Job description
Direct the end-to-end delivery of complex, high impact projects within the assigned programme portfolio, ensuring they meet all critical requirements to deliver strategic and operational objectives, including but not limited to, safety requirements. Define and establish clear performance targets for capex projects/programmes, ensuring alignment with formally approved requirements (Permission). Oversee the development and approval of robust programme/project charters, business cases, integrated plans, budgets, and schedules. Manage and monitor that all projects are aligned with and contribute to ATNS' strategic goals and safety objectives while ensuring. Ensure that intended benefits are realised and regulations complied with. Define, track, and report on expected benefits realization. Champion and enforce EPPMO methodologies, standards (e.g., PMBOK), governance frameworks, and reporting requirements across all assigned initiatives. Forecast and secure necessary resources, namely people, funds, and technology. Actively resolve resource conflicts and bottlenecks within the portfolio.
Main Responsibilities
Ensure that all deliverables meet defined quality standards, adhere to ATNS safety management system requirements (SMS), and comply with relevant aviation regulations and technical standards. Identify, track, and manage interdependencies between projects within the assigned portfolio and across other ATNS portfolios or operational activities. Prepare and deliver clear, concise, and timely portfolio status reports, dashboards, and presentations for EPPMO leadership, Portfolio Boards, and Steering Committees and as required. Contribute to the ongoing development and refinement of EPPMO processes, tools, and templates based on lessons learned and industry best practices. Provide guidance and oversight to Project Managers on the management of key suppliers and contracts related to portfolio initiatives. Ensure that rigorous change control processes are followed for scope, schedule, and budget changes within the portfolio.
Delivery of Operational Projects/ Programmes Lead the end-to-end delivery of operational improvement programmes, including but not limited to building refurbishment, facility modernisation, security system upgrades, procurement of test equipment, tools and facility & Site Management Programmes. Collaborate with Engineering & Operations teams to translate operational needs into technical specifications compliant with building and security, regulation and standards
Support the implementation of IT/OT and ATM/cns projects and programmes by ensuring that all sites readiness are met
Ensure 100% compliance of CNS systems with aviation safety, cybersecurity (e.g., ICAO SARPs, Annexes (10, 11), PANS-ATM (Doc 4444), and regional requirements ISO 9001), and national/international regulatory frameworks. Manage change control processes to minimise disruption during operational system upgrades.
Governance, Compliance, Risk Management, and Reporting Contribute to the development and implementation of a robust governance framework for the EPPMO function. Continuously monitor and measure compliance to relevant ATNS policies and processes as well as relevant legislation and regulations. Monitor, analyse, and report on the health, risks, issues, dependencies, and overall performance of the assigned project portfolio to the Head of EPPMO and senior stakeholders. Drive corrective action. Identify, assess, and proactively escalate critical programme/project risks and issues (especially those impacting safety, regulatory compliance, or major strategic objectives) to the EPPMO leadership and governance boards for timely resolution, and develop and implement appropriate mitigation. Prepare formal and ad hoc reports as required by management and relevant stakeholders.
Stakeholder Relations Management- Develop and maintain sound relationships with all key stakeholders to support ongoing alignment and collaboration. Manage relationships and communication with internal stakeholders (ATS, ATM, Safety Management, OT, IT, Engineering, Finance, etc.) and key external stakeholders (regulator, airspace users, partners) to ensure alignment, manage expectations, and secure buying in Monitor and measure client satisfaction indicators to ensure service delivery excellence.
Financial Management Provide inputs into the development of the annual EPPMO budget. Manage delegated expenditure in line with business priorities and objectives, and within approved financial parameters. Manage programme/project budgets within the portfolio, track expenditure, forecast accurately, and ensure financial compliance and value for money. Ensure compliance to Finance policies and processes. Report on all costs incurred against the approved budget including any possible variances monthly.
People Management Manage employees in accordance with Human Capital policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report absenteeism issues to the Head and Human Capital. Ensure the availability of skilled and competent staff to meet the current and future targets and objectives Provide leadership and direction to Project Managers and project teams within the assigned portfolio, and foster a culture of collaboration, accountability, and continuous improvement. Promote high levels of discipline and performance standards to achieve research targets and objectives. Manage performance outputs of the team via the performance management system and take corrective action promptly and effectively. Minimum requirements
Formal Qualifications
- B-degree in Engineering is required, or Business Administration (B.BA) or B.Com or Project Management or Aviation Management at NQF level 7
- Formal Programme/Project Management certification (e.g., PgMP, PMP, PRINCE2 Practitioner, MSP etc.)
- Proficiency in project portfolio management (PPM) software (e.g., Microsoft Project Online)
- Master’s degree will be an advantage.
Minimum Experience
- Minimum 8-10 years of progressive experience in project/programme management, with at least 5 years in managing complex, high value programmes/project
- Experience working within a formal Project Management Office environment is required
- Proven experience within highly regulated industries (Aviation, Aerospace, Defence, Energy, or similar). Experience in Air Traffic Management (ATM) or related infrastructure is a significant advantage
- Proven application of project portfolio management (PPM) methodologies to prioritise, monitor, and govern strategic initiatives within complex, safety-regulated environments

ATNS will host a total of four bursary intakes for the financial year. The programme provides each bursar with an opportunity to conduct their studies at the Aviation Training Academy in Bonaero Park, Gauteng.
