DEPUTY DIRECTOR: ROADS
The incumbent will report to the Director: Roads.
Joh profile: • Manage and coordinate productivity and performance levels in respect of two senior technical management posts: Deputy Director: Roads Construction and Maintenance and Deputy Director: Roads Resealing and Maintenance • Manage the key performance areas and result indicators associated with the construction, rehabilitation and maintenance of the rural provincial road infrastructure • Identify and define immediate, short and long term objectives and plans associated with the protection of the rural provincial road network infrastructure in the area of jurisdiction of the Cape Winelands District Municipality • Develop a conceptual framework of current and future interventions necessary to achieve acceptable levels and standards of service delivery • Direct and control outcomes associated with utilisation, productivity and performance of personnel involved with roads maintenance and construction
• Prepare capital and operating estimates and control expenditure against the approved budget allocations • Direct and control the professional, technical and operational outcomes associated with the functions related to the rural provincial road network • Disseminate functional and operational information on the immediate, short and long term objectives and current developments, problems and constraints.
Requirements: • BEng/BTech degree in Civil Engineering or an equivalent qualification • Registration as a Professional Engineer/Professional Engineering Technologist with the Engineering Council of South Africa (ECSA) • Four (4) to five (5) years' management experience at a senior level in the civil engineering field with the emphasis on the technical skills needed for the protection of the provincial rural road network infrastructure, inclusive of bridge structures, road pavements and traffic engineering • Valid Code EB driver's licence • Project management skills • Proven ability to engage effectively with stakeholders at all levels • The appointee will be required, as a condition of his/her appointment, to obtain the Minimum Municipal Competency Levels in the unit standards for each competency area within 18 months from the date of appointment, as regulated by the Local Government: Municipal Finance Management Act, 2003 (Act No 56 of 2003): Municipal Regulations on Minimum Competency Levels • Excellent written and verbal communication skills in at least two of the three official languages of the Western Cape Province • Good interpersonal relationships, as well as managerial and supervisory skills • Good administrative, negotiation and conflict resolution skills • Ability to function independently without constant supervision • Ability to function effectively in difficult and stressful working conditions and circumstances • Must have creativity and innovation and the ability to pay attention to detail • Thorough knowledge in respect of civil engineering practices, related legislation, regulations and policies within the local government environment • Sound computer literacy skills • Ability to function well under pressure due to strict deadlines • Willingness to travel extensively and work beyond normal working hours.
Salary band: R617 760 — R801 864 per annum
Cost-to-Company on 1st notch R1 005 979 (subject to certain conditions)
A fixed monthly transport allowance will be applicable to this post.
