Requirements:
  • Degree in Industrial Psychology/Behavioural Sciences/ Human Resources / Or any other relevant qualification majoring in Organizational Development (NQF Level 7) and is SAQA aligned.
  • 10 years’ experience in the field of OD, with 5 years at Management Level

Preferred Qualifications:

Key Outputs:
Reporting to the Human Resources Manager, the appointee will:
  • Manage the execution of OD programmes or projects of Amatola Water as an entity
  • Provide expert advice on organizational diagnostic (analysis) exercises with a view to identifying entity’s performance gaps
  • Lead and facilitate the undertaking of organizational design activities
  • Guide and facilitate organizational structure development at functional and post structure development (complete entity reconfiguration)
  • Guide and direct the undertaking of business process mapping (business process redesign or re-engineering)
  • Facilitate and provide expert advice on the implementation of change interventions in the entity
  • Support internal initiatives aimed at linking people to the work of the organization through job profiling
  • Guide processes of post level / value determination through scientific methods such as job evaluation – determining equal pay for work of equal value
  • Facilitate and guide processes that are aimed at promoting internal efficiencies such as form design, workflow analysis, undertake internal competency and culture audits –thereby entrenching the right workforce attitude and performance
  • Facilitate and organize sessions to promote awareness of OD programmes or services Support staff and management on how to develop job profiles in order to align duties to the organizational structure and the main strategy of the entity
  • Provide consultation and advice to line managers on how to improve internal efficiencies utilizing the principles of OD Act as change agent on entity’s planned change intervention initiatives
  • Manage unit budget in terms of making budget preparations and continuous monitoring of budget spending in line with the relevant financial regulatory prescripts of the entity

SAMPLING OFFICER
Project Based Fixed Term Contract
Operations Division
Salary Package: R 216,160.08 – R 254,635.66 per annum
 
Requirements:
  • N3 Water and Wastewater
  • Knowledge of DOE School’s supply area
  • Knowledge of sampling procedures
  • Experience on water and wastewater sampling methods
  • ISO 17025 laboratory systems course
  • Valid unendorsed driver’s license and Advanced Driving Course
 
Preferred Qualifications:
  • National Diploma in Water Care/Chemical Engineering/Analytical Chemistry
 
Key Outputs:
Reporting to the Area Operations Manager, the employee will:
  • Conduct sampling to ensure that the minimum frequencies as detailed in the SANS 241 specifications for sampling are met
  • Prepare monthly sampling schedule to ensure frequencies are met.
  • Schedule and log the samples for different water works to ensure compliance with Blue/Green Drop is requirement
  • Collect representative water and wastewater samples for the analytical and microbiological lab
  • Conduct ad hoc field analyses to ensure that all frequencies for the measurement of water quality parameters
  • Conduct analysis such as chlorine analysis, turbidity and pH using potable pH, turbidity and chlorine meters
  • Assist with general laboratory duties
  • Obtain quotations for consumables and place requisitions of BAAN
  • Ensure that vehicle is maintained (in the event of sampling) to effect vehicle longevity and safety
  • Inspecting the vehicle for roadworthiness before driving off
  • Using the provided checklist for inspection
 
Other requirements needed:
  • Computer Literacy advantageous
  • Ability to communicate in Xhosa and English (preferred)

ARTISAN PLUMBER X2
Project Based Fixed Term Contract

Requirements:
  • National Certificate in Plumbing (N2)
  • Plumbing Trade test certificate
  • 3 years (post trade test) general plumbing and maintenance experience of which must 1 year must be at supervisory level
  • Sound knowledge of maintenance and safety systems (i.e. safety requirements & standards as per OHS Act)
  • Valid unendorsed driver’s license
 
Key Outputs:
Reporting to the DoE foreman , the employee will:
  • Perform routine maintenance and repairs on all types of pipes, and valves in order to minimise major breakdowns of equipment
  • Perform routine maintenance on pipelines and control valves for reservoirs to ensure the continued flow of water and to minimise any water losses
  • Perform a preventative maintenance function to prevent major breakdowns
  • Record all work completed to ensure that the outstanding work and workload is known
  • Co-ordinate modifications to equipment as required from time to time to ensure effective operation of equipment
  • Order material and parts for equipment to ensure breakdowns are kept to a minimum
  • Inspect equipment to ensure all equipment are in good condition before using them
  • Ensure that all applicable regulations and safety rules of both the OSH ACT and Amatola Water are obeyed and applied to minimise accidents and incidents
  • Respond to specific daily requests for maintenance to ensure the smooth running of plants
  • Assist the Foreman Trunk Mains & Distribution with the preparation of the Annual Operating and Capex Budgets
  • Ensure that pipe systems are safe, drained, depressurised and/or isolated prior to commencing work to prevent accidents to co-workers
  • Safe keep and run Amatola pool vehicles to prevent accidents and misuse thereof

Requirements
  • Relevant Engineering degree (Mechanical/Civil) – NQF 7
  • Registered with the Engineering Council of South Africa (i.e., Professional Engineer)/PrTech
  • At least 10 years management experience in general maintenance and engineering design
  • 5 years’ experience in Water and Sanitation Infrastructure Asset Management (IAM)
  • Sound knowledge of the implementation and management of an IMS system
  • Sound knowledge of asset management
  • Valid unendorsed drivers’ licence
 
Preferred Qualifications:
  • Post graduate qualification in Mechanical/ Civil Engineering - NQF 8
  • Government Certificate of Competencies (Factories) as per Commission of Examiners in terms of regulations E5 (2) of the regulation published under Government Notice R.929 of 28 June 1963
 
Key Outputs:
Reporting to the Executive Manager: Operations, the appointee will:
  • Direct the maintenance of plant, equipment, buildings and property within the operational regions
  • Assign major repairs and maintenance to all equipment, buildings and facilities by daily liaison with the Senior Technicians to ensure optimum efficiency
  • Liaise with contractors and service providers for specialised maintenance services
  • Direct the planned maintenance system to ensure optimum efficiency of all equipment, plant and buildings within the operational regions
  • Oversee the execution of specialised allocated work by visiting works, providing high-level technical expertise and assessing the quality of completed work
  • Ensure the design of new schedules for plant not included in a planned maintenance system to ensure optimum efficiency of all equipment
  • Provide technical and engineering support to the organisation
  • Provide technical and engineering support to the Operations, Planning and Development Divisions
  • Review and maintain design applications and software of the Operations Division in conjunction with others
  • Control specialised material requirements of maintenance within the operational regions
  • Oversee stock levels of specialised spares and equipment to minimise plant outage time
  • Ensure that accurate stock control measures are applied in order to minimise wasteful expenditure
  • Ensure all operations meet the statutory requirements to minimise accidents and incidents by monitoring of an adequate safety regime within the operational regions
  • Ensure that all statutory requirements are implemented and executed as defined in the OHSACT 85 of 1993 by performing the GMR 2.1 functions for the 16.1 appointee
  • Ensure all Amatola Water staff are adequately trained with respect to applicable safety regulations
  • Control the Financial Resources of the operational regions
  • Oversee prioritisation of major projects and refurbishments to ensure correct work allocation
  • Prepare and motivate with MANCO the annual OPEX and CAPEX budgets for accurate cost control
  • Oversee Human Resources within the operational regions
  • Manpower planning in order to ensure correct staff compliments within regions
  • Appraise and counsel staff as required for increased performance outputs
 
Other requirements needed:

  • Good dam safety knowledge
 
Extensive knowledge of all diverse engineering fields, i.e. civil, mechanical, electrical, radio & telemetry, air-conditioning, carpentry, planned maintenance and safety.

  • Honours or Post-Graduate Degree in Communication/ Marketing/ Journalism or equivalent (NQF 8)
 
Key Outputs:
Reporting to the Manager Office of the Chief Executive, the employee will:
  • Develop, manage and execute integrated communications
  • Develop an integrated marketing and communications strategy for the organisation with appropriate plans, policies and procedures
  • Coordinate marketing and communication programmes across the organisation

SENIOR MANAGER: STRATEGY, MONITORING & EVALUATION

Requirements:
  • Bachelor's Degree (NQF 7) in Public Administration, Management, Monitoring and Evaluation or Equivalent.
  • 8 year’s of experience inclusive of developing, implementing and evaluating strategy
  • At least 4 year’s experience on end-to-end development of strategic, corporate plans in the public sector environment.
  • At least 4 years' experience implementation of the M&E framework and monitoring of the organisational performance.
  • Valid unendorsed driver's licence
 
Added Advantage:
  • Honours Degree (NQF 8) in Business Administration or Monitoring and Evaluation or Equivalent majoring in Strategy/ Monitoring and Evaluation.
 
Key Outputs:
Reporting to the Chief Executive, the appointee will:
  • Oversee the development of Amatola Water’s strategy, corporate scorecard, and business plan, as well as monitor and report on strategy execution and implementation.
  • Develop and manage Corporate Performance Information Management Frameworks and Reporting, including an Integrated Annual Report.
  • Coordinate the Internal Audit function and contribute to improved Governance.
  • Represent the CEO as required and support the CEO to ensure efficiency and effectiveness.
  • Lead special projects, cross-functional and strategic in nature, from the office of the CEO.
  • Manage and oversee the Stakeholder Management function.
  • Management of subordinates in order to ensure that the Office of the CEO section meets obligations and provides opportunities for self-development for the individual.
 
Other Requirements:
  • Financial knowledge and experience with forecasting, financial models and interpreting financial information
  • Understanding of Best Governance practices, including King IV and integrated reporting as well as PFMA, treasury regulations
  • Understands macroeconomics and can assess trends and relevance
