The BMA is established as an armed service in terms of Section 199(3) of the Constitution, a third in the country in addition to the South African National Defence Force (SANDF) and the South African Police Service (SAPS) through the Border Management Authority Act No 2 of 2020. Responsibilities/Duties
The incumbent of the post will be expected to perform the following duties; Lead the development, management and execution of the BMA’s Operations & Law Enforcement strategies, and provide input into the overall strategy, policy and decision-making direction of the BMA. Ensure the alignment of the Operations & Law Enforcement strategies with the requirements of all Ports of Entry business units, through the development and execution of annual performance plans for Operations & Law Enforcement. Set and drive comprehensive goals and objectives for performance and growth to support the BMA’s strategy and objectives. Lead and ensure the establishment, maintenance and improvement of Standard Operating Procedures, policies, and guidelines relating to Operations & Law Enforcement in consultation with the Deputy Commissioner and other Executive members. Manage the Border Law Enforcement frontline functions and operations at the Port of Entry which include to. Facilitate and manage the legitimate movement of goods at the Port of Entry, whilst preventing and mitigating the illegitimate movement of illicit goods. Facilitate and manage the legitimate movement of persons at the Port of Entry, whilst preventing and mitigating the unauthorised movement of persons. Manage the facilitation of revenue collection at the Port of Entry. Oversee Border Law Enforcement Area surveillance and patrolling for the Border Guard. Manage the powers relating to vessels within the Maritime Border Law Enforcement Area. Manage and oversee the support functions at the Port of Entry. These include Human Capital, Finance, ICT, and Asset Management. Ensure the development and effective stakeholder relations with both local and international communities in support of national objectives operations and law enforcement priorities. Lead the implementation of timeous communication on progress and challenges in achieving the strategic and tactical work plans to impacted stakeholders. Lead the conceptualising of the unit’s risk register. Responsibilities/Duties
• The incumbent of the post will be expected to perform the following functions: Support the control of the importation of health related products. Support the inspection of baggage, cargo, containers, conveyances, goods and postal parcels for compliance with international health regulations and relevant legislation. Provide communicable disease control at the Point of Entry (PoE). The successful candidates will be expected to perform the following duties: Provide driving and direct protection services whenever the BMA Commissioner is on duty and in transit from his house to the office or to any work related activities. Escort and protect the principal during travels, public appearances and private engagements. Assist in keeping a lookout for suspicious activity in and around the BMA and take swift action if necessary. Assist in providing a safe environment for the BMA by securing the place and leaving no authorised entry. Carefully plan and prepare the surrounding area to ensure maximum security before the arrival of the commissioner.
