Key Performance Output
The successful candidate will be reporting to the Chief Executive Officer and will be responsible but not limited to the following:
  • Drive a focus on supply chain strategic planning through influencing and facilitating the development of future strategic directions of the Business.
  • Accountable for the development and implementation of an appropriate supply chain management strategy. 
  • Liaise with National Treasury / Chief Procurement Officer @ National Treasury on policy development, standards, advice, guidance and implementation of procurement.
  • Promote, monitor, assess and enforce compliance with established procurement measures, including procurement policies, regulations, norms and standards in line with legislative requirements. Develop, implement and monitor procurement performance standards and measurement metrics (performance management system).
  • Monitor the performance of ACSA procurement in respect of achieving ‘value for money’ and service delivery. Monitor supplier performance and develop and implement reporting and review systems for procurement-related information.
  • Analyse procurement data to identify unacceptable trends, assist with recommendations and implement corrective measures. Investigate procurement systems and recommend improvements. 
  • Investigate complaints/accusations of procurement-related malpractices and facilitate interventions which may include cancellation of bid processes and/or initiation of disciplinary or criminal charges.
  • Establish required organisational and governance structures, and strategic networks for improved collaboration, accountability and transparency.
  • Overall responsibility of procurement operations/systems/compliance in the Clusters across the network, aligned to the business partnering and matrix reporting models.
  • Ensure the effective management of supply chain planning, procurement and supplier relationships to ensure the optimal balance and value between expenditure, quality and time.
  • Oversight of the outsourced procurement evaluation process.
  • Ensure the strategic implementation of the localisation strategy and enterprise supplier development processes.
  • Strategically canvas in creating and maintaining sound and mutually beneficial relationships with all industry partners, including funders, contributing towards the long-term sustainability of our industry.
  • Drive the significance of Airports Company South Africa as a key player in the local, national and international tourism and aviation industries as well as government forums through relationships.
  • Interpret business plan and develop operational, capex and labour budgets for the function.
  • Direct operational, labour and capex requirements within the function for efficient delivery of operational targets and submit recommendations to the Chief Executive/Board.
  • Accountable for functional performance through in-, out-or co-souring, within the agreed strategic framework and approved plans.
  • Implement and manage people development processes such as performance management, learning and development, succession planning and talent management to meet functional performance standards.
 
Technical Skills and Experience
The following skills and experience or the equivalent of such will be required: 
  • Bachelor and Honours Degree in Supply Chain Management /Accounting/ Management/ /Finance (NQF 8) is essential. 
  • Master’s Degree in Supply Chain Management / Master’s in Business Administration (NQF 9) is advantageous.
  • A minimum of 4 years’ experience in Executive Management is required.
  • 8 years operational experience in Supply Chain, Financial Management, Audit Management, State Financial Regulations, PFMA, PPPFA, Public Procurement and Disposal of Public Property Act of 2015, Corporate experience is essential.
  • Knowledge of Contract Law.
  • MS Office proficiency on an intermediate.
