CEF (SOC) Ltd is involved in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Mineral Resources and Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. Reporting to the CEF Group COO the incumbent will lead, manage the activities and resources of Energy Projects to ensure appropriate energy solutions are identified, evaluated, funded and project managed until sustainable.
 
 
MAJOR RESPONSIBILITIES INCLUDE 
• Develop and oversee implementation of strategic business plans for the Energy Projects Department to ensure alignment to CEF Group strategic objectives and business priorities 
• Oversee the development and implementation of strategic and operational policies and programmes within the CEF Group according to national government priorities or technology changes 
• Analyse of global/domestic trends and interprets legislation in regards to the Energy Sector and implement and communicate relevant changes timeously 
• Develop execution strategies and coordination of capital projects, monitor, evaluate and regularly report on status of those projects. Direct the preparation , management and monitoring of the capital and operational budget of the Energy Projects to ensure effective and efficient functioning and cost control 
• Collaborate with Growth & Investment team in Capital Raising process for Energy projects including: 
  • Identifying and developing business cases for potential energy projects and drive through to the investment decision phase. 
  • negotiating and obtaining funding for proposed projects 
  • negotiating commercial terms on capital projects 
• Oversee risk management within the projects 
• Represent the Energy Projects department in all relevant forums and meetings to ensure good flow of information 
• Communicate with key funders, clients and other stakeholders on their needs and resolve and respond to their queries
• Determine human resource requirements for Energy Projects, taking into consideration operational needs, skills scarcity and retention capability 
 
QUALIFICATIONS AND EXPERIENCE 
• Bachelor’s degree in Engineering / Business Sciences or Natural Sciences augmented by a post-graduate qualification in business/management. A Master’s Degree in Business Sciences or Management Sciences will be an added advantage 
• 5 – 8 years relevant experience of which 3 years must be in a senior managerial role preferably in the energy sector 
• Practical skills and demonstrable track record in managing and understanding the energy industry (policy development, technologies, industry structure and interlinkages, design and implementation programmes and projects) 
• Thorough understanding and experience in Capital Raising process for projects in the Energy sector/projects. 
• Demonstrable understanding of the Renewable/Clean energy sector and related technologies will be an added advantage 
• Demonstrate the ability to monetize opportunities within the Energy Sector (conversion of projects from conception to revenue generation) 
• High level integrity, results orientation, managerial and administrative skills backed by project management experience 
• Ability to interface between government and the energy sector stakeholders. 
• Demonstrate understanding of engagement with Funders/Lending for project funding.
