The purpose of the role
All BANKSETA units submit information to Finance that impact financial accounting and reporting, through various reports and documents and by loading information directly on the finance system, SAGE. Due to challenges faced with the accuracy and completeness of the information submitted, there is a need for another level of compliance and integrity checks of the information from divisions, in order to achieve a higher coverage than can be done by the Internal Audit Division.
The Compliance Auditor is responsible for checking agreed samples of information, reports, MOAs, contracts etc. from various divisions and in particular Operations to ensure correct capture of information, correct financial calculation and that liability /expense/asset arose through the correct process.




Main Responsibilities

 
Risk Management and Coverage
  • Review audit findings,  quarterly risk update , management accounts and review volume of transactions to identify areas where the most audit work should be concentrated in that quarter.
  • Together with the Senior Manager: Finance decide on coverage and audit processes on the identified areas.
  • Identify and escalate on risks seen in implementing the work.
  • Follow up on resolution of prior findings.
Commitments Schedule                     
  • Audit new commitments raised monthly
  • Audit commitments adjustments to the relevant documents
  • Audit commitments extensions monthly
  • Audit related party identification
 
  Performance Information Register
  • Audit monthly reconciliations and to documents showing follow up of open items.
  • Check entries to invoice in SAGE financial system
  • Audit cut off.
 
Expenditure
  • Audit admin expense allocations
 
Department and quarterly reports
  • Check quarterly reports
  • Audit Human Resources part of the NT report is correctly populated monthly.
  • Audit leave report
  • Check year end fixed asset register
  • Audit year end accruals schedule to supporting files
  • Audit sample of year end schedules
  • Check of the draft interim/annual financial statements
  • Audit any other report was required
 
Support to Divisions
  • Participate in monthly meetings on commitments and performance information register
  • Participate in meeting to follow up on correction actions and identify the root cause of inaccurate data to Interalia explain the discrepancies found and views on root causes and corrective actions.
  • Participate in audit action plan meetings.

Knowledge and Skills
  • Sound understanding of financial matters and GRAP standards
  • Understanding or knowledge of relevant South African public sector legislation including:
    PFMA, National Treasury Regulations
  • MS Suite
 
Minimum Requirements
  • 3 years’ experience in auditing within the public sector, preferably in another SETA or at the AGSA.  
  • A Bachelor’s Degree (NQF level 7) or higher in Audit or Commerce or Accounting or Financial Management or similar field.
 
Additional Criteria
  • Preferably working towards RGSA, CA (SA), SAPIA, ACCA or any other financial or internal audit accreditation - advantageous, but not essential.
