Respond to audit findings and develop and monitor audit action plans
Transactional accounting functions
Provide guidance and oversight of the day-to-day transactional functions performed by the accountants, encompassing the following:
Authorise invoices and ensure that supporting documentation is attached to the invoices
Develop policies and procedures relating to revenues, assets, liabilities and expenses.
Implement controls relating to revenue, expenditure, assets and liabilities
Monitor the timeous payment of creditors and attend to those outstanding payments that have been escalated
Sign-off on monthly reconciliations
Monitor the maintenance of the asset register
Stakeholder management
Manage external stakeholder relationships such as with the department, national treasury, SARS and suppliers:
Manage relationships with internal stakeholders:
Internal controls/financial controls
Identify risk relating to finance
Develop control to manage risk
Implement system to minimise risk and improve efficiency
Develop and review financial policies and procedures for the group aligned to the company strategy, and in accordance with the appropriate accounting standards
Facilitate the communication of financial policies and procedures across the group
Act as the group custodian of financial control policies and monitor adherence therein
Promote continuous improvement and compliance to financial policies and procedures
Monitor compliance to IFRS and national treasury reporting guidelines
Technical support
Provide technical IFRS support and ensure full compliance with IFRS
Ensure that the company policies are technically up to date
Provide tax support and ensure full compliance with tax legislations
Write technical papers for transactions and projects in relation to IFRS, tax and companies act compliance

SENIOR INTERNAL AUDITOR - IT (PERMANENT)

RESPONSIBILITIES:
Prepare individual audit plans on receipt of audit allocations from the Chief Internal Auditor
Draft audit objectives, scope, background and period of execution
Prepare planning memorandum
Communicate in advance to management that the audit will be taking place and participate in meetings with management to outline the scope of the audit
Develop an internal audit programme aligned to the scope agreed to with management
Plan audits in compliance with the Institute of Internal Auditors (llA) standards
Prepare audit working papers based on audit programme
Request information from management to execute the audit
Gather appropriate evidence to substantiate audit findings
Draft audit findings and submit to Chief Internal Auditor for review
Monitor the delivery of the audit in accordance with the time budget and communicate any audit overruns to the Chief Internal Auditor
Engage with management throughout the audit
Recommend corrective action and process and internal control improvements
Conduct the audit in accordance with the llA standards and Internal Audit Plan
Exercise a significant level of responsibility for the prov1s1on of accurate, professional and timely audit related services within CEF Group, including internal audit, risk and compliance management, internal control frameworks, systems and processes and business continuity management.
Provide expert advice, support and recommendations to management and staff on a range of complex internal audit, compliance, audit and risk management matters, in accordance with established government policies and procedures, legislative requirements and professional standards.
Undertake complex project work including initiating, planning, implementation and evaluation of internal audit, compliance and risk management functions and processes to improve their efficiency.
Contribute to the achievement of CEF Group objectives, goals and priorities, through the application of specialist compliance related knowledge, expertise and experience.
Prepare reports to document audit findings and submit to the CAE for approval
Provide feedback to process owners on outcome of audit
IT Audits and other audits, Experience IT audits with proficiency in Cobit and other IT related frameworks.
Proficiency on IT systems, Teammate
QUALIFICATIONS AND EXPERIENCE
B Degree in Auditing or Accounting
Member of the Institute of Internal Auditors (llA)
Certified Information System Auditor (CISA)
3 to 5 years' experience in auditing

KEY PERFORMANCE INDICATORS
Receivables
Raising invoices for recoveries, rentals, etc. For accounts receivables.
Issuing of invoices and statements to customers and following up on payment monthly.
Correctly accounting for VAT thereof and recording of the invoices in the accounts receivable ledger in terms of IFRS
Monthly and year end of the age analysis to ensure that payments are correctly recorded in the cashbook
Payables
Invoice capturing, payment allocations, expense allocation to correct GL accounts (cost centre) for accounts payable and correct classification of transactions in terms of IFRS
Correctly identify and record prepayments and intercompany recoveries
Ensure that VAT is correctly accounted for when capturing transactions
Preparing of creditors reconciliations and for payments to avoid fruitless and wasteful expenditure.
Electronic and manual supplier filing system and raising of purchase orders
Fixed assets
Assisting with the bi-annual fixed assets count, barcoding, and reconciliations to the GRN
Accurately account for monthly depreciation
Correctly record input VAT on capital goods upon recording of fa in the general ledger.
Cashbook
Processing of cashbook transactions as per the bank statement on a bi-monthly basis
Correctly record input/output vat on transactions arising from the bank statement
Correctly classify transactions in terms of IFRS
Treasury
Assisting with month end processing of treasury transactions and money market
Preparing of daily cash required every day
Tax submissions
Assist with calculations of the vat return, payments, provisional tax payments and tax comp
Preparation for review of monthly vat returns for CEF and its subsidiaries
Prepare monthly recons for review for CEF and subsidiaries
Prepare month-end journals for review for CEF and subsidiaries
Assist with ruling applications and tax papers
Month-end close
Preparation and submission of quarterly inter-company confirmations, monthly fruitless wasteful schedule and month end recons
Overseeing the monthly payroll recons done by the payroll department
Year end and audit process facilitation
Assist with year-end processing and reporting
Preparation of annual consolidated financial statements for the subsidiaries and holding company
Prepare the national treasury submission template
Respond to internal and external audit requests timeously
