Research and Development Business Unit has a vacancy for a Manager: Applied Science at Institute for Maritime Technology (IMT) in Simon’s Town, Western Cape. Applications are invited from people who meet the qualification and experience requirements below:
 
PURPOSE OF THE JOB:
The Manager holds the responsibility of operational planning, management of the section (employees, budgets and technology) as well as giving direction of the Section Technology Plan (10 years scope)including providing systems and technology support to the SA Navy and other clients.
 
CRITICAL PERFORMANCE AREAS:
  • To formulate and implement divisional (IMT) strategies and plans and align these strategies and plans with the departmental and corporate objectives.  
  • To manage the budget of the section in a cost effective manner (R 50million). Manage the Underwater Sensors and Systems Section performance against agreed targets and budgets, and within policies and standards as referenced in ARMSCOR Management Documents and IMT ISO 9001 procedures. 
  • To manage, develop, maintain and motivate individuals and teams and to build constructive relationships between individuals within the section and division (including discipline, grievance, counselling, morale and motivation, culture and attitudinal development and quality management issues).
  • To recruit, interview, select, maintain and develop well-qualified staff. 
  • To do performance management of the team by contracting performance and development contracts, monitoring performance and provide performance feedback to all team members. 
  • To do succession planning for all key positions as well as knowledge retention planning for all employees older than 55 years in the section in order to ensure business continuity 
  • To communicate all relevant information to the subordinates via meetings and all other relevant forms of communication 
  • To facilitate effective corporate governance business practices. 
  • To provide inputs to the development, implementation and maintenance of the risk management plan of the IMT division. 
  • To manage and improve the services/products provided to the customer base. 
  • To provide inputs to the procedures and practices that affect the entire division within the framework of the department’s requirements. 
  • To develop and maintain constructive relationships between stakeholders (internal and external) in order to promote synergy and build a productive environment. 
  • To manage the remuneration of employees in the best interest of both the employee and the organisation by ensuring that team members are remunerated in a cost effective and fair manner in relation to their contribution. 
  • Leadership and mentorship of technology experts in section 
  • To participate in and contribute to the efforts of senior management of IMT 
  • Establish, promote and maintain client interface. 
  • Working as part of the IMT management team to establish and accomplish organizational goals and to identify and resolve problems. 
  • Identify, develop and direct the implementation of the section’s long-term (10 year scope) technology plan guided by departmental and organisation strategic objectives and customer long-term and strategic objectives requirements. 
  • Represent Section on the Navy/IMT Technology Coordination Committee (ITCC) and Research Institute Management Committees (RIMC’s). 
  • Provide System Level Specialist Consultancy in the applicable technology areas of the section as contribution to the analysis of operations of naval systems and the environment in which they operate. 
  • Development and maintenance of client interface and communication (Top ranking; SA Navy officials, DOD technology officials and international technology professionals, other government agencies (DDT, DST, etc.)) 
  • Tailor and lead Systems and/or Software Engineering effort wrt technology and client requirements. Ensure the tailoring and execution of system and/or software engineering principles to technology development within the SA Navy practical environment 
  • Ensure Quality Assurance conformance wrt to work in section 
  • Deliver excellent customer service by giving high priority to understanding customer’s requirements and ensuring that customer needs are either met or exceeded. 
  • Ensure that the section activities meet with and integrate with organisational requirements for quality management, health and safety, legal stipulations, environmental policies and general duty of care. 
  • Maintain awareness and knowledge of the applicable technology areas within the section related contemporary development, technologies, methods and concepts, and provide suitable interpretation to the IMTSEM, other IMT section managers, IMT staff and clients. 
  • Empower the section’s personnel by creating a sense of ownership of jobs or projects by providing clear expectations, control of resources, responsibilities, and coaching; offering help without removing responsibility. 
  • Directly responsible for planning, structuring and monitoring completion of project milestones within budget and schedule with combined budget of > R25 million per annum. 
  • Manage technical assets and facilities within the section to the value of an additional R25 million. 
  • Identify and recognize opportunities to delegate and utilise employees optimally by ensuring that time, skills, and potential is effectively applied. 
  • Convey persuasively the purpose and importance of the delegated task while also considering organizational values, employee’s expertise and past contributions, and opportunities for development when delegating assignments. 
  • Delegate with clarity by giving appropriate guidance and instruction, providing staff with resources and support to complete assignments and assigns tasks clearly, detailing required actions, constraints, deadlines, anticipated problems, and resource suggestions. 
  • Delegate responsibility and decision making to employees and demonstrate willingness to give up part of own authority and job responsibilities while providing the level of authority needed to accomplish end results. 
 
QUALIFICATIONS:
  • A Master’s Degree in Science/Physics or the applicable applied physics or mathematical sciences. Additionally, an applicable middle management qualification will be preferred. 
  • Qualifications must be from a recognised university. 
 
TECHNICAL / LEGAL CERTIFICATE / PROFESSIONAL REGISTRATION
  • Professional registration from recognised scientific body (e.g. SAIP) –desirable 
 
EXPERIENCE:
  • At least 12+ years’ experience preferably in the military environment 
  • Management of strategic competencies in a technology/scientific environment 
  • Project, contract and engineering/scientific management 
  • Experience in applied Naval System Technology 
  • Experience in the design, performance, and/or operational utility of naval systems in the applicable technology area 
  • Knowledge and ability to develop innovative solutions to the war fighter’s needs 
  • Experience interfacing, communicating and presenting to all levels of the organization including senior level executives and customers 
  • Experience leading teams of technical experts and engineers/scientists coupled with technical problem solving ability

Armscor Dockyard, Procurement and Logistics Division has a vacancy fora Buyer. Applications are invited from people meeting the qualifications and experience requirements set out below.
 
PURPOSE OF THE JOB:
To execute the Dockyard procurement process of products, materials, goods, services and supplies for the Armscor Dockyard. 
 
CRITICAL PERFORMANCE AREAS:
  • Analysing requisitions to determine appropriate procurement method. 
  • Selecting and negotiating RFQ terms with potential suppliers. 
  • Receive AK forms from user groups and, conduct oversight evaluation i.e., and verify correctness of data i.e., estimated value, specification correctness and escalate anomalies to user groups. 
  • Engage end users to facilitate consolidation, streamline, communication, issues and mitigating actions from procurement to ensure effective service delivery. 
  • Responsible for administration and providing report on progress and other information and input to the procurement procedure. 
  • Ensure that the specification provided by the end user is clear and understandable, if it is not clear to get more 
  • Participate in drawing up/checking RFQ documents. 
  • Identifying potential service providers – based on BEE and PFMA principles.
  • Researching and evaluating prospective suppliers and select suppliers from National Treasury Central System Database based on user’s requirement.
  • Evaluate and assess request to quote based on the 80% price 20% BEEto determine the preferred bidder.
  • Maintain supplier engagement thought sourcing process – follow up, review, compare, analyse and approve products and services to be purchased.
  • Process file to Chief Buyer for final sign offs with management. 
  • Escalate of risks/ issues to user groups and Chief Buyer to mitigate risk 
  • Applying preferential procurement principles (BEE). 
  • Observing and applying PFMA stipulations.
 
QUALIFICATIONS:
  • National Diploma (Supply Chain Management /Procurement), CIPS Level 4 Diploma or equivalent.
  • Registration with supply chain professional body will be an added advantage
 
EXPERIENCE:
  • Minimum of 3 – 5 years’ experience buying/procurement role.
 
SPECIAL PROFICIENCY/SKILLS:

CHIEF BUYER

Armscor Dockyard, Procurement and Logistics Division has a vacancy fora Chief Buyer. Applications are invited from people meeting the qualifications and experience requirements set out below.
 
PURPOSE OF THE JOB:
Responsible for placement of orders with suppliers in the procurement division, communicate with suppliers with regard to the orders placed and provide inputs to the Armscor procurement procedures and policies
 
CRITICAL PERFORMANCE AREAS:
  • Review the quotations requested by buyers/assistant buyers from suppliers that they quoted according to the specifications before signing the evaluation form or sheet. 
  • Inspect the documents submitted by suppliers to ensure that the critical criteria that was set on the RFQ request is complied with. 
  • Evaluate and assess request to quote based on the 80% price 20% BEE to determine the preferred bidder. 
  • Capture, print the order from KBA system and send it to the preferred supplier by email.
  • Resolve any dispute with suppliers relating to orders issued. 
  • Cancellation of the order by following the proper process in accordance with terms and conditions of placement of the order A-STD-0020. 
  • Close-off all open orders on the KBA system after deliveries and payments are made and submit the fi les for archiving to the registry.
  • Perform orders amendment on KBA system after approval has been obtained and communicate with suppliers.
  • Negotiate prices with suppliers where the preferred bidder quoted above the market value.
  • Inspect tax compliance status of suppliers on CSD before orders are placed.
  • Write a letter-notifying suppliers to rectify their tax compliance status within 7 days if it shows non-compliance.
  • Update the Tracking tool for progress on users request submitted to procurement.
  • Attend to Internal and External queries regarding the request to quote by providing feedback on queries to Stakeholders.
  • Communicate progress to the users regarding their requirements.
  • Assist new suppliers with registration to National Treasury Central Supplier Database Systems (CSD).
  • Application of the Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), Defence Sector Code, National Treasury Regulations
  • Complete BEE memorandum for the approval of the BEE level by Armscor Head Quarters BEE Division, so that procurement processes can proceed.
  • Complete BEE scorecards from the BEE certificates and affidavits supplied by service provider for approval by BEE Division, so that procurement processes can proceed.
  • Review, compare analyse and approve products and services to be purchased
  • Maintain good stakeholder supplier relations, internal and external (Suppliers)
  • Researching and evaluating prospective suppliers.
 
QUALIFICATIONS:
  • B Com Degree / B Tech in Supply Chain.
 
EXPERIENCE:
  • Minimum of 5 years’ relevant experience in Procurement environment.
 
SPECIAL PROFICIENCY/SKILLS:
  • Knowledge of Procurement Policies
  • Knowledge of Procurement Processes
  • Knowledge of Public Finance Management Act (PFMA), National Treasury Regulations, Defence Sector Code and Preferential Procurement Policy Framework Act
