CEF (SOC) Ltd is involved in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. CEF controls entities with commercial and developmental roles, housed in eight operating subsidiaries. 
 
Reporting to the Group Executive: Legal, Compliance and Risk Management, the incumbent will deliver effective, efficient, high-quality legal and related services to CEF to ensure that the company meets its business objectives at an acceptable risk in accordance with good business practice. 
 
 
MAJOR RESPONSIBILITIES INCLUDE 
  • Ensure high risk compliance activities are pro-actively identified and addressed by means of legal risk assessments. The output of risk is a report with recommendations handed over to the responsible unit and individuals 
  • Ensure alignment of group governance and compliance initiatives to support strategic direction of the business. 
  • Assist in ensuring that management actively embed governance and compliance in the business, to ensure bests practices. 
  • Facilitate adherence to internal and external governance requirements in order to practice good governance. 
  • Develop, implement and maintain a deviation and concession system for appropriate waving/bypassing f compliance and governance requirements, which will be acceptable to state-owned company phenomenon. 
  • Assist with customised implementation of enabling regulations, legislation and policy framework to craft process and procedures for good governance practice within.
  • Provide pragmatic, innovative, cost effective and trusted legal opinions based on most recent applicable law. 

  • Report on Litigation progress (including costs) to Group Legal management. 
  • Manage and/or advise on litigation matters as appropriate or required with a view to achieve an appropriate successful outcome of Legal Dispute and/or Litigation proceedings 
  • To lead and execute all aspects related to the establishment and management of contracts, including contract negotiation, review and lifecycle management. 
  • To pre-empt/identify, evaluate and advise on and manage all potential contractual problems issues and risk. 
  • To embed contract and monitor performance to ensure potential benefits realisation
  • Interface with other contracting parties, regulatory authorities and external lawyers 
 
QUALIFICATIONS AND EXPERIENCE 
• Relevant Bachelor’s degree in Law (preferably LLB qualification), Admitted Attorney or membership with applicable professional association 
• 5 - 8 years proven experience in contracts, legal compliance and SCM legal support
