Remuneration:  R1 194 819,15 – R 1 469 651,93 CTC per annum.  

 

The purpose of the role:

The Manager: Research and Sector Skills Planning (SSP) reports directly to the Executive Manager: Strategy Organisational Performance and Research. The Manager: Research and Sector Skills Planning is responsible for integrating the research needs into a systematic programme. In addition, the Manager: SSP is responsible to produce and communicate the approved BANKSETA sector skills plan in line with relevant skills development legislation, the National Skills Development Plan (NSDP) and BANKSETA strategies for the benefit of the sector.



 

 

 

Main Responsibilities:

 

To manage the Research and Sector Skills Planning function for BANKSETA

  • To produce a 5 (five) year updated BANKSETA Sector Skills Plan (SSP), initiating supplementary research and updates thereof.
  • Responsible to present the SSP to management and Board approval, and publish the SSP to the Sector and DHET
  • Aligned to the SSP, BANKSETA Mandate and Divisional strategy develop the operational plan.
  • Ensure that all functions in the department are aligned with the developed operational plan.
  • Develop and implement the research framework aligned to the Research and SSP Strategy and Operational Plan.
  • Develop set performance measurement mechanisms and ensure the implementation of these through the operational plan.
  • Develop research-related policies aligned to the Research and SSP Strategy.
  • Develop procedure documents as and when required.
  • To develop, implement and review the BANKSETA research quality management system (QMS)
  • Monitor progress to ensure successful implementation of plans and achievement of targets.
  • Prepare and submit reports or ad hoc reports to the Executive Manager: Strategy, Performance Management, and Research as and when required.
  • Manage the communication flow between the different functions in the department and across functions in the Strategy Performance Management and Research Department.
  • Support the training of staff within all systems, policies, and procedures to minimise non-conformances.

 

To develop, maintain and build relationships with current and potential stakeholders to ensure service level requirements are met and to protect BANKSETA’s interest in the relationship.

  • Develop a business case regarding new opportunities and present these recommendations to BANKSETA Management.
  • Manage the relationships and contracts with identified partners and service providers.
  • Facilitate and maintain effective stakeholder and business relationships through appropriate relationship building, networking, and reporting activities.
  • Represent the organisation to stakeholders, associates and partners and maintain professional, effective, and amicable relationships to ensure that BANKSETA’s interests are upheld.
  • Manage the Supply Chain Management processes related to Research and Skills Planning and ensure that quality products are sourced within all set agreements and legislative requirements.
  • Compile SLAs for partners, clients and suppliers and discuss these with partners, clients, and suppliers, and manage any deviations from the SLAs.
  • Liaise on a regular basis with all third parties and ensure that business relationships are maintained.
  • Investigate problems and find suitable solutions.
  • Deal with customer queries and escalated issues from Managers and Supervisors.
  • In collaboration with all stakeholders ensure the coordination of all activities regarding the Sector Skills Plan in different provinces and municipal areas.
  • Secure stakeholders buy-inn through development of Memorandum of Agreements / Memorandum of Understanding.

 

To develop and manage the implementation of the Research Agenda

  • Ensure the development of research proposals that are in line with the research agenda.
  • Execute research projects with due rigour.
  • Ensure that the research execution is seamless as a consequence, deadlines are met, quality is appropriate, and budgets adhered to.
  • Ensure research meets widely accepted standards and ethical considerations.
  • Ensure that the research produced informs the form and content of future BANKSETA training interventions and programmes.
  • Manage compliance to reporting templates and frameworks.
  • Develop a research action plan for BANKSETA with key outcomes and milestones.
  • Plan research projects such that research questions can be answered with confidence.
  • Develop research plans/projects with clear research methodology.
  • Conduct quality research, analyse data (qualitative and quantitative research), interpret and report research findings, recommendations, implications for policy and decision-making.
  • Ensure the provision of information that analyses and throws new light on developments within the sector.
  • Initiate supplementary research to the SSP.
  • Develop learning pathways for priority skills identified in the Sector Skills Plan
  • Manage compliance with reporting templates and frameworks.
  • Ensure the facilitation of workshops on research findings and strategic planning.

 

Development of Strategic Plan and Annual Performance Plan. Alignment of the SP and APP to the Department of Planning, Monitoring and Evaluation (DPME)Revised Framework for the Strategic Plans and Annual Performance Plans

  • Support the Executive Manager: Strategy, Performance and Research and Executive Manager: Learning Programmes in conceptualising programmes to be implemented.
  • Develop the APP with clear indicators and TIDS alignment.
  • Ensure alignment between the APP and the DHET SLA
  • Support the Exec Manager in aligning the Strategic Plan and the APP to the Department of Planning, Monitoring and Evaluation (DPME) Revised Framework for the Strategic Plans and Annual Performance Plans
  • Coordinate the development of Operational Plans with Business Units

 

To manage the development of a sector skills plan   

  • Review and recommend/or approve the WSPs and ATRs submitted by Stakeholders
  • Extract the WSP Data and analyse it for SSP Report production.
  • Develop an annual Sector Skills Plan based on the analyses of WSP Inclusive of other research outputs.
  • Consult with the Executive Manager: Learning Programmes and Manager: Monitoring, Evaluation Reporting, and Learning in the identification of Learning Intervention to be implemented to address the identified skills gap.
  • Ensure the developed Sector Skills Plan outlines the following:
  • Identified key drivers of change in the banking sector.
  • Identified list of scarce skills and occupations.
  • The intervention aimed at addressing these skills.
  • Respond to socio economic needs.
  • Respond to Sector and Government priorities.
  • A guide to grant allocations
  • Submit the draft Sector Skills Plan to the Executive Manager: Strategy, Performance Management and Research for input.
  • Support the Executive Manager: Strategy, Organisational Performance and Research in formulating the Strategic Plan outcomes and Annual Performance Plan outputs, linking them with the programme budgets.
  • Support the Executive Manager: Strategy, Performance and Research and Executive Manager: Learning Programmes in conceptualising programmes to be implemented.
  • Ensure alignment between the APP and the DHET SLA
  • Support the Exec Manager in aligning the Strategic Plan and the APP to the Department of Planning, Monitoring and Evaluation (DPME)Revised Framework for the Strategic Plans and Annual Performance Plans
  • Advise and provide input on the conceptualization of BANKSETA’s current and future projects.
  • Ensure the recommended projects / programmes are aligned to the Sector Skills Plan and the overall NSDP to address the scarce and critical skills for the sector.
  • Present the Sector Skills Plan Report at the annual Strategic Planning Session
  • Provide inputs to Operations, Finance and the Executives regarding the development of the annual budget.
  • Within the Strategy and Research areas of responsibility:
  1. Manage costs against approved budget and take full responsibility for the financial resources within the area of accountability.
  2. Ensure the appropriate documents and plans are prepared timeously, submitted for approval and submitted to the relevant authority,

b) manage stakeholders and service providers

c) develop the operational plan and ensure implementation

  • Participate in some bid committees and SCM transactions as and when requested.

 

To perform general people management functions and effective capacity management to ensure smooth running of departments

  • Draft Job Specifications for divisional positions
  • Conduct interviews for positions as and when required.
  • Conduct annual and bi-annual Performance Reviews with staff.
  • Consistent day-to-day performance management of staff.
  • Manage the team’s expectations and integrate leadership feedback into management style.
  • Monitor staff compliance with HR and IR policies and procedures.
  • Identify the required number of staff that requires development and consider all HR Policies in this process.
  • Provide team with clear performance standards, job profiles and development plans.
  • Follow HR retention policies.
  • Communicate relevant information to individuals/team through various communication mediums.
  • Deal with all problems on an ongoing basis and provide advice/support/information where required.

Knowledge and Skills:

Minimum Required Qualification:

  • A qualification on NQF 8 level or higher in Research or Psychology, or Social Science, or Education, or Economics, or Business Administration, or a related discipline.

  

Required Experience:

  • 5 years’ experience in a research and/or strategy field in the public or private sector of which 3 years’ experience should also cover practical research.
  • 2 years’ project management experience
  • A minimum of 3 years’ management experience

  • At least 3 years’ experience in a South African public entity or department or municipality within a research and/or strategy role within the past 10 years.
  • Preference will be given to candidates with experience in a research and/or strategy role within a SETA (sector education and training authority)
