Roles & Responsibilities
Strategic Function
- Responsible for effective and efficient execution of the AGSA talent sourcing programmes, practices, and initiatives for, senior manager and above roles.
- Understanding the strategy of your stakeholder and ensure that the talent sourced are in line with that strategy.
- Support the implementation of the People Portfolio BSC initiatives at centre level.
- Support the implementation of an organisational talent brand and strategies that position the organisation as the employer of choice for internal and external top talent.
- Support customisation of the organisation’s talent brand proposition to relevant business units.
Product Management:
Talent Sourcing:
- Manage the hiring plans for all vacancies across the AGSA.
- Provide Business with project plans and SLAs, enabling the business to have full confidence in your execution of their hiring plans especially senior manager and above.
- Develop talent acquisition plans in conjunction with the business partner and the leadership of the business units.
- Manage partnerships with business partners and hiring managers, to deliver workforce and talent acquisition plans.
- Drive a broad talent acquisition strategy through social media, head-hunting, direct sourcing and employee referrals.
- Be a valued and collaborative member of the team, contributing ideas, feedback and improvements.
- Apply and manage screening techniques for the purpose of shortlisting or attracting candidates for executive positions.
- Upholding an excellent candidate experience through effective response handling and timeous candidate feedback
- Advice the client as subject matter expert on recruiting markets, competitive trends, compensation, and other relevant areas, and share your knowledge with the business leaders and People Portfolio teams.
- Design, maintain and manage talent acquisition process for the AGSA
- Manage all vacancies across the 9 provinces through the talent acquisition team
- Maintain the recruitment system and develop and enhance to fulfil its requirements for the AGSA
Recruitment policies and procedures:
- Regularly review and update the recruitment policy, procedures and guidelines and advice leadership where needed.
- Drive and implement the policies relevant to recruitment thereby ensuring good governance.
- Initiate the development of customised, BU or role specific recruitment strategies aligned with BU requirements.
Reporting and analytics
- Manage the talent acquisition systems and provide people analytics.
- Manage the reporting and tracking of roles and recruitment activities.
- Ensure that data storage is secured and updated.
- Analyse system data, report and provide insights to ensure data-driven talent acquisition planning and decision making
Administration:
- Oversee the utilisation of the e-recruitment system and ensure effective running of the e-recruitment system.
- Ensure proper documentation of each recruitment process as per the secure filing system in place.
- Quality review recruitment files in respective portfolios
- Prepare, sign off and finalise salary offer in respective portfolios.
Stakeholder Management
- Provide talent acquisition subject matter expertise and advisory to business and key stakeholders.
- Build and maintain positive and value-adding relationships with all relevant internal and external stakeholders.
- Communicate the recruitment strategy and objectives to both internal and external stakeholders to ensure understanding of these by all relevant stakeholders.
- Manage outsourced processes with recruitment agencies.
- Ensure stakeholder satisfaction and successes through surveys including candidates.
- Liaise with relevant stakeholders in the people portfolio.
People Management
- Manage own and team performance to drive productivity.
- Support staff in initiatives to attract and retain talent.
- Motivate, coach and mentor the team to ensure maximum productivity and development of staff to their full potential.
- Cascade People Portfolio initiatives to staff.
- Provide support to the Senior Manager with regard to centre management and other business unit tasks.
Financial Management and Operational
- Manage recruitment agency spend, where outsource services were required.
- Ensure compliance with internal processes and procedures.
- Ensure compliance to supply chain processes.
- Contribute to the risk assessment activities in the centre and BU.
- Manage the Preferred Suppliers List for recruitment through the SCM agreements. Compile, manage and execute the preferred supplier process for recruitment agencies in line with the approved internal SCM processes.
- Monitoring the quality of services provided on an ongoing basis to ensure a high quality of delivery is maintained.
- Effectively manage agency and Third Party spend across the organisation to ensure that agencies are only briefed on critical, scarce skills requirements.

- Perform other projects within the People Portfolio as and when required by the People Portfolio
Skills, Experience & Education
Formal Education:
- Bachelors' degree in Human Resource Management or Behaviour Sciences or similar field.
Experience:
- The incumbent is required to have 5-8 year’s talent sourcing experience in an agency and /or corporate financial services, preferably in the accounting and auditing profession.
- Extensive experience in competitor analysis, talent mapping and head hunting.
- Experience working with an Applicant Tracking System or equivalent
- Team Management experience advantageous

Manage Audits
- Lead, direct and coordinate portfolio of audits covering the three audit phases:
- Planning

- Submit the budget for approval in accordance with policies and procedures
- Monitor the expenditure against the budget to ensure that spending occurs within the budgetary restrictions

- Ensure that debtor payments are followed up and creditors are paid timeously
- Assist RA with the verification of invoices
- Manage and monitor the CWC budgets
- Ensure that only authorised overspending is approved in accordance with procedures
- Consult the relevant role players where overspending took place and take corrective actions to rectify the overspending
- Monitor the centre budget to ensure that figures balance in terms of budgeted and actual figures
- Conduct the budget reviews as prescribed by Finance and adjust budget where necessary
- Close the budget at the end of the financial year
- Manage centre budget in accordance with policies, procedures and legal requirements

- Certified Information Systems Auditor (CISA) or equivalent (e.g. a recognised IT auditing certification)
At least one of the following:
- Offensive Security Certified Professional (OSCP) or equivalent (e.g. CEH)
- Certified Incident Handler (ECIH/ GCIH) or equivalent (e.g. CRIA)
Experience
- Minimum of 8 years’ experience post qualification with at least 4 years’ experience operating at a manager/middle management level.
- Extensive experience in managing cybersecurity and network security audits, with a strong understanding of networked environments that support various application hosting infrastructures, including Windows and Unix-based operating systems, as well as MSSQL and Oracle databases.

Litigation
- Implements the AGSA litigation strategy, policy and procedures.
- Designs case-specific strategies for all litigation cases instituted by and against the AGSA.
- Oversees the development of case management plans and manages the team’s case management performance in accordance with the plans.
- Involves impacted stakeholders and specialists in preparing litigation attacks and defences.
- Oversees all submissions required by the AGSA litigation governance processes.
- Obtains timely case-related instructions and keeps the BUL and all stakeholders abreast of developments for the duration of each case.
- Oversees case analyses to extract lessons learnt after each case.
- Oversees the performance of attorneys and advocates acting on behalf of the AGSA and takes corrective action in cases where attorneys and advocates do not render their services in accordance with the memorandum and/or service level agreement.
- Prepares organisational reports on all litigation matters.
Debt collection
- Executes the CLS strategy on collection of long outstanding debt.
- Designs, implements, reviews and updates an effective system for the collection of debt by means of litigation.
- Drives the automation of legal processes for debt collection.
- Ensures alignment and integration between CLS and Finance in respect of debt collection efforts via legal processes.
- Oversees the performance of law firms who collect outstanding debt on behalf of the AGSA and takes corrective steps where necessary.
- Tracks the collection of outstanding fees and submits monthly collection reports.
- Facilitates the governance process to obtain approval for the execution of default judgements.
Contract management
- Develops, implements, monitors and adjusts a system for contract drafting and negotiation.
- Directs the development of standard terms and conditions of AGSA contracts, and leads the development of specialised terms and conditions for sourcing digital and technology goods and services.
- Oversees the performance of legal due diligence initiatives for high value and/or high-risk contracts prior to contract conclusion.
- Leads the process to resolve disputes arising from contracts, including the enforcement of penalties and termination of contracts.
- Drives the automation of a contract management system, including a repository of all AGSA commercial contracts.
Legislative development
- Contributes to the continuous review of the AGSA’s legislative framework to ensure the adequacy thereof.
- Participates in legislative development initiatives, such as amendments to the PAA and its regulations, or the development and implementation of new regulations.
- Participates in the development of non-AGSA legislation when the opportunity arises.
Risk management
- Assures the quality of products delivered by the BU.
- Drives the BU’s environmental scanning efforts, which includes legal and case law developments.
- Directs the preparation of advisory notes on legal developments that may impact the core audit function as well as the internal operations of the institution.
- Drives a culture of risk-savviness in the BU to ensure that risks are detected and mitigated as early as possible, irrespective of whether the risk is within the control of the BU, or not.
- Develops and implicates controls for the management of BU specific risks.
Stakeholder Management
- Drives effective internal and external stakeholder engagements.
- Integrates the BU’s service offerings with those of other BUs through collaboration.

- Collaborate with regularity and performance audit teams, ISA, IBU and ARD, to conduct and manage research that support the audit project.

Development
- Through research and environmental scanning, develop or review best practices and service delivery audit criteria developed by team members.
Planning
- Plan and scope the audit project effectively. Allocate resources, define deadlines and ensure comprehensive and appropriate terms of reference is set for each review
- Identify in partnership with the Senior Manager(SM) a relevant audit team, including appointment of specialist or contract staff, and engage them on the audit plans and budget
- Ensure that appropriate audit components/sections are allocated to the audit team members in line with their skill level and areas for development.
- Identify the need to appoint external specialists (CWC) as and when required, and manage the selection and appointment process
- Facilitate engagement meetings (entrance engagement) with auditee management to discuss the scope, focus areas, objectives, methodology, required audit documents and due dates
- Formulate technical audit procedures on selected projects
- Responsible for identifying audit risks for the specific audit engagement.
Execution
- Provide guidance and advise to audit teams on technical and feasibility studies, including site investigations.
- Advise audit teams on compliance with relevant public sector legislation and requirements, relating to a specific audit project.
- Provide detailed and timely review of working papers and reports.
- Execute technical audit procedures on selected projects
- Attend and contribute in steering committee meetings with head of departments and related senior management, as and when required, as per stakeholder engagement plan.
- Ensure quality standards are met throughout the audit.
- Use public sector specialist knowledge to review and analyse data collected and to identify areas needing improvement.
Reporting
- Review/conduct quality assurance on the analysis reports compiled by team members and where necessary analyse audit findings and outcomes and compile detailed, high quality, impactful reports
- Ensuring that all findings emanating from the audited public sector projects are communicated to the auditees
- Review reports compiled by team members on site visits and where necessary conduct and report on site visits.
- Accurately capture and update ASMIS information
- Review of working papers and compilation of report
- Assist in the completion of and tabling of final report
- Prepare presentations for briefing, advisory and information purposes
- Review reports to ensure that the technical subject matter is accurately addressed and develop recommendations to address shortcomings that were identified
Training and Development
- Facilitate knowledge sharing sessions of insights, risk and knowledge of the business and industry within the audit team, BU and the AGSA.
- Provide training to staff to improve their understanding of technical matters within the public sector
- Provide guidance on the execution of diagnostic and investigative procedures.
- Develop industry related thought leadership articles, surveys, case studies etc.
- Present industry related thought leadership papers at conferences and seminars.
- Assist Senior Manager with development and marketing of industry specific products (Regularity Business Unit and client briefings)
Stakeholder Engagements
- Build and maintain strategic and value adding partnerships with key stakeholders (internal and external) to ensure support during the audit process for both integration and stand-alone audits.
- Provide advice to internal stakeholders through sharing insights, risks, knowledge of the business and industry.
- Regularly engage with the Executive Authorities on key findings/outcomes
People Management
- Manage performance of staff, provide mentorship and support, and on-the-job training
- Responsible for the development of staff according to their development plans (PDPs)
- Manage teams’ performance and implement a culture of high performance
- Address staff related enquiries
- Support the implementation of the people plan for the centre/BU
- Ensure team members compliance with all AGSA policies
Financial Management
- Assist in identifying revenue growth opportunities within the component and optimise its operational expenditure
- Contribute to compiling the BU budget.
- Manage own and team recoverability
- Follow up debtor queries
- Ensure compliance with Supply Chain Management in AGSA
- Effective project management (time, hours and costs) of the audit and relevant resource planning, to drive audit efficiencies
Administration
- Responsible for effective management of all administrative matters relating to the role. (e.g. timeous approvals, compliance with internal controls, etc.)
Ad-hoc duties (Applicable to All JD’s)
- Perform and/or manage other projects, tasks and assignments not stipulated on the Job description as and when required
Skills, Experience & Education
Formal education:
- This role is for a health professional with a Master’s Degree in Public Health Or MMED: Public Health Medicine. Registration with the Professional Body is mandatory.
Experience and knowledge:
- Minimum of 5 years’ appropriate experience as a health professional in a healthcare setting; with the knowledge of the health system and 2 years must be at management level.
- Public sector knowledge
- Knowledge of the Health industry
- Knowledge of performance auditing will be an added advantage
